Costa Rica is one of the few countries where $1,000 a month is enough for a retiree residence permit. The 2021 law to attract investors, rentistas and pensioners kept that threshold and added perks such as a one-time duty-free import of household goods. The country taxes only income from its own sources, so a foreign pension is not taxed here.

There is one catch: the pension must be for life and stable, and you must pay contributions to the state social security fund. Below is who qualifies, how to prove a Russian pension, what a couple's life costs and the steps of the move.

Who can get residence as a retiree

The pensioner category suits those receiving a lifetime pension from abroad of at least $1,000 a month, state or private. Age is not checked separately; what matters is the pension itself and that it is paid permanently. You cannot work as an employee on this permit, but you can own a business and earn income from it.

The law to attract investors, rentistas and pensioners also gives perks, such as a one-time duty-free import of household goods. The pensioner permit is a temporary status: it is renewed every 2 years, and after 3 years you can apply for permanent residence. With permanent residence you can work without restrictions.

  • recipients of an old-age or long-service pension granted for life;
  • recipients of a private pension if it is for life and paid monthly;
  • a spouse and children under 18 as dependants on the same pension;
  • if the pension is below $1,000, the rentista category fits: income from $2,500 a month or a $60,000 deposit in a Costa Rican bank.

Documents and how to prove a Russian pension

  • passport;
  • a Social Fund of Russia certificate of the lifetime pension with the amount, apostilled;
  • birth certificate and, for a spouse, marriage certificate with an apostille;
  • police certificate with an apostille;
  • photos and the application form;
  • fee receipts: about $50 for the application, the foreigner card paid separately;
  • fingerprints taken at Costa Rica's Ministry of Public Security.

All Russian documents are translated into Spanish by an official Costa Rican translator or legalised, otherwise they are returned. The pension certificate must be a paper document with a stamp: an electronic statement from the government services portal cannot be apostilled.

You can keep receiving the pension on a Russian card. To prove income at renewal it is easier to open a Costa Rican bank account early and transfer part of the money: local banks check the source of funds closely.

Health insurance

Residence permit holders must join the state social security fund and pay a monthly contribution, usually 7-11% of declared income. For a $1,000 pension that is about $70-110 a month. The contribution gives access to public healthcare, and without registration the card is not renewed.

Many retirees add private insurance: San José's private clinics are faster than public ones. Policies cost more at older ages, so choose one before moving.

Public healthcare runs through a network of local clinics and social security hospitals. Emergency care is quick, but planned surgery and specialists involve waiting, so private cover for a retiree is not a luxury but a way to skip the queue.

Tax on your pension and the treaty with Russia

Costa Rica follows the territorial principle: only income earned in the country or from its sources is taxed. A Russian pension is foreign income, so it is not taxed however many years you live there.

If you start renting out a home in Costa Rica or open a business there, that income is local and taxed at 0-25%. The pension itself, savings abroad and interest on foreign deposits are not taxed in the country.

Where retirees settle

Most foreign retirees settle in the Central Valley, where it feels like spring all year. San José is the capital with the best clinics and the airport, and the suburbs of Escazú and Santa Ana are quiet areas with supermarkets and a large foreign community. Heredia is a neighbouring university town, a little cheaper and cooler.

On the Pacific coast life is slower and hotter, and prices in resort villages can be higher than in the capital. Many first rent for a few months in different towns before choosing.

Small Central Valley towns, Atenas and Grecia, are popular with retirees from the US and Canada: mild climate, markets, affordable rent and an hour's drive to the capital. The dry north-west, Guanacaste province, means beaches and sun almost all year, but it is hot in summer and far from large hospitals.
