Montenegro uses the euro unilaterally, and its banks are supervised by the Central Bank of Montenegro. Personal accounts here are opened by people moving on a residence permit or digital nomad status, buying a home on the coast or working for a Montenegrin company. For Russian citizens the country used to be one of the most accessible in Europe, but from 1 November 2026 entry requires a visa, and banks of European groups look ever more closely at clients without residence.
Can you open an account in Montenegro without residence and without visiting
The law does not require residence for a personal account, and some banks open one for a non-resident on a passport during an in-person visit. But policy has tightened: more and more banks ask for a residence permit or proven ties to the country - a home, a job, a company.
Non-resident accounts are almost never opened remotely. From 1 November 2026 a Russian citizen needs a visa or a residence card to travel, so we plan the bank visit together with getting the status.

Which banks accept Russians
Montenegrin law has no separate ban on Russian citizens, but banks fall into two types.
- Banks with local capital are more flexible: they consider Russians case by case, especially with residence, a home or a job in the country.
- Banks of European banking groups have aligned their rules with the EU sanctions regime: if a Russian citizen has no residence permit in Montenegro or an EU country, the restrictions apply in full. With residence in Montenegro or the EU they do not apply to the client.
So the usual order is: status first, then an account at a bank that fits your passport and amount.

Timing and account fees
With a complete file and residence an account is usually opened within a few days; questions about the source of funds drag the check out. Montenegrin banks charge a monthly account fee plus fees for cards and transfers. Because Montenegro uses the euro without being in the euro area or the EU, banks may process transfers to EU countries as international ones, with different fees and timing.
Status first, then the account: fewer refusals that way
The law does not stop you from applying to a Montenegrin bank on your own. But mistakes cost more than any tariff: visiting a European group's bank without residence, travelling without a visa after 1 November 2026, no local identification number or address, money without documents on its origin, a missed Russian tax notice. Deposit protection in Montenegro
Montenegro's Deposit Protection Fund guarantees deposits up to 50,000 euros, about $56,000, per depositor per bank. All of a client's deposits at one bank are added together. After Montenegro joins the EU the guarantee will rise to 100,000 euros. Large sums are best spread across banks.
Taxes for Russian tax residents
Since 8 August 2023 Russia's tax treaty with Montenegro has only partly applied: Russia suspended its main articles. A Russian tax resident declares interest on a Montenegrin account themselves and pays Russian tax: 13%, and 15% on the part of deposit and investment income above 2.4 million rubles a year. If you move and become a Montenegrin tax resident, Montenegrin rates apply - and they are lower.
Tax data exchange and the Russian tax notice
Montenegro has joined the international exchange of tax information, so the bank will ask about your tax residency. A Russian tax resident notifies the tax service within a month of opening a foreign account and then files a cash flow report by 1 June each year. For accounts in Eurasian Union countries and automatic exchange countries the report is not filed if no more than 600,000 rubles, about $7,100, came into the account during the year or remained at year end. The obligation does not apply to those who spent more than 183 days outside Russia in the calendar year. The fine for an unfiled notice is about $50-60 per account for individuals. Personal income tax in Montenegro
The scale has applied since 1 January 2022: the first €700 of monthly salary is tax-free, the part from €700.01 to €1,000 is taxed at 9%, and everything above €1,000 at 15%. The tax is stepped, charged only on the part above each threshold. A non-resident paid by a Montenegrin employer uses the same scale.

Tax residency
You become a Montenegrin resident by spending more than 183 days in the country in a calendar year, or if your residence or centre of business and personal interests is here: family, a home and work give status without counting days. A resident pays 0-15% on worldwide income. Since 8 August 2023 the tax treaty with Russia works only partly. More on our Montenegro taxes page.
Tax on buying a home
Since 1 January 2024 the flat 3% has been replaced by a scale: up to €150,000 - 3%; €150,000 to €500,000 - €4,500 plus 5% above €150,000; above €500,000 - €22,000 plus 6% on the excess. The base is market value as assessed by the tax administration.
What changes in 2027
On 17 September 2026 the government approved a package of tax and labour law amendments. If adopted, from 1 January 2027 a €1,500 gross salary will give about €1,428 net instead of €1,240.50.
Common refusals
- no residence and no ties to Montenegro at a bank of a European group;
- an undocumented source of funds;
- payments from Russia or links to sanctioned persons and companies;
- no address and no local identification number;
- contradictions in the tax residency form.
