Georgian banks open accounts for non-residents on a foreign passport, usually in lari, dollars and euros at once, and operate under the supervision of the National Bank of Georgia. There are no formal barriers for Russian citizens. But checks have become noticeably stricter in recent years, and the decision depends on citizenship, country of residence and how clearly the purpose of the account is explained.

Can you open an account in Georgia without residence or a visit

A residence permit is not required for a personal account. Most often the bank asks you to come to a branch: identity is checked on the spot and the form is signed there. Some banks allow remote opening in individual cases, but a Russian citizen with no ties to Georgia should not count on it.

Ties to the country greatly improve the odds. Renting a home, remote work, study, buying property or your own business in Georgia remove some of the questions. Which banks accept Russians

Each bank decides for itself, and there is no single list of banks for Russians. In practice the picture is this:

  • Large universal banks offer international cards, online banking and deposits, but check non-residents most strictly and take longer to review applications.
  • Mid-sized banks are more often accommodating to clients with ties to Georgia, but their range of cards and transfers is narrower.
  • Any bank may restrict operations if payments involve sanctions risks, so the bank is chosen for your profile and payments, not by someone else's review.

Timelines and running costs

The opening timeline depends on the checks. With a clear purpose and documents ready, the decision comes quickly; with large incoming payments the bank may ask for more papers and drag the process out.

Account and card fees differ between banks and are checked before the visit. Deposits are insured by the Deposit Insurance Agency: since 1 April 2026 the payout limit rose from 30,000 to 50,000 lari, about $20,000, per depositor in each bank. Interest on deposits is taxed at 5%, withheld by the bank, including for non-residents. The account alone does not make you a Georgian tax resident: residence comes from spending 183 days or more in the country in any 12 consecutive months.

Tax data exchange and notifying the Russian tax service

Georgia has taken part in the automatic exchange of tax information since 2024: in 2025 it had 44 partner countries. The bank fills in a tax residence form with the client, and data on non-residents' accounts go to their country of residence if an exchange with it is in place.

Russian tax residents notify the tax service of opening a foreign account within one month, separately for each account, and file a report on account flows for the previous year by 1 June. Anyone who spent more than 183 days outside Russia in a calendar year is exempt from both. If the bank's country exchanges tax information with Russia, the report is not filed when no more than 600,000 roubles, about $7,100, came into the account during the year, but the opening notice is still required.
