A personal account in Argentina is opened at a local bank supervised by the Central Bank of Argentina. For a foreigner the key is a tax identifier: for a resident it is the number issued with the national identity card, for a non-resident without the card it is an identification key from the tax agency. With it the bank can open a savings account in pesos and in US dollars.
Can you open an account in Argentina without residence or a visit
A residence permit is not formally required, but some banks refuse non-residents or open accounts with a limited set of services and stricter checks. With a temporary or permanent residence permit and identity card you open an account as a resident, with a card, online banking and standard fees, and some banks even let residents open an account in their app.

Which banks accept Russians
Each bank decides for itself. In practice:
- Banks that work with non-residents open accounts on a passport and tax key but limit services and check the origin of dollars more strictly.
- For a resident with an identity card the choice is wider, up to opening an account in the bank's app.
- Any bank looks closely at large dollar amounts and at sanctions risks linked to citizenship and counterparties.

Timelines and running costs
The timeline depends on the tax identifier: once you have it, a peso and dollar account is opened in one visit, and residents can also open one in an app. Fees vary by bank.
Since 14 April 2025 individuals buy dollars without the previous limits: the Central Bank lifted restrictions in force since 2019. Dollars can be held in the account, withdrawn in cash and transferred. Since 1 April 2026 deposits are insured up to 50 million pesos, about $33,000, per person per bank, pesos and foreign currency combined; if an account has several holders, the limit is split between them. The rate is the Central Bank of Argentina's 1,520 pesos per dollar.
Interest on individuals' savings accounts and time deposits in Argentine banks is exempt from income tax, and deposits are excluded from the personal assets tax base for residents. A manager will calculate the cost of Murblz support in chat.

Tax data exchange and notifying the Russian tax service
Argentina takes part in the automatic exchange of tax information: data on accounts of other countries' tax residents are passed to those countries.
Russian tax residents notify the tax service of opening a foreign account within one month, separately for each account, and file a report on account flows for the previous year by 1 June. Anyone who spent more than 183 days outside Russia in a calendar year is exempt from both. If the bank's country exchanges tax information with Russia, the report is not filed when no more than 600,000 roubles, about $7,100, came into the account during the year, but the opening notice is still required.
