A foreigner opens a personal account in Uzbekistan with a passport, usually in person at a branch and often the same day. Banks issue local payment system cards that work only in Uzbekistan as well as international cards, and take deposits in sum and dollars. Since 2017 the sum has been freely convertible for current transactions, at about 11,778 sum to the dollar according to the Central Bank on 6 October 2026. There are no formal restrictions for Russian citizens, and Uzbek banks remain one of the most accessible options in the region.
Can you open an account in Uzbekistan without residence or a visit
Residence is not required: a passport is enough, plus temporary registration if you have it. Many banks ask for a personal identification number, assigned to foreigners at the Public Services Centre, which makes the mobile bank and state services easier to use. Opening an account remotely without a visit is almost impossible for a non-resident: identity is checked at the branch. But the visit usually takes a day, and the account and card are issued at once.

Which banks accept Russians
There is no single list; each bank decides. Large state banks open accounts with a passport but look harder at transfers from abroad. Private banks issue international cards faster and have handier mobile apps. Any bank may reject a payment linked to sanctioned countries or persons, so the bank is chosen for your currencies, cards and transfers rather than its advertising.

How the opening works

Timelines and account costs
With documents ready, the account and local card are opened in one visit, and an international card is sometimes issued within a few days. Local accounts are usually free or cheap to run, while currency operations, transfers abroad and international cards are charged at the bank's rates. What changed in the deposit guarantee
Until 2025 the state guaranteed citizens' deposits in Uzbek banks in full, with no cap. The new version of the deposit protection law, signed on 18 February 2025, introduced a cap of 200 million sum per depositor per bank, about $17,000, extended the guarantee to entrepreneurs, including sole traders, and cut the start of payouts from 83 days to 20 working days, moving to 7 working days. The guarantee covers deposits in sum and foreign currency, including those of foreign citizens. Demand deposits and new deposits fall under the cap at once, while term and savings deposits opened earlier keep the full guarantee.
Tax data exchange and the Russian tax notice
A Russian tax resident notifies the tax service within a month of opening a foreign account, then files a report on account movements by 1 June each year. For accounts in Eurasian Union countries and automatic exchange countries the report is not filed if no more than 600,000 roubles, about $7,100, was credited during the year or remained at year end. The duty does not apply to those who spent more than 183 days outside Russia in the calendar year. The fine for not filing the notice is about $50-60 per account, and about $15-20 for filing late.
