Hong Kong is one of Asia's main financial centres, with the Hong Kong dollar pegged to the US dollar in a narrow band around 7.8. Can you open an account in Hong Kong without residence or a visit

Residence is not mandatory: a non-resident can open an account by explaining the link to Hong Kong and confirming the source of funds. Russian citizens enter Hong Kong visa-free for up to 14 days, so a branch visit is usually easy to arrange. Accounts are rarely opened remotely: Hong Kong's digital banks work online but, as a rule, only with holders of a Hong Kong identity card, and ordinary banks run video checks only for certain categories of clients.

Which banks accept Russians

Hong Kong itself applies only UN Security Council sanctions, but banks dealing in US dollars and with European counterparties follow both US and European restrictions. So large international banks take Russian citizens reluctantly and check them longer. Local banks and banks with mainland Chinese capital consider Russians individually, especially with a business link to China and Asia. Private banking units open accounts with a large balance and a detailed file. Any bank will reject payments linked to sanctioned persons and banks.

The account and the right to live in Hong Kong

An account is easiest for those with a visa to live in Hong Kong. It is granted for work with a Hong Kong employer, under the Top Talent Pass Scheme for high earners or graduates of leading universities, under the entrepreneur route and under the New Capital Investment Entrant Scheme for investment of HK$30 million, about $3,822,900. After moving with a visa and temporary address the bank opens a standard account, and after seven years in Hong Kong you can apply for permanent residence.

Multi-currency account

A Hong Kong account is usually multi-currency: Hong Kong and US dollars, yuan, euros and others in one account, with fast transfers across Asia. This suits those earning from China and the region or paying suppliers in yuan. Local transfers in Hong Kong dollars are instant around the clock.

Taxes

Hong Kong has no tax on deposit interest, dividends or capital gains for individuals. Tax is paid on salaries and business profits from Hong Kong. So for a Hong Kong resident the account itself creates no tax, but tax in your country of residence depends on its rules.

Taxes for a Russian resident

The fact that Hong Kong does not tax interest, dividends and capital gains does not exempt you from tax in Russia. A Russian tax resident pays tax on Hong Kong account income in Russia on the Russian scale and declares it personally. Tax on a Hong Kong account becomes zero only for someone who has ceased to be a Russian tax resident.

Deposit protection

Since 1 October 2024 the Deposit Protection Scheme guarantees up to HK$800,000, about $102,000, per depositor per bank. US dollar amounts use the ECB rate of 5 October 2026, about HK$7.85 per US dollar, rounded up.

Tax data exchange and the Russian tax notice

A Russian tax resident notifies the tax service within a month of opening a foreign account, then files a report on account movements by 1 June each year. For accounts in Eurasian Union countries and automatic exchange countries the report is not filed if no more than 600,000 roubles, about $7,100, was credited during the year or remained at year end. The duty does not apply to those who spent more than 183 days outside Russia in the calendar year. The fine for not filing the notice is about $50-60 per account, and about $15-20 for filing late.
