Uzbekistan is a fast-growing Central Asian economy, where the capital Tashkent and tourist cities Samarkand and Bukhara are building a lot of new housing. Foreigners can buy housing in Uzbekistan, and a purchase above a set amount opens a simplified route to a residence permit. Ownership is registered in the state register of rights to real estate. Residence permit for buying a home
Under Presidential Decree UP-5611 as amended by Decree UP-113, a foreigner who buys housing above a set value can obtain a residence permit under a simplified procedure. The minimum value depends on the region:

How a purchase works
- Goal. We define the goal - a home, letting or residence - and the region.
- Identification number. A foreigner needs a personal identification number, obtained through the state portal.
- Shortlist and checks. We select properties and check the developer, ownership and encumbrances in the real estate rights register.
- Contract and payment. We prepare the contract and pay through a bank with proof of the money's origin.
- Registration. We register ownership in the state register.
- Residence. We file with the internal affairs authorities using the purchase documents.

Buying to let
Tourist flows to Samarkand and Bukhara and business demand in Tashkent make new housing attractive for letting. Location, readiness for occupancy and a management company to find tenants and handle payments all matter. Rental income is taxed in Uzbekistan, so we set up records from the first month.
What to check before the deal
- the developer has a building permit and rights to the plot;
- the property is registered and the seller has no debts or seizures;
- the price meets the threshold for your region if residence is the goal;
- money moves through a bank and its origin is proven.
Why deals and applications fall through
- the property's value is below the regional threshold;
- the developer has not registered rights to the property;
- payment was made in cash without bank confirmation;
- the foreigner's documents are not translated and legalised.
