Estonia is an EU and euro area member with one of Europe's most digital banking systems: accounts, transfers, contract signing and tax returns are all done online with an electronic ID. For an Estonian resident an account opens in a day, while for a non-resident with no link to the country it is much harder: after the inspections of recent years Estonian banks are cautious with foreign clients.

Can you open an account in Estonia without residence and without visiting

The law does not require residence for an account, but Estonian banks rarely open a personal account for a non-resident with no ties to the country. A Russian citizen without residence in Estonia or another EU country is almost always refused in practice.

Accounts are opened remotely only for residents with an Estonian electronic ID. Digital residency has not been issued to Russian citizens since 2022, and since 19 September 2022 Estonia has not admitted them on tourist Schengen visas. You can come to the bank only on a legal ground: residence, work or study.

Timing and account fees

An Estonian resident gets an account in a day; for others the path from assessment to the bank's decision takes one to several weeks - the stages and timing are in the table below. Estonian banks charge account and card fees under their own tariffs; euro payments within the EU are fast and cheap.

Digital residency will not open an account: you need a real link to Estonia

The law does not stop you from applying to an Estonian bank on your own. But mistakes cost more than any tariff: relying on digital residency instead of residence, a transit account for transfers from third countries, a source of funds described in general terms, a balance above EUR 100,000 (about $120,000), a missed Russian tax notice. Taxes for Russian tax residents

There is no tax treaty in force between Estonia and Russia. Interest an Estonian bank pays to a non-resident is not taxed in Estonia, and a Russian tax resident declares it themselves and pays Russian tax: 13%, and 15% on the part of deposit and investment income above 2.4 million rubles a year. Tax data exchange and the Russian tax notice

Estonia is in the EU and takes part in the automatic exchange of tax information, so the bank will ask about your tax residency. A Russian tax resident notifies the tax service within a month of opening a foreign account and then files a cash flow report by 1 June each year. For accounts in Eurasian Union countries and automatic exchange countries the report is not filed if no more than 600,000 rubles, about $7,100, came into the account during the year or remained at year end. The obligation does not apply to those who spent more than 183 days outside Russia in the calendar year. The fine for an unfiled notice is about $50-60 per account for individuals. e-Residency provides an electronic ID for Estonian services, but it is not a residence permit and gives no right to a personal account. Banks see it as a convenience, not as a link to the country.

Tax on income and interest

Estonia's income tax in 2026 is 22%, and the basic exemption for residents is €700 a month, about $785, regardless of income. Parliament cancelled the planned increase to 24% in December 2025. An Estonian resident declares deposit interest and pays tax at the general rate. Interest paid by an Estonian bank to a non-resident is not taxed in Estonia; tax on it is due in the country of residence.

How long does opening a personal account in Estonia take?
For a resident with an Estonian ID, usually one day online. For a resident of another EU country or a non-resident, 2-6 weeks including documents and the bank's review.
Can a non-resident open a personal account in Estonia?
Yes, if you lawfully live in the EU: then you are entitled to a basic account. Residents of non-EU countries with no link to Estonia are rarely accepted, usually only for a large amount via private banking.
Is a residence permit needed for an Estonian bank account?
Not necessarily, but a residence permit and Estonian ID make it much easier: the account opens online in a day. Without one the bank looks for another link to the country.
