Estonian citizenship in 2026: how a foreigner gets it
Eight years of living in the country, an Estonian language exam and giving up your previous passport - there is no fast track to Estonian citizenship. We cover who can get it, the requirements and timing, and what has changed for certain nationalities.

A foreigner can get Estonian citizenship only through naturalisation: eight years of living in the country on a residence permit, the last five with permanent status, an Estonian language exam, a constitution exam and giving up the previous citizenship. Who can get Estonian citizenship
- By birth. A child with at least one Estonian citizen parent at birth gets citizenship automatically, wherever they are born.
- Descendants of pre-war citizens. If an ancestor was an Estonian citizen before 1940, the path to a passport may run through descent rather than naturalisation.
- Naturalisation. The main route for foreigners: years in the country, language and exams.
- Minors get citizenship with their parents or on a parent's application.

The period is counted by actual life in the country: long absences break it, and years on short-term visas do not count.
How to apply for Estonian citizenship
- Get a residence permit through work, business, study or family.
- Live for five years and obtain permanent long-term resident status.
- Pass the exams in Estonian and on the constitution.
- Apply to the Police and Border Guard Board with documents on income and registration.
- Wait for the government's decision and take the oath.
- Give up your previous citizenship and get an Estonian passport.

The law does not stop you from applying on your own. Dual citizenship and restrictions for certain nationalities
Estonia does not allow dual citizenship for naturalised citizens: the previous passport is given up. The exception is those who got Estonian citizenship by birth: it cannot be taken away even if they hold another.
For citizens of Russia and Belarus the path is longer. Since 2023 Estonia has restricted residence permits for them, with exceptions for family members of residents, scientists, doctors, entrepreneurs and students. They are not issued digital residency, and in 2025 Estonia removed the right of third-country nationals, including Russian citizens, to vote in local elections.
