Investment property: Estonia
Estonia is a small but exceptionally transparent property market in the EU and the euro area.
The land register is fully digital, every deal goes through a notary, and the owner, encumbrances and mortgage of a property are visible in the register before you buy. Foreigners buy apartments, houses and commercial premises on the same terms as Estonians; restrictions apply only to agricultural and forest land.
The main market is Tallinn and its suburbs, with far less activity in Tartu and Pärnu. Buyers come for a clear euro asset: an apartment to let, commercial premises or a home for themselves. One point up front: Estonia has no residence permit programme for buying property.
Can foreigners buy property in Estonia
- Apartments, houses and commercial property - yes, with no nationality restrictions and no permits.
- Agricultural and forest land - citizens of Estonia, the European Economic Area and OECD countries buy it freely.
- Citizens of other countries can buy a plot containing agricultural or forest land only with authorisation from the local government council, if before applying they have lived in Estonia permanently for at least six months or farmed or managed forest here for a year as a sole proprietor.
- Companies from EEA and OECD countries freely buy plots with less than 10 hectares of agricultural and forest land; companies from other countries need authorisation, a year of agricultural or forestry activity in Estonia and a branch in the commercial register.
These rules come from the Restrictions on Acquisition of Immovables Act. A foreigner from any country needs no permit to buy an apartment in Tallinn.
How a purchase works: steps

A buyer can sign by power of attorney without travelling to Estonia. Foreign documents and the power of attorney need an apostille and translation.
What the transaction costs
Unlike many EU countries, Estonia has no property transfer tax. The buyer pays the notary fee and the state fee for the land register entry. Notary fees are set by law and are the same at every notary, with VAT included; the state fee for registering the new owner is based on the transaction value. A mortgage adds a valuation and a mortgage entry. We calculate the exact amount for your property before the contract is signed.

What taxes an owner pays
- Land tax is the only annual property tax. In 2026 the rate for residential land is 0.1% to 1% of the taxable land value per year, set by the local government. The homeowner relief of up to €1,000 (about $1,200) a year applies only where the home is registered as the owner's residence in the population register.
- Rental income is subject to 22% income tax, including for non-residents.
- Sale: a non-resident pays 22% on the gain from selling property in Estonia (income from 1 January 2025); the gain is the sale price minus acquisition, improvement and sale costs. Tax treaties leave Estonia the right to tax such gains.
Does buying property give residency
No. Estonia has no residence-by-investment programme for property, and e-Residency is a digital identity for running a business online, not a right to live in the country. If residency is the goal, we look at other grounds or other EU countries where buying a home solves it.
Why deals fall through
- A mortgage or third-party right of use on the property that the buyer learns about too late.
- Extensions or alterations not entered in the register of buildings.
- A plot with forest or agricultural land and no authorisation for a third-country buyer.
- The notary or bank did not receive proof of the source of funds.
- A power of attorney or documents without an apostille and translation.
