Cyprus golden visa: is Cyprus in Schengen yet?

Some 12,000 permits are under review and the rules for new investors will tighten before the island joins Schengen. Here is what the deputy migration minister said, what Cyprus permanent residency costs today at 300,000 euros, and why timing now matters.

On 24 September 2026, Cyprus Deputy Minister of Migration and International Protection Nicholas Ioannides told parliament what the market had been expecting all year: the island's investment permanent residency will be tightened before Cyprus enters the Schengen Area. At the same time, his ministry is checking whether the holders of roughly 12,000 permits issued since 2013 still meet the conditions.

The reason is simple. While Cyprus sits outside Schengen, a Cypriot permanent residence card lets you live on the island but not move freely around Europe. Once Cyprus joins, the same card becomes a pass to 29 countries. A document like that is worth far more than $340,000, and the government knows it. We need investment, but in a controlled manner, Ioannides told MPs.

What exactly did Cyprus announce?

The statement was made before the House audit committee. The key points:

  • A tighter programme. Proposals have already gone to the other ministers involved. Decisions are expected, but no thresholds or dates have been published.
  • Where the money goes. Officials are weighing whether investment should flow not only into housing but also into education, defence and innovation.
  • A review of existing permits. Around 12,000 cards issued since 2013 are being checked against programme conditions: does the holder still own the asset and still have the income?
  • Issuance pace. Cyprus granted about 1,500 of these permits over the past two years.
  • Exit tracking. A new system to follow third-country nationals (non-EU citizens) from entry to departure is expected in March 2027. The trigger: in 2021-2023 about 290,000 foreigners entered legally with no recorded exit.

The numbers do not line up neatly, and it is worth knowing why. In April 2026 MPs were told 7,088 permits had been issued since 2013. A 2025 finance ministry letter put the total at 28,660 permits including family members, from 14,646 applications. The 12,000 figure sits between the two and likely counts some dependants.

Is Cyprus in Schengen?

Not yet. Cyprus has been an EU member since 2004 but is outside the Schengen Area, so it runs its own passport controls, and Cypriot visas and residence permits do not give Schengen travel rights.

In July 2026 the European Commission found Cyprus technically ready to join. The final decision rests with the Council of the EU and must be unanimous among Schengen states. There is no accession date yet. Two issues remain open: how controls will work along the Green Line (the UN buffer zone between the south and the unrecognised north of the island), and how to apply the EES (Entry/Exit System, the EU's electronic register of non-EU arrivals that replaces passport stamps) there. How much does Cyprus permanent residency cost now?

The programme runs under Regulation 6(2) of the Aliens and Immigration Regulations. It grants permanent residence with no expiry date. The terms since the 2023 reform:

For comparison, neighbouring Greece charges $290,000 to $910,000 depending on location and already includes Schengen access (see Greece residency by property). Portugal removed real estate from its programme in 2023 and now relies on funds from $570,000 (Portugal residency). Cyprus is currently the only EU country where $340,000 buys permanent status straight away rather than a temporary permit that needs renewing.

12,000 permits under review: a new investor's file has to be flawless

The law does not prevent applying for Cyprus permanent residency through property on your own. But mistakes cost more than the fees. The $340,000 threshold is counted without VAT, and resale homes do not qualify at all. Foreign income has to be proven for every family member. After approval, the property and income are checked every year. What is being discussed for new investors?

Government and parliament are currently discussing:

  • Tiered thresholds on the Greek model. In Greece the price depends on the area, with top zones costing more than three times the base level. Cyprus is considering a similar approach.
  • New investment channels. Education, defence and innovation instead of a straight apartment purchase.
  • Tougher checks before and after approval. Due diligence (background and source-of-funds screening) will be stricter, and annual compliance checks more regular.
  • Limits on land purchases by foreigners. On 3 September 2026, Interior Minister Constantinos Ioannou said the government is preparing a law banning third-country nationals from buying agricultural land, plots near the ceasefire line and near critical infrastructure, plus size caps. Four bills from DISY, AKEL and DIKO are before parliament, and purchases through companies go to committee in October 2026. For scale: by July 2025, 53,076 property transfers had gone to third-country nationals.

There is also the April episode to remember. An AKEL bill that would have written the programme into law, and shut it automatically if implementing rules were not adopted, was not passed before parliament dissolved ahead of the May 2026 elections. The new parliament can revive it.

What does this mean if you already hold Cyprus PR?

  • No mass revocations. The review is about compliance. If the property was sold without replacement, income cannot be proven, or you have not visited for more than two years, the risk of losing the permit is real.
  • Keep your paperwork ready. Foreign income statements, proof of ownership, entry stamps. Better to gather them now than under a short deadline.
  • Schengen will make the card more valuable. A residence permit from a Schengen state allows stays in other member states of up to 90 days in any 180. For Cyprus PR holders this will be the main practical gain.
  • Citizenship is not automatic. Naturalisation requires 7 years of lawful residence on the island and Greek at B1 level. PR with a visit every two years does not build that record.

Should you apply for Cyprus PR now?

The usual pattern is that existing rules are preserved for those who file before a change. That is how Greece, Portugal and Latvia handled their reforms, applying new thresholds to new applications (see our note on Latvia's new residency law). But rushing is costly too: an apartment that does not meet the programme criteria is just expensive property without status.

Check before signing: the property is new and sold for the first time, the developer is reliable, the money arrives from abroad through a bank, and its origin can be documented. If $340,000 is out of budget or you need to work on the island, there are other routes: Cyprus residence permits for financially independent persons (Category F) and for employees of international companies, and the Cyprus digital nomad visa. Alternatives if Cyprus gets more expensive

  • Greece - already in Schengen, 5-year renewable permit, thresholds from $290,000.
  • Latvia - Schengen plus an investment permit, though the rules got stricter in 2026.
  • Malta - permanent status with Schengen access, but pricier than Cyprus.
  • A second passport outside the EU - if the goal is a backup document rather than life in Europe: Paraguay or Caribbean programmes such as Grenada.
