Guinea-Bissau citizenship by investment
Officially the passport is not for sale, yet unofficially it has been sold far too often. The law grants a foreigner citizenship only after six years in the country or through marriage, and every offer to buy a passport relies on the discretion of a government run by the military since November 2025.

The short answer: Guinea-Bissau has no citizenship by investment program, either in law or in official government decisions. Below we explain the lawful routes, where offers to buy a passport come from and what to choose instead.
Is there citizenship by investment in Guinea-Bissau in 2026
No. In 2026 Guinea-Bissau has no law, no decree and no state operator through which a foreigner can buy citizenship for a fixed amount. Anyone selling a Guinea-Bissau passport as a ready-made product is selling someone else's discretion or a forgery, not a program.
Citizenship is governed by the Nationality Act no. 2/92 of 6 April 1992 (Lei da Nacionalidade), as amended by Law no. 6/2010 of 21 June 2010. The application procedure is set out in the Nationality Regulation approved by Decree-Law no. 6/2011 of 23 February 2011. These texts cover birth, descent, marriage, adoption and naturalization. Investment is not among the grounds.
Some online sources claim the country once had a program that has since closed, but we found neither a law nor a government decision creating one.

The political backdrop does not favor new programs either. A military coup took place on 26 November 2025, and a transitional military authority runs the country until the elections of 6 December 2026. We found no reports of new citizenship rules from it.

Can you buy Guinea-Bissau citizenship for special merit
Every offer to buy a Guinea-Bissau passport rests on a single article. Article 9 of the Nationality Act allows the government to grant citizenship without six years of residence to anyone who has rendered relevant services to the people of Guinea-Bissau. For those who render, or are called to render, relevant services to the state in the national development process, it can also waive the requirement to know the local culture.
Advertising markets this as citizenship by special merit or citizenship by exception and treat merit as a synonym for money. The law draws no such equation. It sets no amount, no list of services and no deadline: the government decides whenever it considers this fair and timely (quando o considerar justo e oportuno). Sellers' figures appear in no official text.
This route has three practical drawbacks.
- No rules, no protection. The law does not promise citizenship for any specific contribution, so a refusal or an endless wait cannot be challenged on the merits.
- Citizenship can be withdrawn. Article 10 of the Act allows the state to strip citizenship obtained by fraudulent means, and this provision offers no safeguard against statelessness, meaning the holder may end up with no citizenship at all.
- The government has changed. Since November 2025 a military transitional administration has run the country, with elections set for December 2026. What one government decides, the next can review.
There is a simple legality test. Article 21 of Decree-Law no. 2-A/2001 on passports requires a naturalized citizen to present an official document proving the lawful acquisition of citizenship. No government naturalization decree processed through the Ministry of Justice means no lawful passport, however much was paid for it.
How Guinea-Bissau passports were sold and how it ended
Guinea-Bissau passports have been sold before, more than once, but always outside the law. Buyers in these stories risked losing their documents, and officials their freedom.

The 2025 Lisbon episode turned out to be a false alarm, but it shows how closely European police look at Guinea-Bissau passports.
A passport obtained through a contact in a ministry is still a document issued in breach of the law, and it can be withdrawn at any check. Warning signs that what is on offer is not citizenship:
- a diplomatic or service passport for an investor: such passports are issued only by virtue of office;
- citizenship in a few weeks with no trip to the country and no government decree;
- payment to a personal account or as a donation to a non-profit;
- no entry in the Central Registry Office (Conservatória dos Registos Centrais), which keeps the citizenship register.
How to get Guinea-Bissau citizenship through naturalization
The lawful route for a foreigner is six years of legal residence. Before the 2010 amendments it took ten: in the explanatory preamble parliament wrote that the state should make the path easier, not harder, for foreigners who want to become citizens. For comparison, in Paraguay an application can be filed three years after obtaining permanent residence.

The six years count from the start of legal residence, so the process begins with a residence permit. It is issued by the same General Directorate of Migration and Borders, and entrepreneurs can file through the Business Formalization Center (Centro de Formalização de Empresas, CFE), a one-stop shop for company registration. We found no separate residence permit for investors in public sources. The Investment Code grants tax and customs incentives to projects from $34,000, but these are business incentives, not a route to citizenship.

The Regulation names different signatories for the final decision: some paragraphs refer to the Minister of Justice, others send the file to the government. Fees (emolumentos) are set by a schedule approved by the Minister of Justice under Article 31 of the Regulation. We could not find this schedule publicly, so we quote no figures.

Guinea-Bissau citizenship through marriage, birth and descent
Marriage to a Guinea-Bissau citizen cuts the path in half. Under Article 8 of the Act, a foreign spouse may declare the wish to become a citizen after three years of marriage, provided they have lived in the country for at least a year. Since 2010 there has been no need to renounce the previous citizenship.

The spouse's application is called a declaration, but it does not create an automatic right. The file goes through the same procedure as naturalization, and the Public Prosecutor can object, for example if the applicant has manifestly no ties with the national community, has a conviction for a crime punishable by more than 6 years in prison, or has voluntarily served in a foreign army.
A separate story concerns descendants of Africans taken into slavery. On 16 January 2025 the Council of Ministers of Guinea-Bissau approved citizenship for nine descendants of the Balanta people, members of the US-based Balanta B'urassa History and Genealogy Society in America. They proved their ancestry through DNA tests and genealogy, and the initiative grew out of the Decade of Return project launched in February 2021 together with the State Secretariat for Tourism of Guinea-Bissau.
This is not an open program but government decisions on specific applications. There is no dedicated article on citizenship by DNA, and the route is not available to Russian or Ukrainian applicants without African roots.
Is dual citizenship allowed and what matters for Russians
Guinea-Bissau has allowed a second passport without reservations since 2010. Law no. 6/2010 removed the acquisition of a foreign citizenship from the grounds for losing Bissau-Guinean citizenship and dropped the requirement for foreign spouses to renounce their previous one. A naturalized citizen does not have to choose between the old and the new nationality.
Naturalized citizens have almost the same rights as citizens by birth. The 1993 Constitution sets two exceptions: only a citizen of origin whose parents are both citizens of origin may run for president (Article 63), and only a citizen of origin may lead a political party (Article 4). On 30 August 2026 a referendum approved a new constitution that strengthens the presidency; it is not yet clear whether it keeps both restrictions. Naturalized citizens are eligible on equal terms for parliament, the diplomatic service, the judiciary and the armed forces.
What matters for Russian citizens
- Notifying the Interior Ministry. Russia allows a second citizenship, but it must be reported to the Russian Interior Ministry within 60 days of acquisition. Inside Russia the holder is still treated as a Russian citizen only.
- Entry. Russians can get a visa on arrival. The Russian Foreign Ministry nevertheless advises obtaining a visa in advance from the Guinea-Bissau embassy in Moscow. A yellow fever vaccination certificate is mandatory at the border.
- Taxes. A passport does not change taxes by itself: tax residence depends on days spent in a country, not on citizenship. For reference, corporate income tax (Contribuição Industrial) is 25% and the salary tax (imposto profissional) is 6% to 10% depending on the amount. How many countries are visa-free with a Guinea-Bissau passport
A Guinea-Bissau passport opens 51 destinations without a visa, with a visa on arrival or with an electronic travel authorization. A year earlier it was 55 destinations. The Russian passport gives 114 destinations. The gain for a Russian citizen is narrow: the Guinea-Bissau passport removes the visa requirement in 14 destinations where Russians need one, namely 12 West African countries, Singapore and Malawi.

The passport's main asset is West Africa. The 1979 Protocol on free movement of persons, the right of residence and establishment gives ECOWAS citizens what Russians do not have: visa-free entry and simpler paperwork for living and working in the region. On 27 November 2025, after the coup, ECOWAS suspended Guinea-Bissau from the community's bodies, but its citizens still enter neighboring countries visa-free.

The 2025 coup and 2026 elections: what they mean for citizenship
Any citizenship granted at the government's discretion depends on who that government is. In Guinea-Bissau it changed by force in November 2025.

ECOWAS rejected the military's transition program, demands the release of political detainees and has not ruled out targeted sanctions. For naturalization this means something simple: decrees are signed by ministers of a transitional government, and their successors after the elections may check on what grounds citizenship was granted.
Holders of passports obtained through the special merit route should keep the full set of documents at hand: the naturalization decree, the entry in the Central Registry Office and proof of fees paid to official accounts.
What to choose instead of a Guinea-Bissau passport
Almost everything sellers of Guinea-Bissau passports promise can be bought legally next door. ECOWAS membership comes with Sierra Leone, the Portuguese-speaking CPLP with São Tomé and Príncipe, and both countries have a law, an official procedure and published prices.

Since mid-2024 the five Caribbean states that sell citizenship have agreed not to set the minimum contribution below $200,000. Cheaper citizenship is now sold mainly by Sierra Leone, São Tomé and Príncipe and Pacific island states.
