There is no residency or citizenship-by-investment program tied to real estate in Kyrgyzstan. Frankly, this is not a market for the passive portfolio investor: it makes sense mainly for people already connected to the region - living there, running a business, or planning a move - who see property as part of that plan rather than a standalone financial instrument.

Can a foreigner buy property in Kyrgyzstan
Foreign investors may acquire property in Kyrgyzstan except land plots, according to the Kyrgyz Ministry of Foreign Affairs. So foreigners buy flats and premises, while a deal involving a house and the land under it is planned separately so as not to breach the land restriction.
