A Dominica passport opens 144 of 227 destinations without a prior visa: 113 fully visa-free, 24 with a visa on arrival and 7 with an electronic travel authorisation. That is 30 more than the Russian passport, including the Schengen area and China.
Dominica has sold citizenship by investment since 1993 and remains one of the most affordable Caribbean options: the fund contribution starts at $200,000 for a single applicant. But in 2023 the UK introduced visas for Dominica citizens, and the passport became noticeably weaker than its neighbours'.

Where you can go visa-free with a Dominica passport
Entry regimes differ in how much preparation the trip needs. Visa-free means the passport is enough and the permitted stay is set at the border. A visa on arrival means a fee and a stamp at the airport or checkpoint. An electronic travel authorisation is a short online form and fee before departure. An e-visa is also online but involves a check and a consular decision. A regular visa means a form, documents, often a personal visit to the consulate and waiting for a decision.

The Dominica passport is visa-free for the whole Schengen area, Russia and Belarus, Serbia, Montenegro, Bosnia and Herzegovina, Georgia and Uzbekistan, China, Hong Kong, Singapore, Malaysia, the Philippines, Kenya and Tanzania, as well as Brazil, Argentina, Colombia, Peru, Panama and Uruguay. South Korea and Israel require an electronic travel authorisation, and the UAE, India, Thailand and Vietnam an e-visa. A visa in advance is required for the UK, Ireland, the USA, Canada, Japan, Turkey, Mexico and Australia.

Schengen, the UK, the USA and Canada
Schengen. Dominica citizens enter the Schengen area without a visa for up to 90 days in any 180.
United Kingdom. Since July 2023 Dominica citizens have needed a UK visa: the UK ended visa-free travel, citing the risks of the citizenship by investment programme.
USA. A tourist or business visa with a consular interview is required.
Canada. Also a visa; the electronic travel authorisation instead of a visa is not available to Dominica citizens.
Asia. China, Hong Kong, Singapore, Malaysia and the Philippines are visa-free, South Korea requires an electronic travel authorisation. Japan requires a visa.
What else a Dominica passport gives
Dual citizenship. Dominica does not require giving up a previous passport, citizenship passes to children, and an application can include the spouse, children and parents.
Taxes. The passport does not change tax residence: taxes are paid where you actually live, and Dominica does not tax a non-resident's foreign income.
No relocation. Living in Dominica is not required to obtain or keep citizenship, but the interview is mandatory for everyone aged 16 or over.
Citizens of Russia and Belarus. Since 2022 Dominica has not accepted applications from citizens of Russia and Belarus, including those with a second passport. Open alternatives with a similar timeline are Vanuatu and Turkish citizenship.
How to get a Dominica passport
The main route is a contribution to the Economic Diversification Fund: from $200,000 for a single applicant and from $250,000 for a family of up to 4. On top come processing, interview and certificate fees and due diligence for everyone aged 16 or over. Instead of a contribution you can buy approved property from $200,000 with a $75,000 government fee.
The application is filed through a licensed agent, and processing takes 3-6 months. The fund contribution is paid only after approval, so it is not lost if the checks fail.

Mistakes cost more than the contribution: applying with a citizenship from the closed list, source-of-funds documents that fail the check, an unprepared interview.
