The Mexican passport opens 156 of 227 destinations without a prior visa: 116 fully visa-free, 31 with a visa on arrival and 9 with an electronic travel authorisation. That is 42 more than the Russian passport, and the main difference is Europe: the Schengen area is visa-free and the UK is open with an electronic travel authorisation.

The second strength is the United States. Mexicans still need a tourist visa, but under the agreement between Mexico, the USA and Canada they can work in the USA on a special professional visa, and under a trade treaty obtain the investor visa. Both routes are closed to Russian citizens.

Where you can go visa-free with a Mexican passport

Entry regimes differ in how much preparation the trip needs. Visa-free means the passport is enough and the permitted stay is set at the border. A visa on arrival means a fee and a stamp at the airport or checkpoint. An electronic travel authorisation is a short online form and fee before departure. An e-visa is also online but involves a check and a consular decision. A regular visa means a form, documents, often a personal visit to the consulate and waiting for a decision.

The strengths of the Mexican passport are Europe, Latin America and part of Asia: Schengen, Ireland, Cyprus, the Balkans, Georgia, Kazakhstan, Japan, Singapore, Malaysia, Thailand and the UAE are visa-free, as is almost all of Latin America, while the UK, South Korea and New Zealand need an electronic authorisation. The weak spots are the USA, Canada, Australia, China and Saudi Arabia, which require a visa in advance.

The table shows the main destinations for travel, living and business, not all 227 countries and territories. An electronic travel authorisation is issued online within minutes or days; an e-visa is also applied for online, but it is a separate consular decision. Entry rules change several times a year: check with an expert for your trip.

Schengen, the UK, the USA and Canada

Schengen. Mexican citizens enter the Schengen area without a visa for up to 90 days in any 180, with no right to work. As for other visa-exempt countries, the EU is preparing an electronic travel authorisation to be obtained online before the trip.

United Kingdom. No visa is needed, but an electronic travel authorisation is obtained online before the trip.

USA. A tourist or business visa is required for travel. But Mexican citizens have access to a special work visa for professionals under the agreement between Mexico, the USA and Canada and the investor visa under a trade treaty, which allows living in the USA and running your own business.

Canada. Since 29 February 2024 most Mexicans again need a visa. An electronic travel authorisation instead is available for air travel to those holding a valid US visa or a Canadian visa issued in the last 10 years.

Asia and Oceania. Visa-free: Japan, Singapore, Hong Kong, Malaysia, Thailand and the Philippines; South Korea and New Zealand with an electronic authorisation. China, India and Australia require a visa.

What else a Mexican passport gives

Living and working in Mexico. A citizen lives and works in the country without a residence permit and buys property and starts a business on general terms. Restrictions on foreigners buying land near the border and coast do not apply to a citizen.

Dual citizenship. On naturalization Mexico requires a written renunciation of the previous citizenship, but under Russian law you remain a Russian citizen. A naturalized Mexican may lose Mexican citizenship by presenting as a foreigner in an official document or using a foreign passport, so how the passports are used is planned in advance.

Children. A child born in Mexico is Mexican by birth and keeps both citizenships. This makes giving birth in Mexico a separate route for a family.

Taxes. A passport does not make you a Mexican tax resident: residence depends on your home and centre of vital interests. A resident pays income tax on worldwide income at rates up to 35%.

How to get a Mexican passport

A Mexican passport is not for sale. You can apply for citizenship after 5 years of living in the country with a residence permit, and spouses of Mexican citizens and parents of children born in Mexico after 2 years. In the 2 years before applying, absences must not exceed 6 months. You must pass an exam on history and culture and prove Spanish.

The ministry must decide within 40 working days; in practice 6-9 months pass from application to decision. Fees are about $3,500, a refusal after five years costs more

The law does not forbid applying for Mexican citizenship on your own. But mistakes cost more than the fees: absences of more than 6 months in the 2 years before applying, a history exam taken without preparation, a residence permit that does not count towards the term, and a Mexican passport lost through careless use of the Russian one.
