That is 31 more than the Russian passport, and the main difference is Europe: the Schengen area is visa-free and the UK is open with an electronic travel authorisation.
For a Russian citizen the Paraguayan passport has other advantages too: the country does not tax residents' foreign income, does not require a document renouncing the previous citizenship, and the path to the passport is one of the most accessible in the world: permanent residence for an investment from $70,000 and naturalization after three years of living in the country with that status.
Where you can go visa-free with a Paraguayan passport
Entry regimes differ in how much preparation the trip needs. Visa-free means the passport is enough and the permitted stay is set at the border. A visa on arrival means a fee and a stamp at the airport or checkpoint. An electronic travel authorisation is a short online form and fee before departure. An e-visa is also online but involves a check and a consular decision. A regular visa means a form, documents, often a personal visit to the consulate and waiting for a decision.

The strengths of the Paraguayan passport are Europe and Latin America: Schengen, Ireland, Cyprus, the Balkans, Turkey, Georgia, Japan, Singapore, Malaysia, the Philippines, the UAE, Oman, South Africa and all of Latin America including Mexico are visa-free, while the UK, South Korea, Israel and Russia are open with an electronic authorisation or visa-free. The weak spots are the USA, Canada, China, Australia and New Zealand, which require a visa in advance.

Schengen, the UK, the USA and Canada
Schengen. Paraguayan citizens enter the Schengen area without a visa for up to 90 days in any 180, with no right to work. Once the European electronic travel authorisation launches, it will have to be obtained online before the trip.
United Kingdom. No visa is needed, but an electronic travel authorisation is obtained online before the trip.
USA and Canada. Both require a visa. But Paraguay is on the list of countries with a US trade treaty, so its citizens can obtain the US investor visa, which allows living in the country and running your own business.
China and Taiwan. Paraguay maintains diplomatic relations with Taiwan rather than China, so China requires a visa while Paraguayan citizens can visit Taiwan visa-free.
Asia. Visa-free: Japan, Singapore, Hong Kong, Malaysia and the Philippines; Thailand issues a visa on arrival, and India, Vietnam and Indonesia an e-visa.
What else a Paraguayan passport gives
Life in South America. A Paraguayan citizen lives and works in the country without a residence permit, and under the residence agreement of the Southern Common Market can obtain residence in Argentina, Brazil, Uruguay and other member states through a simplified procedure.
Dual citizenship. Paraguay does not require a document renouncing the previous citizenship; the Russian passport is kept. But under Article 150 of the Constitution a naturalized citizen may lose the Paraguayan passport by voluntarily acquiring another citizenship after naturalization, so the order of steps matters.
Citizen's rights. Under Article 152 of the Constitution a naturalized Paraguayan becomes a full citizen two years after obtaining citizenship, and the posts of president and vice-president are closed to naturalized citizens.
Taxes. Paraguay taxes only local income: a resident's foreign income is not taxed. A person becomes a tax resident after more than 120 days in the country in a year.
How to get a Paraguayan passport
A Paraguayan passport is not for sale: there is no programme in which money is exchanged directly for a passport. There is something else: an investment in a local business from $70,000 gives permanent residence at once, and after three years of living in the country with that status you can apply for citizenship by naturalization. The count starts from the date of the permanent admission resolution, not from entry.

Permanent residence from $70,000, a year lost before the resolution costs more
