In recent years Uzbekistan has opened up to foreigners: it eased entry, gave incentives to IT specialists and a residence permit for buying expensive housing. Tashkent is the largest city in Central Asia, where Russian is understood almost everywhere, and rent and food cost noticeably less than in Moscow.

The main expense is housing in Tashkent: a one-bedroom flat in the centre costs $550-610 a month, outside the centre $330-390. Rent is often quoted in dollars and paid in sum at the day's rate. Everything imported is expensive: electronics, cars, European groceries and cosmetics.

Who Uzbekistan suits on budget: remote workers with income from abroad, entrepreneurs and IT specialists interested in the state technology park incentives, and those who want to live cheaply in a country with a rich history and a warm climate.

Rent figures are for furnished flats on long leases. Foreigners in Tashkent most often live in the Mirabad and Yakkasaray districts, Yunusabad, Mirzo-Ulugbek and the new Tashkent City quarter. Landlords usually ask for one or two months in advance, and the lease is registered with the tax office.

In Samarkand rent is two to three times cheaper than in the capital, but written leases are rarer, and in winter old quarters sometimes have gas outages.

The single budget assumes a one-bedroom flat in Tashkent, groceries, phone and internet, utilities, transport and moderate café spending: without rent a single person needs about $420-570 a month, a family of four $1,390-2,090. In Samarkand a single person needs $600-900 a month with rent, a family of three $1,200-1,600.

Life in Tashkent is inexpensive, a missed registration is not

In Uzbekistan money is lost at the start on paperwork: registration after 15 days, a lease the landlord did not register with the tax office, 60 visa-free days that run out before a status is arranged, and tax residence under which 12% is also paid on foreign income. What to pay in the first month

Where to live: comparing cities

Tashkent is the capital, with a metro, international schools, private clinics and business life. It has the most jobs and foreigners, and the high-speed train to Samarkand takes about two hours.

Samarkand is one of the cheapest cities where it makes sense to live with decent quality: a one-bedroom flat in the centre costs $200-300, a lunch in a local café $3-6. The city is calm and touristic, but there are fewer jobs, clinics and international schools.

Healthcare and insurance

Private clinics in Tashkent are inexpensive compared with Russia, and in Samarkand a private doctor visit costs $10-25. State healthcare is paid for foreigners without a status, so private insurance is essential at first.

Many prefer to have complex treatment in Tashkent, Moscow or Istanbul, so a policy with cover abroad is worth discussing before the move.

Schools and nurseries

Tashkent has state schools with Russian-language classes, private schools and international schools with English-language programmes. Their cost depends on the school and grade.

State nurseries are inexpensive but short of places, especially in new districts of the capital. Private nurseries are available immediately and cost noticeably more.

Salaries and taxes

The average nominal salary in Uzbekistan in the first half of 2026, according to the National Statistics Committee, was 7.09 million sum, about $610; in Tashkent 12.01 million sum, just over $1,000.

Income tax is 12% on almost all income, 5% on dividends and interest. Sole traders with revenue up to 1 billion sum a year pay 1% of turnover. You can become a tax resident in fewer than 183 days, and then 12% is paid on foreign income too, but a foreigner can be exempted under a special regime: 30 days in the country and a $50,000 contribution.

How to cut costs

  • Rent outside central Tashkent: the difference is about $200-250 a month.
  • Buy groceries at bazaars such as Chorsu rather than in supermarkets with imports.
  • Agree a six-month or one-year lease with payment in sum.
  • Use the metro and taxi apps: they are inexpensive.
  • Consider Samarkand or Bukhara if you work remotely: rent there is two to three times lower.

The main savings are the city and imports. Local vegetables, fruit, meat and bread are cheap and good, while familiar European groceries and electronics cost more than in Russia.
