Since 2026 Uzbekistan has become one of the most attractive countries in the region for a small sole proprietorship: the turnover tax was cut from 4% to 1% for entrepreneurs with income up to UZS 1 billion a year, and the fixed tax was abolished. A foreigner needs no residence permit to register: temporary registration at the place of stay and a personal identification number are enough.
But the route to registration is completed in the country: temporary registration, the number and the e-signature are arranged locally, sole proprietors may only carry on activities from the list, and IT Park benefits go to companies, not sole proprietors. Who self-employment in Uzbekistan suits
A sole proprietorship in Uzbekistan suits a foreigner with a small business on the local market or working for clients abroad, if the activity is on the list for sole proprietors and income stays below UZS 1 billion a year, about $85,000. The 1% turnover tax and social tax of about $40 a month make it one of the cheapest formats in the region.
It also suits those already living in Uzbekistan who want to work for themselves legally without a company: a sole proprietor may hire up to 5 workers, and part of the turnover tax is withheld by payment organisations and digital platforms.
It does not suit IT businesses that need IT Park benefits: only legal entities become residents. Nor does it suit a business with income above UZS 1 billion a year: the sole proprietor then moves to VAT and profit tax, and a company is the better choice.

The base calculation unit from 1 September 2026 is UZS 440,000; social tax, the registration fee and fines are calculated from it. If income for the year exceeds UZS 1 billion, the sole proprietor moves to the general regime from the date it is exceeded, so turnover is tracked during the year.
A non-resident sole proprietor calculates and pays taxes and files reports, but may not use tax reliefs in the return. That is why we check tax residence in Uzbekistan before registration.

A 1% turnover tax in Uzbekistan, if the route to registration is right
The law does not stop you registering as a sole proprietor in Uzbekistan on your own. But mistakes cost more than the fee: overdue temporary registration, fined up to $750, an activity outside the list allowed for sole proprietors, income above UZS 1 billion, after which the business moves to VAT and profit tax, and a bank that cannot receive your clients' payments. Reporting and deadlines
A sole proprietor pays social tax monthly by the 15th, starting from the month after registration. The turnover tax calculation is filed for each reporting period, and since 2026 part of the tax is withheld by payment organisations and digital platforms acting as tax agents.
If the sole proprietor files an income return, it is due by 1 June of the following year. On moving to the general regime, VAT and profit tax returns are added.
Banking and receiving payments from abroad
A bank account is not mandatory for a sole proprietor, but it is needed for foreign trade and when hiring, and export contracts are registered in the electronic system for currency transactions. Since 2026 retail must accept QR-code payments.
Banks treat non-residents differently: some open accounts only for those who have been in the country for a certain period, others only at their head office in Tashkent. Uzbek banks are cautious with transactions involving Russian banks because of the risk of secondary US sanctions, so the bank is chosen to match your clients' countries.
Residence through self-employment
Registering a sole proprietorship in Uzbekistan does not give residence. Temporary registration at the place of stay is tied to the term of the visa or visa-free stay, and for long-term life in the country residence is obtained on a separate ground.

Self-employed or a company
A sole proprietorship is simpler and cheaper: registration in 1 day, a 1% turnover tax, social tax of about $40 a month. But it is limited to activities on the list, no more than 5 workers and income up to UZS 1 billion a year on the favourable regime, and the proprietor is liable with all personal assets.
A limited liability company is not limited by the list or the number of workers, can become an IT Park resident with tax exemption and is more convenient for partners and investors. For an IT business or growing trade a company is the better choice from the start.
Restrictions for certain nationalities
Uzbek law does not bar citizens of any country from registering as a sole proprietor. Citizens of Russia, Belarus, Ukraine, Kyrgyzstan, Kazakhstan and other Commonwealth countries enter without a visa, while citizens of many other countries need a visa or an e-visa.
Uzbekistan has not imposed sanctions on Russia, but banks are cautious with transfers to Russian banks and with Russian payment cards because of the risk of secondary US sanctions. All foreigners must complete temporary registration within 3 working days of arrival.
