Income from activity outside the country is taxed under the single tax at 0.1%, but whether that rate applies to a particular activity is checked before filing.

Reporting and deadlines
A small business with revenue up to KGS 8 million a year, about $92,000, files its single tax report and pays the tax quarterly by the 20th of the month after the quarter. Larger payers report and pay monthly, also by the 20th.
In addition, a sole proprietor files an annual unified tax return and transfers Social Fund contributions monthly by the 20th. A patent holder pays for the patent in advance for the whole period.
Banking and receiving payments from abroad
A bank account is not required to register a sole proprietorship: you can work in cash through a cash register. But payments from companies and from abroad need an account at a Kyrgyz bank; a foreigner opens it on a passport and tax number.
Whether you can receive transfers in dollars and euros depends on your bank's correspondent banks. One Kyrgyz bank is under US and UK sanctions, and most Bishkek banks have stopped transfers to large sanctioned Russian banks, so the bank is chosen to match your clients' countries.
Residence through self-employment
A sole proprietorship in Kyrgyzstan does not give residence directly. It gives a basis for a work permit for up to 1 year with renewal and for migration registration for the term of the permit, and for Eurasian Union citizens a basis for registration for a year.
A residence permit is issued on separate grounds, including investment, and for long-term life in the country it is arranged in parallel with working through the business. People with roots in Kyrgyzstan can get citizenship directly under the simplified procedure.
Self-employed or a company
A sole proprietorship is simpler than a company: registration in 3 working days, a tax on revenue instead of profit tax and VAT, minimal reporting. But the proprietor is liable with all personal assets, and a foreigner from outside the Eurasian Union still needs a permit within the quota to work through it.
A limited liability company is more convenient for hiring, partners and large contracts, and for an IT team with staff it also suits work in the High Technology Park better. If the business is growing or you need co-founders, a company is the better choice from the start.
Restrictions for certain nationalities
Citizens of Russia, Belarus, Kazakhstan and Armenia enter without a visa and work in Kyrgyzstan without a work permit under the Eurasian Economic Union treaty. Citizens of Ukraine enter without a visa, but to work through a sole proprietorship they need a permit within the quota, like citizens of other countries outside the union.
There are no direct bans on registering a sole proprietorship for citizens of any country. Restrictions come from banks: because of US sanctions most Kyrgyz banks do not process transfers to large sanctioned Russian banks, so settlements with clients in Russia go through banks that accept such payments.
