Belarus is a rare case where self-employment does not help you move but requires you to have moved already: a foreigner may become an entrepreneur only with a permanent residence permit. Self-employment is closed to foreigners staying temporarily or holding temporary residence, and the rule applies to citizens of every country, including Russia.
For those who already have residence, self-employment is simple: registration on the day of filing, a fee of about $10, 20% income tax and 35% contributions on income with a cap. But since 2025 entrepreneurs may only carry on activities from the government list, income is capped at BYN 500,000 a year, and payments from EU countries do not go through every bank.

Who self-employment in Belarus suits
Self-employment in Belarus suits a foreigner with a permanent residence permit working for clients in Belarus, Russia and other Eurasian Union countries: a developer, consultant, designer or service provider. Programming and consulting are on the list of activities allowed for entrepreneurs.
It also suits those who got residence on family grounds and want to work for themselves legally without a company and an accountant: income and expense records are simpler than in an organisation, and an entrepreneur pays no VAT.
It does not suit a foreigner without residence: the option left is a limited liability company, which a foreigner may found without residence. Nor does it suit a freelancer paid from the EU and US: because of sanctions such transfers do not go through every bank.

The simplified system has not applied to entrepreneurs since 2023, so the main regime is 20% income tax on income minus expenses. The minimum wage in 2026 is BYN 858, about $280, and the 35% contributions are calculated on actual income but on no more than 12 minimum wages: the annual maximum is BYN 3,603.60, about $1,200.
Formally an entrepreneur may become a resident of the High Technologies Park with lower taxes, but that requires an innovative business project and approval by the supervisory board, and in practice such entrepreneurs are very few.
Dollar amounts use the National Bank of Belarus rate of 7 October 2026, about 3.07 roubles per dollar, rounded up.
Self-employment in Belarus: only with a residence permit and up to $170,000 a year
The law does not stop you registering as self-employed in Belarus on your own. But mistakes cost more than the fee: applying without the permanent residence permit a foreigner must hold before registration, an activity outside the list allowed for entrepreneurs, income above BYN 500,000 a year, after which the business has to close, and a bank that cannot receive payments from foreign clients. Reporting and deadlines
An entrepreneur on income tax files a return quarterly in electronic form and pays the tax by the 22nd of the month after the quarter. An entrepreneur on the single tax also reports quarterly and pays any balance on the same dates.
Social protection contributions are calculated for the year: for 2026 they are due by 31 March 2027. If income for the year exceeds BYN 500,000, from 1 January of the following year you may no longer work as an entrepreneur and the business moves into an organisation.
Banking and receiving payments from abroad
After registration the entrepreneur opens a current account at a Belarusian bank for settlements with clients. A resident may open an account abroad but must notify the tax office within 10 working days.
The main difficulty is payments from the EU and US. The EU has cut several large Belarusian banks off from the international payment messaging system and banned transactions with them, and clients of other banks also face delays and refusals on international transfers. So the bank is chosen to match your clients' countries before registration.
Residence through self-employment
Self-employment gives no right to residence in Belarus: on the contrary, a permanent residence permit is a condition of registration. The grounds for it are kinship with Belarusian citizens, marriage, descent and other cases set by law, not registering a business.

Self-employed or a company
Self-employment is simpler: registration on the day of filing, no share capital and no VAT, records kept without an accountant. But it is open to a foreigner only with residence, allowed only for activities on the list, limited to BYN 500,000 of income a year and three workers, and the entrepreneur is liable with all personal assets.
A limited liability company is open to a foreigner without residence, has no limits on income or staff, and pays 20% profit tax or uses the simplified system. For a growing business with foreign partners a company is usually more convenient.
Restrictions for certain nationalities
The residence requirement for self-employment is the same for all foreigners, including citizens of Russia, Kazakhstan and other Eurasian Union countries. Russian citizens enter without a visa or border control, while citizens of Ukraine enter only through third countries, because the crossing points on the Ukrainian-Belarusian border are closed.
The EU and US maintain sanctions on Belarus: several large banks are restricted, and EU banks do not accept deposits above EUR 100,000, about $120,000, from Belarusian citizens and residents. This does not affect the right to register as an entrepreneur, but it does affect settlements with clients in the EU and US.
