Belarus is one of the least expensive countries in Europe to live in: utilities, transport and cafe lunches cost several times less than in the EU. According to the statistics office, the average wage in August 2026 was 3,135.9 Belarusian roubles, about $1,100, and 4,032.7 roubles in Minsk, about $1,400, while the minimum wage is 858 roubles, about $280.

Rent is the main cost, and it rose noticeably in 2026. According to the largest listings portal, the rent for a one-room flat in Minsk rose 17% since the start of the year, about $75, and now averages about $450 a month excluding utilities; most offers are $400-500. In Grodno a one-room flat costs about 600 roubles, and about 660 in Brest.

Rents in the table are for long-term flats excluding utilities. Flats in Belarus are counted by rooms, and a one-bedroom flat is a one-room flat with a separate kitchen. In central Minsk, around Nemiga and in new buildings by the river rents are above the upper bound, and on the outskirts near the ring road below the lower one.

Utilities include heating, water, electricity and building maintenance; bills are higher in winter because of heating. Listings often quote prices in dollars, but under the lease rent is paid in Belarusian roubles.

The single person budget assumes a one-room flat in Minsk, utilities, groceries, phone and internet, a transport pass and moderate cafe spending. Employee social security contributions are deducted from salary, so they are not in the budget. A Belarus budget starts with the residence permit

A foreigner needs a temporary or permanent residence permit to live in Belarus long term, and a work permit to work; citizens of Eurasian Economic Union countries work without one. The status shapes the budget: with permanent residence public healthcare is free, without it compulsory insurance is required. What to pay in the first month

  • First month and deposit: landlords usually ask for the first and last month's rent or a deposit of one month's rent.
  • Agency fee if you found the flat through an agent: as a rule, half to one month's rent.
  • A lease suitable for address registration: without registration you cannot get a residence permit.
  • Compulsory health insurance for a foreigner until permanent residence is granted.
  • An account and card at a Belarusian bank for salary, rent and utility payments.

For the first three months a single person in Minsk renting outside the centre needs from $2,900 including the deposit, agency fee and paperwork.

Where to live: comparing cities

Minsk is the capital and the main job market: almost all of the country's tech companies, banks, large factories and government bodies are here, and wages are almost a third above the national average. A three-line metro links the centre with residential districts. The most expensive areas are the centre, Nemiga, the Upper Town and new buildings along the Svislach river; cheaper ones are Kamennaya Gorka, Malinovka, Shabany and other districts near the ring road.

Grodno is the most European-looking city in the country, near the borders with Poland and Lithuania, with a preserved old centre. A one-room flat in the centre costs $255-350 excluding utilities, 40-45% less than in Minsk, and the average wage in the Grodno region is 2,821.6 roubles, about $920.

Brest, Gomel, Mogilev and Vitebsk are close to Grodno in price: a one-room flat in Brest costs about 660 roubles a month. Trains from regional centres to Minsk take two to four hours.

Healthcare and insurance

Public healthcare is free for citizens and foreigners with permanent residence: the local clinic, hospitals and emergency care. Foreigners with temporary residence and short-term visitors take out compulsory health insurance and pay for some services themselves.

Many people use private medical centres without queues: a doctor's visit there costs 50-100 roubles, about $17-33, and tests and scans are also much cheaper than in the EU.

Schools and nurseries

Public schools are free and teach in Russian or Belarusian. In a public kindergarten parents mainly pay for meals, which are small sums, but in popular Minsk districts places are sought in advance.

There are very few international schools teaching in English in Belarus, so foreign families more often choose public or private schools with advanced English. Private kindergartens and schools in Minsk charge fees depending on the programme.

Salaries and taxes

The minimum wage from 1 January 2026 is 858 roubles a month, about $280. The average wage in August 2026 was 3,135.9 roubles, about $1,100, 4,032.7 roubles in Minsk, about $1,400, and 2,821.6 roubles in the Grodno region.

Income tax in 2026 is 13% on income up to 350,000 roubles a year, with higher rates above that. Employees also pay 1% of salary to the social security fund, while the employer pays most contributions.

How to cut costs

  • Live in Grodno, Brest or another regional centre rather than Minsk, or in residential districts of Minsk near metro stations.
  • Buy the 65.84-rouble monthly pass: it covers the metro, buses, trolleybuses and trams.
  • Eat business lunches in cafes: they cost 15-25 roubles.
  • Buy groceries at markets and discount store chains.
  • Rent directly from the landlord without an agency fee and negotiate the price for a one-year lease.
  • Get permanent residence: with it public healthcare is free.

The biggest saving is the city. A remote worker with foreign income is better off living in Grodno or Brest: rents there are almost half those in Minsk, and the capital is within reach for business trips.
