One person in Riga needs about $1,300-1,900 a month including rent. A transport pass costs about $35, and the main surprise for newcomers is the winter heating bill in older buildings.

Latvia is a eurozone country with prices below Germany and Scandinavia: lunch at a café in Riga costs $8-14, a monthly transport pass about $35, and a one-bedroom flat in the centre rents for $680-910. Groceries are about fifteen to twenty percent cheaper than in Germany and services much cheaper, but energy is expensive.
The defining feature of a Latvian budget is heating. In older buildings it is billed by the management company, and in winter the utility bill for a small flat is two to three times the summer one. So when choosing a flat, people look not only at the rent but at last January's bills.

Rents are for furnished flats on leases of a year or more, excluding utilities. In Riga the most expensive areas are Old Riga and the quiet centre, cheaper ones the residential districts of Purvciems, Imanta and Pļavnieki with good transport. In Jūrmala prices rise in summer, and a one-year lease is much cheaper than a seasonal one.
Utilities for a flat of about 50 square metres cost $110-280 a month: the lower end is summer or a new, well-insulated building, the upper end is winter in a Soviet-era block. Amounts are in US dollars at the European Central Bank rate of 6 October 2026.

The single budget assumes a one-bedroom flat in Riga, groceries, utilities with heating, phone and internet, a transport pass and moderate café spending. Renting in a residential district and cooking at home, a single person needs $1,100-1,300; in Jūrmala on a one-year lease the budget is close to Riga's.

Without a residence permit a non-EU foreigner may spend no more than 90 days in any 180 in Latvia, and a one-year lease or a bank account is hard to arrange without one. The law does not stop you applying on your own. But mistakes cost more: grounds on which the immigration service will not renew the permit, income not documented the way it requires, and a refusal that forces you to leave in the middle of a lease. What to pay in the first month

- Registering your address and getting a personal code: without the code it is hard to open a bank account or sign a phone contract.
- Private health insurance until the residence permit is issued.
For the first three months a single person needs from $4,800 with rent in Riga, a deposit and living costs. Residence permit fees depend on the grounds and the processing time.
Where to live: comparing cities
Riga is the capital and the country's only large city, home to about a third of Latvia's population. It has most of the jobs for foreigners, international schools, private clinics and an airport with direct flights across Europe. The Art Nouveau centre is easy to live in without a car, while families often choose Mežaparks and Teika.
Jūrmala is a seaside resort half an hour from Riga by train, with pine forests, a beach and wooden summer houses, and crowded with holidaymakers in summer. A one-bedroom flat on a one-year lease costs $510-850, but in winter many cafés close, and people commute to Riga for work and school.

Healthcare and insurance
Public healthcare in Latvia is available to those who pay social contributions and their family members: you first see a family doctor, who refers you to a specialist. Waiting lists for specialists on a public referral can be long, and patients pay a small fee per visit.
So many people go to private clinics: a specialist visit costs $45-80 and private insurance $35-90 a month, often provided by employers as part of the package. Doctors in Riga usually speak Latvian, English and Russian.
Schools and nurseries
State schools are free and since 2025 teach in Latvian. Riga has several international schools with British and international curricula, with fees of $11,000-23,000 a year.
Municipal nurseries are free, but places are allocated by registered address, so people register right after moving. Private nurseries cost from a few hundred dollars a month.
Salaries and taxes
The average wage in Latvia in the second quarter of 2026, according to the Central Statistical Bureau, was about $2,200 before tax and about $1,600 take-home. Half of employees take home less than $1,400. The minimum wage from 1 January 2026 is about $880 a month.
Employees pay a 10.5% social contribution and 25.5% income tax, rising to 33% on income above about $120,000 a year. The tax-free allowance is about $620 a month, and employers add a 23.59% social contribution on top.

How to cut costs
- Ask for last winter's heating bills before signing a lease: in an old building they eat up any saving on the rent.
- Rent in a residential district on a tram or bus line instead of Old Riga: the same space is 30-40% cheaper.
- Eat the weekday set lunch: it costs $8-14, while dinner at a restaurant is $25-40.
- Buy groceries at the Central Market and discount chains.
- In Jūrmala, sign a one-year lease rather than a seasonal one: summer rents are several times higher.
The main saving is the building and the season. A flat in a new, insulated building costs less in winter than the same flat in a Soviet-era block, even at a higher rent.
