Uruguay is one of the most expensive countries in South America to live in: groceries, cafés and utilities cost more here than in neighbouring Argentina and Brazil. Rent in Montevideo is for a long-term flat in Pocitos, Punta Carretas or Cordón; Carrasco and the seafront itself cost more. Outside the centre a one-bedroom flat costs about $510-600. On top of rent most buildings charge a monthly maintenance fee.

A Montevideo budget starts with residency
In Uruguay money is lost not on groceries but on status and tax: the 11-year tax holiday without six months a year in the country requires a large investment, and a mistake in counting days makes foreign investment income taxable at 12%. The law does not stop you applying on your own. But mistakes cost more: certificates without legalisation, an incomplete file at the migration service, a wrongly calculated tax residency. Punta del Este is a resort town about two hours from the capital: crowded and expensive in summer, quiet and half-empty in winter. It draws remote workers who want to live by the ocean, but year-round life there almost always needs a car.

Healthcare and insurance
Healthcare in Uruguay is built on private health plans: employees get one through the state fund, everyone else pays the fee themselves, about $50-120 a month depending on age and provider. There is also a free public system.
A doctor's visit outside a plan costs about $40-80; inside a plan you pay only a small co-payment for visits and medicines.
Schools and nurseries
State schools are free and teach in Spanish. Foreign families in Montevideo mostly choose private bilingual and international schools, largely in Carrasco and Pocitos.
An international school costs about $6,000-20,000 a year depending on the grade, plus an enrolment fee.
Salaries and taxes
The minimum wage from 1 July 2026 is 25,383 pesos a month, about $640, up from 24,572 pesos. The average net salary in Montevideo is about $1,000-1,400.
Resident income tax runs from 0 to 36% on a sliding scale, and investment income is taxed at 12%. You become a tax resident after 183 days in the country in a calendar year, and a new resident can skip tax on foreign passive income for 11 years.
