Montenegro is one of the most affordable places in Europe to live by the sea, but prices here are seasonal. In summer the coastal resorts fill with tourists, rents in Budva and Tivat multiply, and many flats are let only short term. In winter the same towns empty and a one-year lease is easier to find. Podgorica, the capital, lives all year round and is cheaper than the coast.

Groceries, cafés and services are cheaper than in the EU, especially local vegetables, meat and cheese at markets. Imported goods, fuel and utilities cost more: air conditioning bills rise in summer and heating bills in winter, because most buildings have no central heating.

Who Montenegro suits financially: remote workers and entrepreneurs with foreign income from $1,500 a month, families who value the sea and safety, and retirees. Local wages are modest, with an average net salary of about $970 (€860), so a job at a Montenegrin company rarely covers a family's costs.

Compared with Moscow, market groceries and cafés in Montenegro are cheaper, and rent in Podgorica is below good Moscow districts, while on the coast in summer it is comparable or higher. Imported goods, fuel and winter electricity cost more, as flats are heated with air conditioners and heaters.

Rents are for furnished flats on a one-year lease. In summer coastal flats are let short term, so a long lease is easier to find from autumn.

Utilities depend on the season: air conditioning in summer and heaters in winter, because most buildings have no central heating.

From 1 November 2026 the budget starts with a visa

Life in Montenegro is inexpensive, but from 1 November 2026 Russian citizens need a visa to enter, and a residence card cannot be obtained without one. What to pay in the first month

  • Deposit on the flat - usually one month's rent, plus agency commission.
  • First month's rent in Podgorica - $450-680 for a central one-bedroom flat.
  • Registration of stay within the first day: when renting, the landlord does it, or you do it at the municipal tourist organisation.
  • Residence permit, health insurance and company registration - about $650.
  • From 1 November 2026 Russian citizens need a visa to enter.

Where to live: comparing cities

Podgorica is the capital with government offices, banks, schools and jobs, cheaper than the coast but with very hot summers. The sea is about an hour away by car.

Budva is the main resort: lively in summer and quiet in winter, with rents above the capital's, and in season some flats go to tourists. Neighbouring Bečići and Rafailovići are slightly cheaper.

Tivat, with its marina and airport, has the most expensive flats and an international school. Kotor and Herceg Novi offer the calm Bay of Kotor, while Bar is a port with a railway to Podgorica and prices below its neighbours.

Healthcare and insurance

Public healthcare is available to those who pay contributions, such as employees and company owners. Residence requires health insurance, and many keep a private policy: about $35-90 a month for an adult.

A private clinic visit costs about $35-60. Residents often have complex surgery in Serbia or Croatia.

Schools and nurseries

Public schools are free and teach in Montenegrin. International schools operate in Podgorica and Tivat, at $6,800-14,000 (€6,000-12,000) a year.

Public nurseries are inexpensive; private ones are available faster and cost more.

Salaries and taxes

The average net salary in August 2026 was about $970 (€860), and about $1,300 (€1,080) gross. On the coast tourism wages are seasonal.

Income tax on salaries is 0-15%, with the first $790 (€700) a month tax-free. Corporate tax is 9% on profit up to $120,000 (€100,000) and up to 15% above. You become a tax resident after 183 days a year.

How to cut costs

  • Live in Podgorica or Bar rather than Budva and Tivat.
  • Look for a one-year lease from autumn, when the tourist season ends.
  • Buy groceries at markets rather than in seaside supermarkets.
  • Choose a flat with good insulation and a heat pump: winter heating is a noticeable expense.
  • Take private insurance with a deductible.
  • Choose a flat close to work, school and the market to take taxis less often.

The main saving is season and city. A one-year lease in Budva found in autumn can be a third cheaper than in summer, and Podgorica is cheaper than the coast all year.
