The Emirates are an expensive place to live, but with a clear cost structure. Almost half the budget goes on housing: a one-bedroom flat in Dubai Marina costs $2,160-3,640 a month, and rent is usually paid by cheques a year in advance. On the other hand there is no income tax, fuel and taxis are inexpensive, and groceries cost about as much as in big European cities.

The second big item is private healthcare and schools. Health insurance is mandatory for residents of Dubai and Abu Dhabi; employers cover their staff, while the self-employed have to buy a policy. An international school costs $2,700-34,000 a year, often the largest line in a family budget.

Who the Emirates suit financially: entrepreneurs and professionals earning from $5,000-6,000 a month, for whom the absence of tax outweighs expensive rent, and families who value safety and international schools. On less than $3,000 a month life in Dubai is tight, and Sharjah, Ajman or other countries make more sense.

Compared with Moscow, rent in Dubai is much higher, groceries and cafés cost more, while fuel and taxis are cheaper. The key difference is tax: an individual's salary and business income are not taxed in the Emirates, so on a high income the overall budget often works out better.

Rents are per month on a one-year lease. Paying in one cheque for the year often gets a discount, while 4-12 cheques cost more.

Utility bills rise noticeably in summer because of air conditioning, and the utility company takes a refundable deposit on connection.

In Dubai rent is paid a year in advance

The big surprise of moving to the Emirates is not café prices but the start: rent is usually paid by cheques a year in advance, plus a deposit and agency commission, and without a residence visa and ID card you cannot open a bank account or connect utilities. What to pay in the first month

  • Rent a year in advance in one or several cheques; monthly payment means a higher rent.
  • Deposit - about 5% of annual rent, plus about 5% agency commission.
  • Lease registration in the city system: without it you cannot connect utilities or sponsor family visas.
  • A refundable deposit for electricity and water connection.
  • Residence visa: a free zone company with a visa from $4,000, medical test, fingerprints and resident ID.

Where to live: comparing cities

Dubai is the business centre with the widest choice of jobs and schools. The priciest areas are Dubai Marina, Downtown and the Palm; Jumeirah Lake Towers, Jumeirah Village and districts further from the sea are cheaper.

Abu Dhabi is the capital, calmer and cheaper than Dubai for rent: a one-bedroom flat on Al Reem Island costs $1,630-2,450, and mainland districts even less. It has many state companies and families.

Sharjah and Ajman are noticeably cheaper, but the rules are stricter and the rush-hour drive to Dubai takes an hour or more.

Healthcare and insurance

Health insurance is mandatory for residents of Dubai and Abu Dhabi. Employers pay for their staff's policies, while the self-employed buy their own: a basic policy for an adult costs $115-340 a month, more with age and broader cover.

A private clinic visit costs about $80-165. Clinics are modern, and Dubai has many Russian-speaking doctors.

Schools and nurseries

Almost all expat children attend private schools following British, American, Indian, international or other curricula. A year costs from $2,700 at budget Indian schools to $34,000 at well-known British and American ones, plus uniform, transport and an enrolment fee.

Private nurseries are common and cheaper than school. Places at popular schools run out, so it is best to register six months ahead.

Salaries and taxes

The UAE has no personal income tax, and individuals file no returns. VAT is 5%, and corporate tax is 9% on profit above 375,000 dirhams.

Salaries vary greatly by industry and role. To sponsor family visas, a resident needs a salary from 4,000 dirhams, about $1,090, or from 3,000 dirhams with employer-provided housing.

  • Rent in Jumeirah Lake Towers, Jumeirah Village or Abu Dhabi rather than Dubai Marina.
  • Pay rent in fewer cheques: landlords more often lower the price.
  • Use the metro and buses within Dubai: daily taxis quickly eat the budget.
  • Buy groceries in hypermarkets rather than local shops.
  • Choose insurance with a deductible and a narrower clinic network.

The main saving is the district. A one-bedroom flat in Dubai Marina can cost $900-1,400 a month more than in Jumeirah Lake Towers, and the metro connects them in 10 minutes.
