One person in Istanbul needs about $1,800-2,800 a month including rent, and a one-bedroom flat in the centre costs about $900. Lira prices rise every month, so rent is increasingly set in dollars.

Turkey is cheaper than southern Europe for groceries, taxis and services, but inflation quickly eats up the difference: lira prices rise every month, and landlords increasingly peg rent to the dollar or euro. So talking about prices in lira makes little sense; dollars are the benchmark.
The main expense is housing. A lease is usually signed for a year and indexed on renewal, and for residence it is certified by a notary. Private healthcare is good and inexpensive by European standards, but insurance is needed for the whole residence term.
Who Turkey suits on a budget: remote workers and families who want to live by the sea with good private healthcare, retirees with income from abroad, and those ready for constant inflation. Istanbul is for careers and big-city life, Antalya for the sea and a calm pace, Ankara for saving.

Groceries, taxis and services in Turkey are similar to Moscow or cheaper, but rent in Istanbul, driven by inflation and demand, is already higher than in most Russian cities. Ankara and Antalya are noticeably cheaper than Istanbul.

Rates are for long leases. In Istanbul it is expensive to live in Beşiktaş, Şişli and Kadıköy on the Asian side; cheaper in residential districts away from the Bosphorus. In Antalya Konyaaltı and Lara by the sea cost more, while Kepez and areas further from the coast cost less. Flats with a Bosphorus view and in new gated complexes cost far above average.

In Turkey the budget is broken by inflation and rules: landlords peg rent to the dollar and review it once a year, a lease without a notary will not do for residence, and in some districts foreigners are not granted residence on a rental basis. What to pay in the first month

Where to live: comparing cities
Istanbul is the country's most expensive and largest city: jobs, international schools, clinics and all business life. A single budget is $1,800-2,800 a month; a two-bedroom flat in the centre is about $1,620-1,690.
Antalya is the resort capital of the south. A one-bedroom flat in Konyaaltı or Lara costs $600-1,000, in Kepez $300-500, and a single budget is $1,300-2,000. Summer air conditioning bills are noticeably higher, and rents rise in season.

Healthcare and insurance
Private healthcare in Turkey is good and inexpensive by European standards. Residence requires insurance for the whole term: in Antalya it costs about $30-100 a month, in Ankara from $40 per person.
A foreigner can join state health insurance after a year of legal residence. Istanbul and Ankara have the most large hospitals, Antalya the most clinics used to foreigners.
Schools and nurseries
State schools are free and teach in Turkish. Istanbul and Ankara have international schools with an English curriculum, priced by school and grade.
Antalya has fewer international schools but more private nurseries and schools with Russian-speaking teachers.
Salaries and taxes
Turkey's minimum wage from 1 January 2026 is 28,075 lira net, about $580. The average net salary in Istanbul is about $860-1,180.
Income tax runs on a scale from 15% to 40%. New tax residents can pay no tax on foreign income for 20 years.

- Rent in residential districts rather than by the Bosphorus or the sea.
- Agree a one-year lease with clear indexation rather than monthly payment.
- In Antalya look for housing from autumn: prices rise in summer because of tourists.
- Buy groceries at weekly markets rather than supermarkets next door.
- Consider Ankara or Izmir: life there is cheaper than in Istanbul.
