Hungary is one of the most affordable EU countries to live in: a set lunch in a Budapest café costs $9-14, a monthly transport pass about $30, and utility bills are lower than in neighbouring Austria thanks to state price caps. What is expensive is anything subject to the 27% VAT, the highest in the EU: supermarket groceries, clothes and electronics.

Rent is the main expense. In early 2026 the average asking rent in Budapest was over $800 a month, over $1,100 in central District 5 and about $570 in District 23, the cheapest. In Debrecen, the second largest city, housing costs roughly a third less, although university students and a new factory have pushed it up too.

Rents are for furnished flats on leases of a year or more, excluding utilities. In Budapest the most expensive areas are Districts 5, 6 and 7 in Pest and Districts 1 and 2 in Buda, cheaper ones District 13, District 11 and the outer districts near the metro. Amounts are in US dollars at the European Central Bank rate of 6 October 2026.

Utilities for a flat of about 50 square metres cost $80-150 a month. The state caps household electricity and gas prices up to average consumption, and above it the bill rises several times over. Apartment buildings also charge a monthly maintenance fee.

The single budget assumes a one-bedroom flat in Budapest, groceries, utilities, phone and internet, a transport pass and moderate café spending. In Debrecen a single person needs $1,000-1,500, and renting in a residential district of Budapest and cooking at home, about $1,200.

A Hungary budget rests on a residence permit

Citizens of many countries can enter Hungary visa-free for 90 days in any 180, but renting a flat for a year, opening a bank account and settling in without a residence permit does not work. The law does not stop you applying on your own. But mistakes cost more: grounds your income does not fit, a lease the immigration service will not accept, a missed filing deadline and a refusal that forces you to leave. What to pay in the first month

  • A deposit for the flat - usually two months' rent, plus the first month paid in advance.
  • The first month's rent in Budapest - $800-1,100 for a one-bedroom flat in the centre.
  • Private health insurance until the residence permit is issued.
  • A Hungarian SIM card and bank account: the account requires an address in the country and a tax number.

For the first three months a single person needs from $5,500 with rent in Budapest, a deposit and living costs. Residence permit fees depend on the grounds.

Where to live: comparing cities

Budapest is the capital and the only city in the country with more than a million people: it has most of the jobs for foreigners, international schools, private clinics and an airport with direct flights across Europe. Pest is flat and businesslike, with restaurants and nightlife, while Buda is hilly, green and quiet and popular with families.

Debrecen is Hungary's second largest city, with a large university attended by thousands of foreign students and a new car plant. Life here is quieter and cheaper: a one-bedroom flat in the centre costs $470-680. There are few international schools or direct flights from the local airport, so families with children usually choose the capital.

Healthcare and insurance

Public healthcare in Hungary runs on compulsory insurance, which comes with a job, your own company or a voluntary contribution agreement for residents without employment. Waiting lists for specialists in public clinics can be long, and older doctors do not always speak English.

So foreigners usually go to private clinics: a specialist visit costs $80-125, and private insurance $40-120 a month depending on age and cover. Dentistry is much cheaper than in Western Europe, and people travel to Budapest for it from Austria and the UK.

Schools and nurseries

State schools and nurseries are free and teach in Hungarian, a difficult language, so foreigners more often choose bilingual or international schools. Budapest has British, American, German and French schools, with fees of $10,000-30,000 a year.

Private English-language nurseries are found in every district where foreigners live and cost much less than international schools. Entry fees and the school bus are usually paid separately.

Salaries and taxes

The average wage in Hungary in July 2026, according to the Central Statistical Office, was about $2,400 before tax and about $1,700 take-home. Half of employees earn less than $2,000 before tax. The minimum wage from 1 January 2026 is about $1,000 a month.

Employees pay 15% income tax and an 18.5% social contribution, and employers add a 13% social tax on top. The income tax rate is flat, so take-home pay is about two thirds of gross.

How to cut costs

  • Rent in Buda or in District 13 or 11 instead of central Pest: the same space costs 20-30% less.
  • Eat the set lunch: on weekdays it costs $9-14, while lunch from the menu in the same café is $20-30.
  • Buy groceries at covered markets and discount chains rather than corner shops.
  • Use public transport: a car in central Budapest means paid parking and traffic jams.
  • Watch your electricity and gas use: above the capped allowance the bill rises several times over.

The main saving is the district and the type of housing. Someone who lives in central Pest and dines out spends almost as much as in Vienna. Someone who rents in Buda and cooks at home gets by on $1,200-1,400 a month.
