Business accounts: Belarus

A company account in Belarus is opened at a Belarusian bank supervised by the National Bank of the Republic of Belarus. The bank works with a company registered in Belarus, most often a limited liability company. Registration goes through the registration authority at the executive committee on the day documents are filed, and as a general rule such a company has no minimum charter capital. A foreigner can be both founder and director.

Sanctions and payments: the main constraint

Some Belarusian banks are under EU, US and UK sanctions, and several are disconnected from the international bank messaging system. So dollar and euro payments with foreign partners are hard or impossible through many banks, and settlements with Russia mostly run in Russian roubles. The bank is chosen for the countries and currencies the company will deal with, not for its fees. Before opening, check which bank your counterparty uses and which intermediary banks the payment will pass through: this decides whether the money arrives.

Company and director requirements

  • A foreign founder submits a passport with a notarised translation; a foreign company submits a legalised and translated registry extract.
  • A registered address in Belarus.
  • The director can be a foreigner. Citizens of Russia, Kazakhstan, Armenia and Kyrgyzstan work in Belarus without a work permit under Eurasian Economic Union rules; others need one.
  • Beneficial owner details are requested by the bank at opening and updated during reviews.

What the bank checks

  • charter and certificate of registration;
  • director's appointment documents and specimen signatures;
  • passports of founders and ultimate owners;
  • business description, contracts, payment countries and currencies;
  • links of owners and counterparties to sanctions lists.

Taxes the bank will see

  • Profit tax: 20%.
  • VAT: 20%.
  • The simplified system for small companies: a 6% tax on revenue instead of profit tax and VAT, subject to revenue and headcount conditions.

Reporting after opening

Tax returns in Belarus are filed no later than the 20th of the month following the reporting period, and taxes are paid by the 22nd. The bank sees account flows and compares them with filings and contracts, so bookkeeping is set up from the first month, even while turnover is small.

Are company funds protected

The state guarantee of full deposit compensation in Belarus covers individuals' money. It does not apply to company balances, so companies hold large sums with the bank's reliability in mind.
