Personal accounts: Belarus

A foreigner, including a non-resident, can open a personal account in Belarus: Belarusian banks serve foreigners on a passport under the supervision of the National Bank of the Republic of Belarus. Most accounts are opened by citizens of Russia and other neighbouring countries for living and working in Belarus, buying a home, study or payments with relatives. Accounts can be opened in Belarusian roubles, Russian roubles, dollars and euros.

A full deposit guarantee

The state guarantees individuals the return of 100% of money in accounts and deposits at Belarusian banks, in Belarusian roubles and foreign currency, with no upper limit. Compensation is paid by the Agency for Guaranteed Compensation of Bank Deposits in the account currency if the National Bank revokes a bank's licence. It is one of the few countries where the guarantee has no cap. So large savings need not be split between banks for insurance, unlike most countries where the limit applies per bank.

Sanctions: what to know in advance

Some Belarusian banks are under EU, US and UK sanctions, and several are disconnected from the international bank messaging system. Dollar and euro transfers to Western countries through such banks are difficult, and Belarusian bank cards may not work abroad. If you need the account for transfers abroad, the bank is chosen for exactly that.

What you need

  • passport; a document not in Russian or Belarusian may need a notarised translation;
  • a residence permit or temporary stay registration, if the bank asks;
  • an address and phone number;
  • source-of-funds evidence for large sums;
  • for work in Belarus, an employment contract if the account is for salary.

An account for work and buying a home

  • Work. Citizens of Russia, Kazakhstan, Armenia and Kyrgyzstan work in Belarus without a work permit under Eurasian Economic Union rules, and the employer pays salary into an account at a Belarusian bank.

Belarusian tax residency

An account does not make you tax resident. A Belarusian resident is someone who spends more than 183 days in the country in a calendar year. A resident pays income tax on worldwide income, a non-resident only on Belarusian income.

  4. Account and card, mobile banking.
  5. A deposit, if you want to place savings under the guarantee.

  • Links of the client or counterparties to sanctions lists.
  • Origin of large sums not proven.
  • No documents on lawful stay in Belarus when the bank requires them.
  • Frequent transfers without a clear explanation that look like business activity.
