In Belarus the crypto tax rate depends not on the holding period or the gain but on who handled the trade. Buying and selling through High Technology Park operators is tax-free, lawful income from foreign platforms is taxed at 13%, and prohibited operations at 26%.
The rules tightened in 2025. Belarusian residents may buy and sell crypto for money only through crypto platform operators and exchangers that are High Technology Park residents: sending money to foreign exchanges and receiving proceeds from them into Belarusian accounts is prohibited.
For long-time holders the main question in Belarus is not the rate but the money route. Coins bought long ago on a foreign exchange are lawfully sold through a Belarusian operator: they are moved to its platform and sold there.
Who pays crypto tax in Belarus
A Belarusian tax resident is anyone who spends more than 183 days in the country in a calendar year. A resident pays income tax on worldwide income, including crypto.
A non-resident pays tax only on Belarusian income. For a Belarusian living abroad most of the year, crypto income is taxed in the new country of residence, but Belarusian accounts and operators still follow Belarusian rules.
Citizenship does not affect residence: only days in the country in the calendar year count.
If residence has changed, keep proof of days abroad: passport stamps, a lease and a tax residence certificate from the new country. They will be needed if the Belarusian tax office asks about income for the year of the move.
How to calculate crypto income
Through High Technology Park operators no tax is calculated at all: not on purchases, sales or swaps. Mining income, coin-to-coin swaps, and coins inherited or received as gifts from close relatives are exempt too.
Two kinds of income are taxed. Lawful income from foreign platforms and organisations is taxed at 13%. Prohibited operations, such as selling coins for money on a foreign exchange and withdrawing to a Belarusian card, are taxed at 26%, and breaking the rules also brings liability. Income is converted into Belarusian roubles at the token rates published by the Ministry of Taxes and Duties.
The recipient of the income files the return and pays the tax: a High Technology Park operator withholds nothing for the client, because operations through it are exempt. Foreign income is the easiest place to go wrong: it must be reported even if the money stayed on the foreign platform.

Crypto and Belarus mean a lawful trade route and the right tax residence
The most expensive mistakes are about the route, not the maths: selling on a foreign exchange and withdrawing to a Belarusian card turns 0% into 26% with liability, and moving abroad without changing tax residence leaves income under Belarusian rules. Mining and staking
Mining is allowed for individuals in Belarus, and its income is exempt from income tax. Mined coins should be sold for money through High Technology Park operators, which keeps the sale tax-free as well.
There is no separate tax rule for staking. Coins received through High Technology Park operators are not taxed, while lawful income from foreign platforms is taxed at the general 13% rate.
Cashing out crypto and moving it to a bank
Crypto can be legally converted into Belarusian roubles only through crypto platform operators and exchangers of the High Technology Park: they transfer money to an account at a Belarusian bank. Transferring proceeds from a foreign exchange to a Belarusian card is a prohibited operation taxed at 26%.
For those living abroad, banks in the country of residence will ask the usual questions about the origin of funds. Statements from a Belarusian operator and a tax return are the best answer.
The ban concerns money settlements: money for coins is paid and received only through High Technology Park operators.
Crypto account data sharing
Belarus is not on the list of countries committed to exchanging crypto-asset data under the standard of the Organisation for Economic Co-operation and Development. But inside the country operations go through High Technology Park operators, which check their clients, and banks see incoming payments to Belarusian accounts.
For Belarusians abroad something else matters more: the new country of residence receives crypto account data under its own exchange standard, and the income must be declared there under local rules.
Licences for crypto companies in Belarus
Running a crypto business in Belarus - a crypto platform, an exchanger or a token issue - is open only to High Technology Park residents. Park residents pay taxes under a preferential regime and go through project selection.
For an international project with no Belarusian clients a crypto service provider licence in another country is often more convenient, for example in Estonia or the British Virgin Islands.
