Taxes in Tajikistan in 2026: VAT and income tax rate
Value added tax is falling, car tax is climbing: the per-horsepower rate for an ordinary car has risen 2.7 times since 2025. A full guide to 2026 taxes under the current Tax Code: salaries, value added tax, homes, cars, small business, residency and the amendments the government has already sent to parliament.

The short answer: in 2026 Tajikistan charges 14% value added tax, 12% income tax on a resident's salary and 18% corporate tax for most companies. Property and car taxes are based on floor area and engine power rather than value, and that is where the numbers are moving fastest.
What taxes do you pay in Tajikistan in 2026
Tajikistan is swimming against the tide in 2026: it is cutting value added tax, not raising it. The 14% rate runs until 31 December 2026 and drops to 13% on 1 January 2027. In the same year neighbouring Kazakhstan raised value added tax from 12% to 16%, and Russia from 20% to 22%.
The generosity is paid for elsewhere. Manufacturers lost their reduced 13% corporate tax rate on 1 January 2026 and now pay the standard 18%. And after two laws, in 2025 and 2026, the tax on an ordinary passenger car has gone up 2.7 times.
Almost every fixed amount in the Tax Code is tied to the calculation indicator, a notional unit set each year by the state budget law: 78 somoni for 2026, up from 75 in 2025. The somoni is Tajikistan's national currency. Amounts are in US dollars, with somoni in brackets, converted at the National Bank of Tajikistan rate of 7 October 2026, 9.23 somoni per US dollar, and rounded up.
| Tax | 2026 rate | Who pays and on what |
|---|---|---|
| Income tax on salary | 12% | Residents, on main-job salary above the personal allowance of $20 (156 somoni) a month |
| Income tax on other income | 15% | Second jobs, fees, rent, property sales, no allowances |
| Non-resident income tax | 20% | Non-resident salary from Tajik sources |
| Social tax | 20% + 2% | 20% paid by the employer, 2% withheld from pay (25% and 1% in public institutions) |
| Corporate tax (income tax on legal entities) | 18% | Most companies; banks, credit and financial institutions and mobile operators 20% |
| Value added tax | 14% | Until 31 December 2026, 13% from 1 January 2027; registration once income tops $110,000 (1 million somoni) in 12 months |
| Simplified regime | 6% | On gross income, if income is not above $110,000 (1 million somoni) in 12 months |
| Dividends and interest | 12% | Withheld at source by the payer |
| Property tax | 3-18% of the indicator per m² | Based on floor area, not value: a 70 m² flat in Dushanbe costs ~$20 (164 somoni) a year |
| Vehicle tax | 20-30% of the indicator per horsepower | A 150 horsepower car costs ~$260 (2,340 somoni) a year |
If a guide quotes 18% value added tax or 13% income tax, it is using the 2012 Tax Code, which was repealed on 1 January 2022.

What is the VAT rate in Tajikistan in 2026
Value added tax in Tajikistan in 2026 is 14%, one of the lowest rates in the former Soviet Union. Article 264 of the Tax Code still names 15% as the standard rate, but the transitional provisions (article 397, part 4) cut it to 14% from 1 January 2024 to 31 December 2026 and to 13% from 1 January 2027.
The seller builds value added tax into the price and pays the budget the difference between the tax on its own sales and the tax it paid to suppliers.
| Transaction | 2026 rate |
|---|---|
| Standard rate | 14% |
| Construction works, hotel services, catering | 7% |
| Domestic farm produce and its processing (except raw cotton), education, medical services at sanatoriums and resorts | 5% |
| Exports of most goods (except metals, precious stones and ore concentrates), international and transit transport | 0% |
| Standard rate from 1 January 2027 | 13% |
The reduced 7% and 5% rates come at a price: input tax paid to suppliers cannot be credited, and the business must keep separate accounts.
At what income do you have to register for value added tax
The registration threshold is $110,000 (1 million somoni) of total income over any 12 consecutive calendar months (article 245). Income of related parties is added together, and the tax authority may treat several firms owned by one person as a single business, so splitting a company does not help.
Registration is automatic: the certificate arrives electronically, and you become a value added tax payer from the first day of the month after the one in which you crossed the threshold. Getting out again takes two conditions at once: income has fallen below $110,000 (1 million somoni) and 36 calendar months have passed since you moved to the general regime.
Foreign companies selling electronic services such as subscriptions, apps and online services to private individuals in Tajikistan register separately. Value added tax returns are filed and tax is paid monthly by the 15th of the following month; foreign suppliers of electronic services report quarterly, by the 20th.
The threshold may triple: the government's 2026 bill would raise it to $330,000 (3 million somoni), but for now it is only a proposal.
What is the income tax rate in Tajikistan
Income tax in Tajikistan is flat, but there are three rates, up to 8 percentage points apart. Residents pay 12% on salary from their main job and 15% on all other income; non-residents pay 20% on salary from Tajik sources (article 183 of the Tax Code).
| Type of income | 2026 rate |
|---|---|
| Resident's main-job salary, above the personal allowance | 12% |
| Other personal income: second jobs, fees, rent, property sales | 15% |
| Non-resident's salary from Tajik sources | 20% |
| Dividends from Tajik companies | 12% at source |
| Interest from a resident or a foreign company's permanent establishment | 12% at source |
Your main job is the one where the employer is required by labour law to keep your employment record book. Everything else, including second jobs and one-off contracts, is taxed at 15% with no personal allowance. The only thing you can deduct from that base is the social tax already withheld.
Personal allowance and tax-free income
There is no tax-free band in the usual sense. Instead there is a personal allowance of 2 calculation indicators a month, which is $20 (156 somoni), in 2026 (article 191). People with group II disability, Second World War veterans and those treated as such, and responders to nuclear accidents get 10 indicators, $85 (780 somoni) a month. Only one allowance applies, the largest, and only at the main job.
If someone worked fewer than 16 calendar days in a month, there is no allowance for that month. There is also an allowance few people know about. Under the Code (article 191, part 8), spending paid by card or bank transfer inside Tajikistan reduces taxable income by up to 10% of income, capped at 150 indicators a year, $1,300 (11,700 somoni) in 2026. In practice, it applies only to spending on a government list: education, medical care, mortgage interest, life insurance and voluntary pension contributions. Everyday shopping does not count, and the spending has to be backed by receipts or bank records.
Pensions, state benefits, scholarships, alimony, inheritances and gifts from individuals are not taxed.

How much tax comes off a salary in Tajikistan: a worked example
Out of every 100 somoni of salary at a private company, the employee gives up about 13 and the employer pays another 20 on top. Besides income tax, salaries carry social tax (article 332), split between company and employee.
| Payer | Public institutions | Other organisations |
|---|---|---|
| Employer | 25% | 20% |
| Employee | 1% | 2% |
The base is the full salary, bonuses and other benefits with no deductions. The employer files a combined income tax and social tax return every month by the 15th of the following month and pays both taxes itself.
Worked example: a salary of $550 (5,000 somoni) at a private company
| Step | Amount, somoni |
|---|---|
| Gross salary | 5,000 |
| Employee social tax, 2% | 100 |
| Personal allowance, 2 calculation indicators | 156 |
| Income tax base | 4,744 |
| Income tax, 12% | 569 |
| Take-home pay | 4,331 |
| Take-home pay in US dollars | ~$470 |
| Employer social tax, 20% | 1,000 |
| Total cost of the employee | 6,000 |
| Total cost in US dollars | ~$660 |
The employee loses $75 (669 somoni), or 13.4% of gross pay, and takes home $470 (4,331 somoni). The full cost to the company is $660 (6,000 somoni), and the total tax load on payroll is about 27.8%.
By comparison, Kyrgyzstan has a lower income tax of 10%, but withholds another 10% in insurance contributions from pay, against 2% social tax in Tajikistan. Comparing countries on the income tax rate alone is pointless: what matters is the total withheld.
A sole trader working under a certificate pays social tax of 1% of the base, but no less than the highest social tax amount the government sets for patent holders, adjusted by the regional coefficient. In a month with no income the charge is 2 calculation indicators, or $20 (156 somoni), multiplied by the regional coefficient.
Who is a tax resident of Tajikistan
A Tajik tax resident pays tax on worldwide income; a non-resident pays only on Tajik income. The line is drawn in article 14 of the Tax Code, and for the country's own citizens it is especially strict: a Tajik passport by itself makes you a resident.
There are several grounds, and any one of them is enough.
| Ground | How it works |
|---|---|
| More than 182 days | Presence in the country for more than 182 days in total in any 12-month period that starts or ends in the current year |
| Tajik citizenship | Citizens are named as residents outright, however many days they spend in the country |
| Application for citizenship or permanent residence | Resident regardless of time spent, unless the person has a permanent home abroad |
| State service abroad | A citizen in Tajik state service abroad stays a resident for the whole year |
| Diplomats and international organisations | A foreigner with diplomatic or consular status, an international organisation employee or a foreign civil servant never becomes a resident |
The citizenship rule is the awkward one. On the face of the Code, a Tajik citizen remains a tax resident even after years of living and working abroad. A dual-residency dispute is settled by the tie-breaker rules of a double tax treaty with the other country, if there is one, and the status has to be proven with documents.
Before receiving income, a non-resident gives the tax agent a certificate of residency in another country and a notarised translation of the passport into Tajik. Status is determined afresh for each calendar year.
Anyone who arrives or leaves mid-year is treated as resident from the first day of presence or up to the last day before departure. How 182-day and 183-day rules work in different countries is covered in our article on tax residency in 2026.
Tajikistan tax residency rules: how to count days and confirm your status
A citizen of Tajikistan stays a tax resident under Article 14 of the Tax Code however many years they live abroad. For foreigners the bar is different: more than 182 days in any 12 months that start or end in the current year. The passport holds tighter than any registration: the tax office remembers it wherever its owner lives.
The 12-month window slides across New Year, so an autumn and the next spring in Dushanbe add up. Applying for citizenship or permanent residence with no permanent home abroad also makes you resident. A resident pays 12% on salary, a non-resident 20% on Tajik salary. The calculator below checks both rules.
Mistakes cost more: a citizen's dual residency is settled only by a double tax treaty, and a non-resident must give the tax agent a residency certificate from another country and a certified passport translation before the income is paid. Murblz support removes these risks: we count days, obtain the residency certificate, prepare the translation and apply treaties. We guarantee professional work and a transparent process, and in most cases a result on the first filing.

How much is property tax on a house or flat in Tajikistan
Property tax on a 70 m² flat in Dushanbe in 2026 is about $20 (164 somoni) a year. Tajikistan taxes real estate not on market value but on floor area: the rate is a percentage of the calculation indicator per square metre, multiplied by a regional coefficient (article 348).
The 3-18% figures that circulate in guides are percentages of 78 somoni per square metre, not a percentage of the property's value. The owner pays, or whoever uses the property.
| Use and floor area | Rate, % of the indicator per m² | Somoni per m² in 2026 |
|---|---|---|
| Housing up to 90 m² | 3 | 2.34 |
| Housing 90-200 m² | 4 | 3.12 |
| Housing over 200 m² | 6 | 4.68 |
| Retail, catering, services, works: up to 250 m² | 12 | 9.36 |
| Retail and services 250-500 m² | 15 | 11.7 |
| Retail and services over 500 m² | 18 | 14.04 |
| Other activities up to 200 m² | 9 | 7.02 |
| Other activities 200-500 m² | 12 | 9.36 |
| Other activities over 500 m² | 15 | 11.7 |
In Dushanbe, Khujand, Bokhtar and Kulob the rates for retail, service and other business premises are doubled. Rates are also doubled in tourism and recreation development zones when the property is used for business. Housing is not doubled.
| Location | Regional coefficient |
|---|---|
| Dushanbe | 1.0 |
| Khujand, Bokhtar, Kulob | 0.8 |
| Istaravshan, Isfara, Konibodom, Panjakent, Vahdat, Hissor, Tursunzoda, Roghun, Norak, Khorog and several other towns | 0.6 |
| Other settlements and district centres | 0.4 |
| Villages in districts listed in the Code | 0.3 or 0.2 |
| Villages in mountain districts, including Vanj, Darvoz, Ishkoshim, Rushon, Murghob and Shughnon | 0.1 |
Worked example for 2026. A 70 m² flat in Dushanbe: 3% of 78 somoni is 2.34 somoni per metre, about $20 (164 somoni) a year. The same flat in Khujand with a 0.8 coefficient: about $15 (131 somoni). A 120 m² house in Dushanbe: 3.12 somoni per metre, about $45 (374 somoni) a year. A 250 m² house falls into the 6% band: about $130 (1,170 somoni). A 300 m² shop in Dushanbe: 15% doubles to 30%, which is 23.4 somoni per metre and about $770 (7,020 somoni) a year.
Garages and sheds owned by individuals count at half their area; basements and attics of homes are left out of the base.
Exempt owners include, among others, single pensioners living in a separate house and households where people with group I or II disability are registered (article 347).
When and how to pay property tax
You do not calculate it yourself: the tax authority prepares the assessment by 1 February and sends a notice to the taxpayer's online account. Tax is paid in four equal instalments by 15 February, 15 May, 15 August and 15 November, or all at once. No notice does not mean no tax: you must obtain the assessment from the tax office where the property is located. New property must be reported within 30 calendar days.
Land tax and selling a home
All land in Tajikistan belongs to the state, so a homeowner also pays land tax on the plot they use. The government sets per-hectare rates by cadastral zone every 5 years and indexes them to the previous year's inflation annually. The current figures are published by the Tax Committee under the Government on andoz.tj.
No tax is due on the gain from selling a home if the flat or house was owned for at least 2 years and not used in business (article 189). Sell earlier, and the difference between the sale and purchase price is taxed as other personal income. How to choose and buy property is covered in our section on investment property in Tajikistan.

How much is vehicle tax in Tajikistan in 2026
The tax on an ordinary passenger car in Tajikistan has risen 2.7 times in eighteen months. Until May 2025 cars of up to 250 horsepower paid 7.5% of the calculation indicator per horsepower. From 18 May 2025 the rate became 12%, and Law No. 2283 of 17 June 2026 raised it to 20% for all cars up to 350 horsepower and to 30% for more powerful ones.
The same law raised rates for buses and minibuses to 20%, and for lorries to 20% (up to 40 tonnes payload) and 25% (over 40 tonnes). It takes effect one month after official publication. The tax base is engine power in horsepower (article 359); the car's price and age make no difference.
| Vehicle | Rate, % of the indicator per horsepower | Somoni per horsepower in 2026 |
|---|---|---|
| Cars up to 350 horsepower | 20 | 15.6 |
| Cars over 350 horsepower | 30 | 23.4 |
| Buses and minibuses | 20 | 15.6 |
| Lorries up to 40 tonnes | 20 | 15.6 |
| Lorries over 40 tonnes | 25 | 19.5 |
| Motorcycles and scooters | 2.5 | 1.95 |
| Tractors and construction machinery, except agricultural | 4 | 3.12 |
| Snowmobiles and motor sledges | 3.8 | 2.96 |
| Boats, launches, yachts, jet skis | 15 | 11.7 |
| Locomotives | 2 | 1.56 |
| Aircraft and helicopters, per kilogram of jet engine thrust | 10 | 7.8 |
Worked example: what a 150 horsepower car costs
| Period | Rate per horsepower | Tax a year at the 78-somoni indicator |
|---|---|---|
| Before 18 May 2025 | 7.5% | ~$100 (878 somoni) |
| From 18 May 2025 | 12% | ~$160 (1,404 somoni) |
| After Law No. 2283 takes effect | 20% | ~$260 (2,340 somoni) |
In cash terms, owners of powerful cars pay the most. A 400 horsepower SUV now costs $1,100 (9,360 somoni) a year, up from $680 (6,240 somoni) at the 20% rate in force since May 2025. Against the first version of the Code, where the rate for cars over 350 horsepower was 15%, the tax has doubled.
How and when to pay
The tax is paid where the car is registered, no later than registration or the annual roadworthiness inspection (article 362). Without the receipt the car will not be registered or inspected. The tax is charged even on a car that sits unused until it is deregistered, and the buyer of a used car does not pay again for a year the seller has already covered.
For electric cars, the note to article 360 of the Code sets 50% of the normal rate per kilowatt of power, and Law No. 2283 left that note untouched. The State Traffic Inspectorate confirmed the same rule in 2025.
Exemptions include one passenger car owned by a person with group I or II disability, farm machinery, medical vehicles, and public transport buses and trolleybuses (article 361).
What is the corporate tax rate in Tajikistan
Since 1 January 2026 manufacturers in Tajikistan pay 18% corporate tax instead of 13%, and the gap between a factory and a trading company has disappeared. That was set by article 397, part 13, of the Tax Code. Banks, other credit and financial institutions and mobile operators still pay 20%.
The Code calls it income tax on legal entities; the base is gross income minus allowable expenses.
| Activity | Before 2026 | From 1 January 2026 |
|---|---|---|
| Manufacturing of goods | 13% | 18% |
| Credit and financial institutions and mobile operators | 20% | 20% |
| Extraction and processing of natural resources | 18% | 18% |
| All other activities | 18% | 18% |
Tax is paid in monthly advances by the 15th of the following month. Each payment can be no less than one twelfth of last year's tax and no less than 1% of the month's gross income (article 242). In practice this is a minimum advance on turnover: even a loss-making company pays at least 1% of revenue during the year, and any overpayment is later offset against other taxes or refunded. The annual return and financial statements are due by 1 April.
Dividends paid by a Tajik company to its shareholders are taxed at source at 12% and are not taxed again in the recipient's hands. Interest is also taxed at 12%, but at 18% if it goes to a controlled foreign company. Interest paid to Tajik banks, the National Bank and leasing companies is not taxed at source.
If you remain tax resident in your current country and own a Tajik company, check its rules too: a stake in a foreign company can trigger controlled foreign company notifications there. We explain how this works on our page on controlled foreign company notifications and reporting.
How much do sole traders and small businesses pay in Tajikistan
A small business in Tajikistan pays 6% of turnover as long as income stays within $110,000 (1 million somoni) over 12 months. This is the simplified regime (chapter 52 of the Code): it replaces corporate tax and value added tax, except import value added tax and value added tax withheld on payments to non-residents.
| Calculation option | Base | Rate |
|---|---|---|
| Standard | Gross income with no deductions, cash method | 6% |
| On application | Income minus allowable expenses, accrual method | 18%, at corporate tax rates |
The second option must be chosen within 5 working days of registration, or by 31 December for an existing business, and can only be changed from the start of the following year. Returns are filed and tax paid quarterly, by the 15th of the month after the quarter. Worked example: on income of $55,000 (500,000 somoni) a year the tax is $3,300 (30,000 somoni).
The simplified regime is closed to patent holders, banks, insurers, microfinance organisations, pawnshops, subsoil users, producers and importers of excisable goods, and agents under commission contracts.
Patent or certificate
A sole trader in Tajikistan works either under a patent or under a certificate. A patent is a fixed monthly payment that does not depend on income; the government sets the amounts by type of activity, and income tax and social tax are already included in the price.
A patent has three conditions: no employees, no foreign trade and income of no more than $22,000 (200,000 somoni) a year (article 368). Break any one and you pay five times the monthly rate. The patent is paid in advance by the 5th of the month.
A sole trader under a certificate is capped at $110,000 (1 million somoni) over 12 months. Exceed it and you must register a legal entity and move to the general regime. Article 367 expressly bans using sole-trader status instead of an employment contract when the trader works mainly for one client.
The new regime for sole traders paid through e-wallets
Since September 2026 the National Bank has been test-running a platform for sole traders who take payment through e-wallets, that is, money transfer apps on their phones. The test is set to last three months, and the bank has not yet named a date for full launch. It rests on an order of the Agency for Innovation and Digital Technologies under the President dated 1 April 2026 and registered by the Ministry of Justice on 16 April 2026 under No. 1108.
The Agency promises a 3% rate instead of 6%, with 1% returned to the buyer for cashless payments, automatic reporting, fewer inspections and no income cap. The flip side is transparency: more than 10 commercial payments into one e-wallet in a day, and the recipient's details go to the tax authority to register them as a sole trader. Family transfers, the Agency says, are not taxed.
Preferential and sector regimes
| Regime | What it gives in 2026 |
|---|---|
| Free economic zones | Exemption from all Code taxes on activity inside the zone, except social tax and tax agent duties (chapter 49) |
| Technology park, innovation activity | Exemption from Code taxes, employee income tax and social tax at half rate, dividends to shareholders tax-free; the regime runs until 31 December 2026 |
| Poultry, fish farming, animal feed | The special regime of chapter 55 ran until 31 December 2025 and no longer applies in 2026 |
What we do for you in Tajikistan
Tajikistan's rates are low, but mistakes cost more than the rates: the 6% simplified regime is lost once turnover, counted together with related parties, passes 1 million somoni, you can leave VAT only after 36 months, and 90 days of services through staff create a permanent establishment. Murblz specialists work out the tax burden before registration, help you choose the regime within the first 5 working days, register a company in Tajikistan, open a business account and keep the returns on the quarterly schedule. We guarantee professional work and a transparent process.
The cost of support depends on the regime, turnover and headcount; a manager calculates it in the chat.
What has changed in Tajikistan's Tax Code and what amendments are coming
Tajikistan's new Tax Code was signed on 23 December 2021 (No. 1844) and has applied since 1 January 2022. It replaced the 2012 Code, cut the number of taxes from 10 to 7, lowered income tax from 13% to 12% and value added tax from 18% to 15%, with further cuts to 14% and 13%.
New does not mean stable. In 2025 alone seven amending laws were passed, and on 17 June 2026 the President signed two more: No. 2283 on vehicle tax and No. 2285, which scrapped the value added tax exemption for silkworm cocoons, cotton fibre, cotton yarn and raw cotton. Their domestic sales are now subject to value added tax under the general rules, while exports are zero-rated, which lets the exporter reclaim the tax paid to suppliers.
| What changed | When | In short |
|---|---|---|
| Corporate tax for manufacturers | 1 January 2026 | The reduced 13% replaced by the standard 18% |
| Vehicle tax | 18 May 2025 and Law No. 2283 of 17 June 2026 | Cars up to 350 horsepower: 20% of the indicator per horsepower; over 350 horsepower: 30% |
| Poultry and fish farming reliefs | 31 December 2025 | The chapter 55 special regime ended |
| Cotton and cocoons | Law No. 2285 of 17 June 2026 | Value added tax exemption abolished; exports zero-rated |
| Value added tax | 1 January 2027 | Cut from 14% to 13% |
What the 2026 bill proposes
By 21 September 2026 the government had approved a draft set of Tax Code amendments and sent it to the lower house of parliament. The main proposals:
| Proposal | Now | Under the bill |
|---|---|---|
| Value added tax registration threshold | $110,000 (1 million somoni) over 12 months | $330,000 (3 million somoni) |
| Simplified regime rate | 6% of turnover up to $110,000 (1 million somoni) | 6% up to $55,000 (500,000 somoni), 4% from $55,000 to $220,000 (500,000 to 2 million somoni), 3% from $220,000 to $330,000 (2 to 3 million somoni) |
| Income of $330,000 to $760,000 (3 to 7 million somoni) | General regime | A separate regime based on income and documented expenses |
| E-commerce | General rules | A separate regime at 3% of turnover |
| Residents' foreign income | Taxed in Tajikistan | Some types to be exempt; the list has not been published |
| Access to the simplified regime | Closed to banks, insurers, subsoil users and others | List to be widened: construction, consulting, audit, marketing, leasing, security, pharmaceuticals, markets and large shopping centres |
This is a bill, not a law. Parliament can change any number, and the new rules will only apply once signed and published. It is too early to build a business plan around a $330,000 (3 million somoni) threshold.
Taxes in Tajikistan vs Kazakhstan, Kyrgyzstan, Uzbekistan and Russia
On headline rates Tajikistan sits in the middle of the region in 2026. Its value added tax is lower than in Kazakhstan and Russia but higher than in Kyrgyzstan and Uzbekistan, and its 18% corporate tax is almost double Kyrgyzstan's 10%.
| Country | Value added tax | Personal income tax | Corporate tax |
|---|---|---|---|
| Tajikistan | 14%, 13% from 2027 | 12% on resident salary, 15% other income, 20% non-residents | 18%, banks and mobile operators 20% |
| Kazakhstan | 16% from 2026, previously 12% | 10%, 15% on high incomes | 20%, banks and gambling 25% |
| Kyrgyzstan | 12% | 10% | 10% |
| Uzbekistan | 12% | 12% | 15% |
| Russia | 22% from 2026 | 13-22%, progressive | 25% |
The verdict is simple. Tajikistan beats its neighbours on a low and falling value added tax and a flat 12% on salaries, but loses to Kyrgyzstan on corporate tax. It is also harder to administer: frequent amendments, monthly advances on turnover, residency by passport alone. Rates for other countries are in our country tax overview.
What taxes do non-residents and foreign companies pay
A foreign company without a permanent establishment in Tajikistan pays tax straight out of each payment: the Tajik customer withholds 3% to 20% of the gross amount with no deductions (article 239). A permanent establishment is a fixed place through which a foreigner does business in the country on a lasting basis: an office, branch, building site or warehouse.
| Non-resident income | Withholding rate |
|---|---|
| Dividends | 12% |
| Interest | 12%, 18% for controlled foreign companies |
| Insurance premiums under insurance and reinsurance contracts | 6% |
| International telecoms services | 3% |
| International transport | 3% |
| Salary from Tajik sources | 20% |
| Other income, including services, royalties and management fees | 15% |
Payments for goods imported into Tajikistan are not subject to withholding, so an ordinary delivery of goods is not caught.
A permanent establishment arises from more than an office. Article 17 of the Code includes a building site, a shop or warehouse used as a sales outlet, a joint activity agreement, an agent with authority to conclude contracts and, crucially for service firms, any place where employees provide services for more than 90 calendar days within a continuous 12-month period. From that point the company computes profit, pays 18% and files full returns.
For day-to-day operations you will need a business account in Tajikistan; jurisdiction options for a separate company are on our company registration page.
Double taxation and Tajikistan's tax treaties
Tajikistan has double tax treaties with a number of countries: the one with the United Kingdom, for example, has been in force since 16 March 2015. There is no separate treaty with the United States: according to the United States Internal Revenue Service, Tajikistan is covered by the 1973 treaty with the Soviet Union. The full current list is published by the Tax Committee under the Government of Tajikistan on andoz.tj.
The agreement with Russia was signed on 31 March 1997 and has applied since 1 January 2004. It caps Tajik tax on dividends at 5% where the recipient directly holds at least 25% of the capital and at 10% in other cases, on interest at 10%, and leaves royalties to be taxed only in the recipient's country of residence.
To get the reduced rate, the recipient gives the Tajik tax agent a tax residency certificate before payment; otherwise the domestic rate is withheld.
A Tajik resident who paid tax abroad can credit it, but not above the Tajik tax on the same income; any excess is not refunded (article 220).
Tajikistan tax deadlines: when to file and pay
Almost every tax in Tajikistan hangs off the same date, the 15th of the following month, and late payment attracts interest.
| What | Deadline |
|---|---|
| Combined income tax and social tax return on salaries | By the 15th of the month after the reporting month |
| Corporate tax advances | Monthly, by the 15th |
| Annual corporate tax return and financial statements | By 1 April |
| Value added tax return and payment | By the 15th of the month after the reporting month |
| Simplified regime return and payment | Quarterly, by the 15th |
| Patent | In advance by the 5th; proof of payment for the year by 1 March |
| Annual personal return | By 1 April |
| Property tax and land tax | Equal instalments by 15 February, 15 May, 15 August and 15 November |
| Vehicle tax | Before registration or the annual inspection |
An individual must file an annual return if they had income not taxed at source, income from abroad, or more than 2,000 calculation indicators in foreign bank accounts, which is $17,000 (156,000 somoni).
How to legally pay less tax in Tajikistan in 2026
The Tax Code of Tajikistan itself offers several legal ways to lower the burden: choose a regime, register your main place of work, claim deductions and apply a double tax treaty. Here are six that work in 2026.
- Main place of work and residency. A resident's salary at the main place of work is taxed at 12% above a personal allowance of $20 (156 somoni) a month, other income at 15% with no allowance, and a non-resident's salary at 20%. A foreigner who spends more than 182 days in the country in any 12-month period is a resident from the first day of presence and pays 12% instead of 20%.
- Deduction for card spending. Expenses paid in Tajikistan by card or from a bank account reduce taxable income by up to 10% of income, capped at $1,300 (11,700 somoni) in 2026. Education, medical treatment, mortgage interest, life insurance and voluntary pension contributions count, confirmed by receipts or bank documents.
- Simplified regime for small business. Until income exceeds $110,000 (1 million somoni) over 12 months, a business pays 6% of turnover, and this tax replaces corporate income tax and value added tax. With income of $55,000 (500,000 somoni) a year the tax is $3,300 (30,000 somoni).
- Patent for a sole trader. This is a fixed monthly payment that already includes income tax and social tax. It suits people who work without employees and without foreign trade, with income of up to $22,000 (200,000 somoni) a year.
- Tax treaties. Under Tajikistan's double tax treaties, withholding tax on dividends can be lower than the domestic 12%, and the recipient gives the tax agent a tax residency certificate before the payment. A resident of Tajikistan who paid tax abroad credits it up to the Tajik tax on the same income.
- Selling a home after two years of ownership. A gain on a flat or house owned for at least 2 years and not used in business is not taxed (Article 189 of the Tax Code).
Which option pays off depends on the source of income, the number of days in the country and the regime. Our manager calculates your tax burden and chooses a legal structure, and Murblz support sets it up: registration, a residency certificate and applying the tax treaty.
Pitfalls: who Tajikistan's tax system does not suit
Low rates do not mean a predictable environment. Here is who should think three times before becoming a Tajik tax resident.
Anyone counting on territorial taxation. A resident pays tax on worldwide income. There is currently no regime that leaves foreign income untaxed: dividends and capital gains from abroad fall into the Tajik base. The 2026 bill promises to exempt some foreign income, but the list has not been disclosed.
Tajik citizens living abroad. Citizenship is written into the Code as a ground for residency. What decides your status is not where you live but whether you can prove residency elsewhere with documents.
Anyone planning to split a business. The $110,000 (1 million somoni) threshold is counted with related parties, and leaving value added tax takes at least 36 months.
Service companies with long assignments. 90 days of services through employees create a permanent establishment, counted over any continuous 12-month period, not the calendar year.
Owners of powerful cars. After the 2026 amendments a car above 350 horsepower is taxed at 23.4 somoni for every horsepower a year, and the tax must be paid before the inspection or the car will not pass.
Anyone who trusts random articles. Search results are full of 2012 Code rates and pre-2025 vehicle tax figures, and car tax has been raised twice since May 2025. Check any number against the current version of the Code and the Tax Committee website before filing.
Who benefits from Tajik taxes
Employees with a single job: 12% with no progression and a simple calculation. Exporters: zero value added tax on most exported goods. Small traders and craftspeople earning up to $22,000 (200,000 somoni) a year: a fixed patent and minimal reporting. And home owners: tax on a flat in the capital runs to hundreds, not thousands, of somoni a year.
