Investment property: Tajikistan

Tajikistan is a small market driven almost entirely by domestic demand, centered on Dushanbe.

All land in the country is exclusively state property, and foreigners were allowed to buy housing only in 2026, and only in areas to be designated by the government. Tajikistan has no residence or citizenship program tied to property. Frankly, it is hard to treat Tajikistan as an investment market for non-residents: liquidity is low and legal protection for a foreign owner is weaker than in open markets.

Property tax in Tajikistan in 2026

The tax is based on floor area, not market value (Article 348 of the Tax Code): the rate is a percentage of the calculation indicator, 78 somoni in 2026, per square metre, multiplied by a regional coefficient. The owner, or whoever uses the property, pays.

Regional coefficient: Dushanbe 1.0; Khujand, Bokhtar and Kulob 0.8; other towns 0.6 and lower, down to 0.1 in mountain villages. In Dushanbe, Khujand, Bokhtar and Kulob the rates for retail and business premises are doubled; housing is not.

Example. A 70 m² flat in Dushanbe: 2.34 somoni per metre, about 164 somoni a year, under $18. The same flat in Khujand: about 131 somoni. A 300 m² shop in Dushanbe: the 15% rate doubles to 30%, about 7,020 somoni a year.

How and when to pay

  • The tax office prepares the assessment by 1 February and sends a notice to the taxpayer's online account.
  • Payment is in four equal instalments by 15 February, 15 May, 15 August and 15 November, or in one go.
  • New property must be reported to the tax office within 30 calendar days.
  • If no notice arrives, the obligation remains: get the assessment from the tax office where the property is located.
  • All land belongs to the state, so a homeowner also pays land tax on the plot at the cadastral zone's rates.

Land, registration and a foreigner's rights

  • Under the constitution land in Tajikistan belongs to the state. Individuals and companies, including foreign investors, receive the right to use a plot, while ownership is registered for buildings and flats.
  • Foreign citizens and companies are granted plots only for fixed-term use.
  • Ownership is registered in the state real estate register; without registration the deal does not protect the buyer.
  • Purchase money is best routed through a bank with proof of source so that it can be lawfully taken out after a sale.

FAQ

Can a foreigner buy property in Tajikistan?
Housing only in areas to be designated by the government: that is what the amendments passed by parliament in June 2026 provide. Until the list is published, a flat is not registered to a foreigner. Land is granted to foreigners only for fixed-term use.
Does buying property in Tajikistan give you residence?
No. Tajikistan has no residence or citizenship program tied to real estate. Residence permits are issued on other grounds - employment, business or family.
