Investment property: Monaco

Monaco is the most expensive housing market in the world: a tiny territory, almost no free land and steady demand from wealthy buyers worldwide.

Foreigners buy property in the principality with no restrictions by citizenship. There is no residence-by-purchase programme, but owned or rented housing is required for a residence card, so buying a flat often becomes part of a relocation plan.

Where people buy

The most expensive districts are Monte-Carlo and Larvotto by the sea, with sea-view flats within walking distance of the casino and beaches. Cheaper per square metre are Fontvieille, Moneghetti and Jardin Exotique, with more family flats and parking spaces. The new Mareterra district, built on about six hectares of land reclaimed from the sea, added a small number of luxury houses and flats to the market.

The registration duty rates have applied since 2023 under Law No. 1.548. A transparent company is one whose members are known and are themselves liable for tax, such as a civil company for holding property. We choose the ownership structure before the preliminary agreement is signed: it affects both the charges and inheritance.

How a purchase works

  1. Choice of property for the goal: a family home, a base for a residence card, long-term holding.
  2. Property check: the seller's title, building rules, running costs, renovation permits.
  3. Preliminary agreement before a notary and a deposit, usually about 10%.
  4. Proof of the source of money: the notary and the bank check the buyer's funds.
  5. Final deed before the notary, payment and registration of title.

Two to three months usually pass between the preliminary agreement and the final deed. A mortgage is possible, but Monaco banks lend mainly to clients who keep capital with them.

Owner's taxes

Monaco residents, except French citizens, pay no income tax. Individuals pay no capital gains tax in Monaco on a sale, but non-residents may owe it in their own country. If the property is rented out, the income is taxed under the rules of the owner's country of residence, and we review companies with rental income separately.

Risks to know about

  • A very high entry threshold: even a small flat costs several million euro.
  • Little supply, and the best properties sell without wide advertising.
  • Strict source of funds checks: since 2024 Monaco has been under increased monitoring by the international anti-money laundering body, and notaries and banks check buyers especially thoroughly.
  • High building service and parking costs, worth calculating in advance.
