Investment property: Moldova
Moldova is a small market centred on Chișinău.
A foreigner can buy an apartment, house or commercial premises, but not agricultural or forest land: under the Land Code only Moldovan citizens may buy it, and a foreigner who inherits such land must sell it within a year, according to the Government of Moldova.
What housing costs in Chișinău
According to a study by the state agency Invest Moldova in its 2026 investor guide, the average apartment price in Chișinău rose from EUR 1,030 per square metre in 2022 to EUR 1,540 in 2024 and EUR 1,720 in 2025, about $1,930. But the market is cooling: in the first nine months of 2025, transactions with apartments and houses in Chișinău fell by 54% year on year to 5,335, and a listing now stays up for about four months on average. The agency puts residential yields at 5.6-6.5% in 2025, and office yields at 11.2% for Class A and 8.3% for Class B with occupancy around 88%.

How the purchase works
- Purpose. A home for yourself, business premises or a conservative investment in the capital: this decides the property.
- Legal due diligence. Title in the real estate register, the property's history, encumbrances and seizures.
- Notarised contract. A notary certifies the deal; documents issued abroad are apostilled and translated into Romanian.
- Title registration. Ownership is registered in the real estate register.
- Account and payment. Payment through a bank with proof of source of funds.
Does buying give residence
Buying a home does not give a status by itself, and the citizenship by investment programme has been closed since 2020. Investors get residence under Law 200/2010 on foreigners: a temporary permit is available to shareholders of Moldovan companies with foreign investment, based on the amount invested or jobs created. After 5 years of continuous temporary residence you can obtain permanent residence, or after 3 years for spouses of Moldovan citizens. Without a visa or permit a foreigner may stay up to 90 days in any 180.
Who buying in Moldova suits
Moldova is a niche market. A purchase makes sense for people with a personal or business link to the country: family in Chișinău, a business you are setting up here, long-term office rental for your own company. As an abstract investment the market is riskier: transactions have halved, and residential yields are lower than office yields.
