Permanent residence in Serbia is granted after 3 years of continuous residence on a residence permit. Before the amendments to the Law on Foreigners the wait was 5 years, so the route is now almost twice as short. There is no language exam, the law sets no separate income threshold, and the fees come to about $250 per person.
Serbian permanent residence is indefinite: it is not renewed, it lets you work without permits and after 3 years you can apply for citizenship. Only time on a valid residence permit or single permit counts. Time spent on visa-free entry and gaps between permits reset the clock, so a new permit is filed before the old one expires.

Who can apply for permanent residence in Serbia
You can apply if you have lived in Serbia for 3 years in a row on a residence permit or a single permit for residence and work. The ground may change over that time: for example, employment first and then your own company. What matters is that there is not a single day of gap between permits.
Three groups get permanent residence without the three years:
- a minor child with at least one parent who is a Serbian citizen or a permanent resident;
- a foreigner of Serbian origin, or someone born in Serbia who held Serbian citizenship;
- a foreigner whose permanent residence serves the interests of the state, on a ministry's proposal.
The application goes to the police administration at your place of residence no earlier than 60 days before your permit expires and no later than its last day. You cannot file earlier, and filing late means the three years start again.
Family members count their own time: a spouse and children who arrived later wait for their own three years on a residence permit. If the family moves together, the documents are prepared as one file and everyone's dates match.
How residence time and absences are counted
The three years are counted by actual life in the country, not by the dates on the card. The law allows absences: several trips totalling up to 10 months over three years, or a single trip of up to 6 months. Anyone who spent longer abroad will not prove residence, even if the permit was valid the whole time.
Changing the ground does not break the period if the new permit is issued without a gap. A switch from employment to your own company or sole proprietorship counts towards the same three years, but the new permit is applied for before the old one expires.
The police check absences against passport stamps and border data, so long trips should be planned in advance. Your registered address is checked too: you must live where you are registered and update the address with the police when you move.
After permanent residence is granted the rule is looser but the consequences are harsher: the status ends if you live abroad for more than a year in a row or move to another country. Short trips do not affect it.
Documents for permanent residence in Serbia

- proof of means of support: salary certificate, bank statement or company income;
- health insurance valid in Serbia;

Foreign documents need an apostille and a translation by a Serbian sworn translator. Certificates from Serbian authorities must be recent, issued for the filing date: an outdated paper is a reason to return the file.
Language and exams
Serbian permanent residence requires neither a Serbian language exam nor a history or civics test. Documents are filed in Serbian, so translations and dealings with the police fall to the applicant or their representative.
Language is not tested at the next step, citizenship, either. There another condition appears: a statement on leaving your previous citizenship, unless you fall under the exceptions for spouses of Serbian citizens and descendants of Serbs.

Permanent residence suits those who want to live and work in Serbia without renewals but are not ready to give up their own passport: citizenship is not needed to live in the country.

Restrictions for specific nationalities
The Law on Foreigners does not divide applicants by nationality: the conditions for permanent residence are the same for everyone. The difference lies in entry and checks. Citizens of Russia, Belarus, Kazakhstan and China enter Serbia visa-free for 30 days; citizens of Ukraine, the European Union and the United States for 90 days within six months.
Every applicant is screened by the security service, and a refusal on its recommendation is not explained. For Russian and Belarusian citizens the practical difficulties are more often with banks: an account used as proof of means is opened in person with documents on the source of funds.
Serbia is not in the European Union, so EU citizens get residence permits and permanent residence on general grounds, without a simplified procedure. The three-years-without-gaps rule applies to every applicant alike.
