Permanent residence in Azerbaijan comes quickly by regional standards: after 2 years of living on a temporary residence permit. But it is not granted to everyone who has lived that long, only on the grounds in the Migration Code: kinship with a citizen, property or a deposit, investment, work as a highly qualified specialist, heading a company or entrepreneurship.

The thresholds for permanent residence are higher than for temporary: a temporary permit is granted with property or a deposit from $59,000, while permanent residence needs $120,000. If the value of the home or the deposit falls below the threshold, the ground is lost.

Who can apply for permanent residence in Azerbaijan
Foreigners who have lived in Azerbaijan continuously for at least 2 years on a temporary residence permit and have one of the grounds named in the code can apply. Time alone is not enough: an ordinary work permit for employment does not lead to permanent status.
Three groups most often get permanent residence:
- spouses and close relatives of Azerbaijani citizens;
- owners of a home or a fixed deposit worth at least $120,000 and investors who have put at least $300,000 into the economy;
- highly qualified specialists, heads of companies with foreign capital and entrepreneurs.
The application is filed with the State Migration Service while the temporary permit is valid, without waiting for its last days: processing takes up to 3 months, and you must remain in the country legally throughout.
Family members file separate applications. The spouse and minor children of a foreigner who already has permanent residence get a ground as members of the family, but they too need their own 2 years of temporary residence.
How residence time and absences are counted
Residence is continuous if the foreigner has not been outside the country for more than 90 days within 180. A long trip resets the period, even if the permit remained valid all that time.
The migration service checks absences against border service data and the place of residence against registration: a foreigner must register at an address within 15 days of arrival and re-register on moving.
The ground must be kept until the decision. A sold flat, a deposit closed early, a dissolved marriage or a specialist's dismissal means that both the temporary permit and the application for permanent residence lapse.
Documents for permanent residence in Azerbaijan
- the migration service's application form and photographs;
- a passport and its notarised translation into Azerbaijani;
- a valid temporary residence permit;
- the document for the ground: a marriage or kinship certificate, an extract from the property register, a bank certificate of the deposit, investment documents or an employment contract;
- proof of means of subsistence for yourself and your family;
- proof of housing: a title deed or a lease;
- a medical certificate confirming the absence of dangerous diseases;
- the fee receipt.
Foreign documents need an apostille or consular legalisation and a notarised translation. The value of the home is confirmed by an official valuation and the deposit by a bank certificate: if the amount changes, the bank itself informs the migration service.
Language and exams
The exam is mandatory. A commission of representatives of the migration service, the Ministry of Justice and the Ministry of Education tests knowledge of the state language and of the rights and obligations the law gives foreigners. Without the commission's positive conclusion permanent residence is not granted.
It is worth preparing in advance: the questions cover the Migration Code, registration, work and taxes, and you need to speak Azerbaijani at an everyday level. For citizenship, language knowledge is proved by a separate document.

The application is processed within 3 months. Money put into property or a deposit is not a fee: these are your assets, but you cannot sell the home or withdraw the deposit without losing the status.

The law does not stop you applying for permanent residence on your own. But mistakes cost more than the fee: an absence of more than 90 days that interrupts the period, a home valued below the threshold, a deposit reduced too early and a commission exam you did not prepare for. Why permanent residence is refused in Azerbaijan
- absences longer than 90 days within 180;
- the ground is lost: the home sold, the deposit reduced, the marriage dissolved;
- the commission did not confirm knowledge of the language, rights and obligations;
- no registration at the place of residence, or it has expired;
- no proven means of subsistence;
- a security service conclusion or a record of breaches of migration rules.

Permanent residence suits those who live and do business in Azerbaijan but are not ready to give up their passport: the country does not recognise a second citizenship, and its citizens must report acquiring another one.
