Canada is one of the few countries that grants permanent residence at once, without years on a temporary status. A specialist with experience, language skills and a degree applies from abroad, receives points and an invitation, and six months later enters already a permanent resident. Those working in the country on a temporary permit need only a year of skilled work.

Temporary work and study do not lead to permanent status on their own: only one of the selection programmes does. For 2026 Canada plans to admit 380,000 new permanent residents. Points in the selection system are awarded for age, education, language and experience; a job offer and a Canadian diploma add more. Draws are held by overall ranking and by category: French, healthcare, engineering and trades. A provincial nomination adds 600 points and practically guarantees an invitation.

Who can apply for permanent residence in Canada

Those who qualify for one of the programmes can apply. The economic programmes assess the applicant: age, experience, language and education. The family programmes rest on kinship with a Canadian citizen or permanent resident who undertakes to support the family.

There are three main routes:

  • specialists with at least a year of skilled work experience: abroad within the last 10 years, or in Canada within the last 3;
  • provincial candidates: with a job offer, a local diploma, an occupation on the province's list or their own business there;
  • spouses, partners and children of Canadian citizens and permanent residents.

In the economic programmes you first create a profile and wait for an invitation; after it you have 60 days to file the complete application. The principal applicant's spouse and children get status together with them on one application.

New applications for parents and grandparents are paused; a long visitor visa remains for them. The federal programme for startup founders is closed to new applications, and business immigration is run by the provinces; more on the page about Canadian permanent residence through business.

How residence time and absences are counted

The Canadian Experience Class requires a year of full-time skilled work in Canada within the last 3 years. Work during full-time study and self-employment do not count towards that year. To apply from abroad you do not need to live in Canada at all.

After status is granted a residency obligation applies: in every 5 years you must spend at least 730 days in Canada. Days abroad accompanying a spouse who is a Canadian citizen count. Anyone short of 730 days risks losing status on entry or when renewing the card.

The permanent resident card is issued for 5 years: it is needed to return to the country by air. The status itself does not depend on the card's validity.

Documents for permanent residence in Canada

  • a passport and photographs;
  • language test results no older than 2 years;
  • an assessment of your foreign degree by a designated organisation;
  • employer letters stating position, duties, hours and salary;
  • bank statements proving settlement funds;
  • police certificates from every country where you have lived for more than 6 months since age 18;
  • a medical examination by a physician on the immigration service's list;
  • marriage and birth certificates for family members;
  • biometrics and fee receipts.

Documents not in English or French are filed with a certified translation. The employer letter must match the occupation code in the application: a mismatch in duties is the most common reason for refusal in the economic programmes.

Language and exams

In the economic programmes language is mandatory and is proved only by an official test. Applying from abroad requires a confident level in all four skills, reading, writing, listening and speaking, and every point above the threshold noticeably raises your ranking. Good French brings extra points and separate draws.

The family programmes require no language. It is needed later: applicants aged 18 to 54 prove language skills and take a test about the country for citizenship.

The permanent residence fee is about $1,200 per adult, including the right of permanent residence fee, and about $200 per child. Sponsoring a spouse costs about $900.

Express Entry applications are processed in about 6 months after the complete file is submitted. A provincial nomination and spousal sponsorship take about a year or more.

Funds in the account are not a payment: you show them and they stay yours. A family of three needs about $17,000. The language test, degree assessment, medical examination and translations are paid separately.

In Canada applications are refused over one line in an employer letter

The law does not stop you applying for permanent residence on your own. But mistakes cost more than the fees: duties in a letter that did not match the occupation code, points counted from an expired test, unexplained money in the account and an inaccuracy that brings a 5-year ban on entry. We count points from documents, choose the programme and province, check employer letters and statements before filing and see the application through to confirmation of status.

Why permanent residence is refused in Canada

  • the duties in the employer letter do not match the declared occupation;
  • fewer points than in the profile: the test expired, or the degree or experience was not confirmed;
  • funds appeared in the account just before filing and are unexplained;
  • inaccurate or false information, which brings a 5-year ban on entry;
  • medical inadmissibility or a criminal record;
  • a marriage entered into for immigration;
  • the applicant has not shown an intention to live in the nominating province.

A profile in the selection system is a declaration you answer for: every figure is later checked against documents. So we count points only from documents you already hold.

A permanent resident lives, works and studies in Canada without permits and uses provincial healthcare. The difference from a citizen is the residency obligation and the absence of a vote and a Canadian passport.

Restrictions for specific nationalities

The programmes are open to citizens of all countries, but entry procedures and timelines differ. Citizens of visa-exempt countries need only an electronic travel authorisation to visit, while citizens of others, including Russia, Belarus, Kazakhstan and Ukraine, need a visa and biometrics, and timelines depend on the country of filing.

Biometrics are taken at a visa application centre, and not every country has one, so the trip to give fingerprints is planned in advance. People on Canada's sanctions lists are barred from entry. The source of funds is checked for everyone, and with income from several countries documents are gathered for several years back.
