Permanent residence in Thailand is granted to those who have lived in the country for at least 3 years in a row on a non-immigrant visa with annual extensions: working, running a business, investing or living with family. The status is indefinite and ends the yearly visa renewals, but few people get it: no more than 100 a year per country.
Applications are accepted once a year, every applicant is interviewed in Thai, and the approval fee is about $5,700. Below: which categories exist, how the three years are counted, what documents you need, why applications are refused and how the rules differ by nationality.

The three years are counted as annual extensions of a non-immigrant visa in a row, without a single gap, and the visa must be valid on the filing date. You choose the category by your ground: it determines the documents and the income threshold.
The income threshold for the family category depends on family composition and the spouses' age: ask an expert. The Privilege programme card does not lead to permanent residence: years on it do not count. We explain how it differs from a regular visa on our Thailand residence page.
Who can apply for permanent residence in Thailand
You can apply if you hold a valid passport of your country, have lived in Thailand for at least 3 years in a row on a non-immigrant visa with annual extensions and fit one of the categories: employment, own company, investment, family or expert.
Besides the period, the Immigration Commission checks:
- income and personal income tax paid: the returns for the qualifying years must match your salary and work permit;
- a clean record: a Thai police certificate and a certificate from your country of citizenship for applicants aged 14 and over;
- health: a certificate from a Thai hospital no older than 3 months;
- an address in Thailand: a lease or a house registration book;
- knowledge of Thai at the interview.
Each year permanent residence goes to no more than 100 citizens of each country and no more than 50 stateless persons. Applications are accepted once a year, in a short window after the quota is announced: in 2026 it ran from 9 March to 3 April. Those who miss it wait for the next year.
The application is filed in person at the Immigration Bureau in Bangkok or at the immigration office of your province. A spouse and children file their own applications and must also have lived three years on annual extensions.
While the application is processed, your temporary permission to stay is extended until the decision, so you remain in the country lawfully.
How residence time and absences are counted
The law sets no maximum number of days of absence: what matters is that the annual extensions run in a row. You may leave only with a re-entry permit. Without it the extension is cancelled at the border and the three years start again.
A change of employer does not reset the period if the visa and work permit are extended without a gap. But on the filing date you must have worked for your current employer for at least a year, so changing jobs before filing works against you.
The same rule applies while the application is processed: leaving without a re-entry permit ends the extension of stay.
After permanent residence is granted the rule is different. The residence certificate is indefinite but stops being valid if you leave without a re-entry endorsement. The endorsement is valid for a year: in that time you can leave and return as often as you like, and if you do not return within the year the status is lost.
A lost status can be recovered through the Immigration Commission for a valid reason. Such applicants are considered outside the quota.
Documents for permanent residence in Thailand

- valid passport and previous passports for three years with extension stamps and re-entry permits;
- work permit and the history of its renewals, for those who work;
- employer's letter on position and salary, company registration documents and accounts;
- personal tax returns for the qualifying years and proof of tax paid;
- bank statements for 12 months;
- criminal record certificates from Thailand and from your country of citizenship;
- medical certificate from a Thai hospital no older than 3 months;
- proof of address: a lease or a house registration book, a map of the route to your home and workplace;
- category documents: marriage and birth certificates, a bank letter on the transfer of the investment from abroad, diplomas and an agency letter.
Foreign documents are translated into Thai and legalised at the embassy and at the Ministry of Foreign Affairs of Thailand. The file usually exceeds 100 pages, and any mismatch between salary, work permit and taxes becomes a reason for refusal.
Language and exams
No separate language certificate is required, but Thai is tested in practice. Every applicant is interviewed by Immigration Bureau officers in Thai, and the interview is recorded on video. Then comes a written multiple-choice test, also in Thai, with questions about the country, its geography and culture.
Applicants are scored on a 100-point scale, and at least 50 points are needed for the case to go to the Commission. Conversational level is enough: understanding questions about yourself, your work and family and answering them without an interpreter.
For citizenship the requirements are higher: you must speak and understand Thai well and sing the national and royal anthems.

Permanent residence costs one applicant about $6,000 in government fees: about $230 on filing and about $5,700 after approval. For spouses and children under 20 of Thai citizens and permanent residents the second fee is reduced to about $2,900.
The law sets no processing time. In practice it takes one to two years from filing to the decision: first the document check and the interview, then the Immigration Commission and approval by the Minister of the Interior.
After the approval letter you have 30 days to collect the residence certificate. Then the police at your place of residence issue an alien registration book, and the district office enters you in the house registration book.
The certificate itself does not need renewing. Only the re-entry endorsement is renewed each year, if you travel abroad. Dollar amounts use the Bank of Thailand rate of 7 October 2026.

Why permanent residence is refused in Thailand
- a gap in annual visa extensions or fewer than three years in a row on the filing date;
- salary, work permit and tax paid do not match, or income is below the threshold;
- a change of employer less than a year before filing;
- weak Thai at the interview and fewer than 50 points out of 100;
- a criminal record in Thailand or abroad;

Permanent residence suits those who have lived and worked in Thailand for years and want to end the yearly visa renewals. It gives neither a passport nor a vote, and a work permit remains mandatory.

Restrictions for specific nationalities
The law does not divide applicants by nationality, but the quota is counted per country: no more than 100 people a year from each, all categories together. For countries with many nationals living in Thailand, competition within the quota is tougher. Investors with $300,000 or more are admitted above the quota.
Since 15 September 2026 citizens of Russia, Kazakhstan, Ukraine, European Union countries and the United States enter Thailand visa-free for 30 days. Citizens of Belarus can get a visa on arrival for 15 days. These days do not count towards the three years: the route to permanent residence starts with a non-immigrant visa for work, family or investment.
There are no separate restrictions for Russian or Belarusian citizens in the procedure itself. The criminal record certificate from your country of citizenship is legalised at the embassy and at the Ministry of Foreign Affairs of Thailand, so it is ordered in advance, before the intake window opens.
