Azerbaijani citizenship in 2026: how to get it
Five years of living in the country, Azerbaijani language and a presidential decision - and the country does not recognise a second passport. We cover the routes to citizenship, the residence permit as a first step and what the passport gives.

Azerbaijan grants citizenship after 5 years of living in the country with a document proving knowledge of Azerbaijani, but it does not recognise a second passport. There is no citizenship by investment programme: investments and property purchases give only a residence permit, and citizenship is decided by the President.
How to get Azerbaijani citizenship in 2026

Admission is governed by Article 14 of the Law on Citizenship of the Republic of Azerbaijan. The application is filed with the State Migration Service, and the President decides under Article 109 of the Constitution. Applicants who threaten national security or advocate the violent overthrow of the state can be refused.
Where to start: a residence permit
The 5 years for citizenship count from lawful life in the country, so the first step is a temporary residence permit. The most common grounds for a foreigner are:
- an investment in the Azerbaijani economy from 500,000 manat, about $294,200;
- property in the country from 100,000 manat, about $58,900;
- a deposit in an Azerbaijani bank from 100,000 manat, about $58,900.
The first permit is issued for a year, then renewed for up to 2 years, with an adult fee of about $80 a year. After 2 years of continuous temporary residence you can obtain permanent residence, for example with property or a deposit from 200,000 manat, about $117,700. Months without a valid permit do not count towards the five years, so the permit is renewed in advance with no gaps. It is also best to start learning the language in the first year: the document proving it is needed at the time of application.
One practical detail: Azerbaijan's land borders are closed until 2 January 2027, so entry and exit are through airports.
The 5 years count only with a valid permit
The law does not forbid applying for Azerbaijani citizenship on your own. But mistakes cost more than the fees: gaps between residence permits that restart the five-year period, an investment or deposit below the threshold, late registration at your address, a language document in the wrong format. Dual citizenship
Article 10 of the Law on Citizenship does not recognise an Azerbaijani citizen's membership of another country's citizenship, except in cases provided for by international treaties. For Azerbaijan you will be only its citizen, and a second passport is not taken into account there.
So those for whom the previous passport matters are usually better served by a residence permit: it gives the right to live in the country, work with a permit, buy property and pay local taxes. Taxes are covered on the page taxes in Azerbaijan.
What an Azerbaijani passport gives
An Azerbaijani passport gives entry without a prior visa to 67 of 227 countries and territories. Russia, Turkey, Georgia, Kazakhstan, the UAE and China are visa-free, while Schengen, the UK, the USA and Canada require a visa.
