Inside Azerbaijan money moves between banks through the Central Bank's instant payment system, which connects banks, the national postal operator and the treasury. So once money is credited to an account at one bank, the recipient quickly moves it to their card at another.

A card or an account: what the recipient in Azerbaijan should choose

For small sums a card transfer is more convenient for the family: only the card number and the recipient's name are needed. Cards have the issuing bank's limits, and on a payment from abroad the bank will ask about the purpose, so the purpose is written straight away. For a large sum an account is more reliable: the 28-character account number (two letters for the country code, two check digits, four characters for the bank code and 20 digits for the account) is issued by the recipient's bank together with the bank details. Currency arrives in the account with no mandatory exchange, and the statement later confirms the source of the money.

A foreigner opens an account in Azerbaijan with a passport and a notarised translation into Azerbaijani, a tax number that many banks require and proof of address. Banks have become more thorough in recent years: the decision depends on citizenship, the country of residence and the documents on the money, so it is worth having more than one bank in reserve.

If the recipient's bank holds a payment, it says which documents it needs. A verbal explanation is not enough: the bank expects a contract, a statement or another document that links the money to its source.

Manats or dollars: which currency to hold the money in

The Central Bank holds the official manat rate at 1.70 per dollar, so for a recipient in Azerbaijan dollars and manats are almost equivalent in the short term. The practical difference is in tax and insurance: interest on manat deposits up to 200 manats a month is not taxed, and the maximum rate for deposit insurance is higher in manats than in foreign currency, 12% against 2.5%. So money for spending and deposits is convenient to hold in manats, and an amount that will later be sent onward in dollars, to avoid paying for a double exchange.

What changed in summer and autumn 2026

In summer 2026 the set of money transfer services on the Azerbaijan route changed. Checked on 9 October 2026: the services credit dollars to an Azerbaijani bank card by its number, and small family transfers also go by bank transfer to an account or card, the same path large sums have always taken. If your usual method has changed, working lawful options exist: describe your situation to a manager, and they will choose a path for your amount.

On the sender's side the bank matters: a transfer from Kazakhstan, Turkey or the European Union to Azerbaijan goes through banks that have correspondent relationships with Azerbaijani banks, and each bank has its own timing and tariffs. The sender's bank states them before the transfer, so it is worth comparing the final amount the recipient will get, not just the fee. How to prepare a transfer to Azerbaijan: 4 steps

  1. Card or account. A card is enough to help family; a large sum, a home purchase or a deposit needs an account.
  2. An account on a visit. A passport with a notarised translation into Azerbaijani, a tax number and proof of address; the bank is chosen in advance for your citizenship.
  3. Documents on the money. For an amount from $10,000: statements, income certificates, property sale contracts or inheritance documents.
  4. The route from your country. Check in which currency and through which correspondent banks the sender's bank currently makes payments to Azerbaijan, and send a small test transfer.

If the transfer is for a deposit for a residence permit, after crediting the bank issues a deposit certificate, and the migration service decides within 15 or 20 business days.

A transfer to a relative in Azerbaijan: bank details and payment purpose

For the money to arrive the first time, the recipient sends the sender the details from their bank's app: the name in Latin letters as written in the passport and at the bank, the 28-character account number, the bank's name and its international code. For a card transfer the card number and name are enough, but a large sum is more reliably sent to an account.

The payment purpose is written specifically: help for a mother's medical treatment, tuition payment, a transfer of own funds to one's own account. The Azerbaijani bank matches the purpose with the documents and credits the money on the usual timeline, and the crediting statement will later be useful for a deposit, a home purchase and a transfer back.

The $59,000 threshold is no accident: it is both the deposit that gives a basis for a residence permit and the deposit insurance limit for one person at one bank. A deposit from 100,000 manats and a residence permit

A term deposit from 100,000 manats, about $59,000, at a bank operating in Azerbaijan is in itself a basis for a temporary residence permit; property for the same amount gives the same basis. If the deposit falls below the threshold or the agreement is terminated, the bank informs the migration service within 3 business days, and the basis lapses. The bank issues the deposit certificate for the migration service, and it is certified by a notary.

The Deposit Insurance Fund pays out up to 100,000 manats per person at one bank, but only if the rate is not above the maximum: 12% a year in manats and 2.5% in foreign currency. Money for a flat in Baku: what to check before the transfer

A foreigner buys a flat, a house or commercial premises in Azerbaijan in their own name without permits, and land only on lease. A square metre in a Baku new build cost about $1,700 on average in summer 2026, and the buyer's state charges on the deal are about $230, including the Baku notary fee of $170 (280 manats). Money for the purchase is better sent to your own account at an Azerbaijani bank in advance: the notary certifies the contract, and by then the bank has already checked the source of funds. Property from $59,000 (100,000 manats) gives a basis for a temporary residence permit, and from $120,000 (200,000 manats) for a permanent one, but this needs an extract on the ownership right: a new build without one does not qualify. Taxes in Azerbaijan on incoming money and interest

A transfer to Azerbaijan itself is not taxed. Tax arises on income: deposit interest is taxed at 10% at source, but interest on manat deposits up to 200 manats a month, about $120, at each bank is not taxed. A tax resident is someone who has spent more than 182 days in Azerbaijan in a calendar year; a resident pays tax on worldwide income, a non-resident only on Azerbaijani income.
