Euros and dollars in Algeria: what the Bank of Algeria allows
A 2007 Bank of Algeria regulation allows anyone, resident or not, to hold one or more foreign-currency accounts at an Algerian bank, current or term. For a foreigner the procedure is set out in a 2009 regulation: the foreign-currency account is funded by transfers from abroad, and from it you pay in dinars inside the country, transfer to another foreign-currency account or send money back abroad. There is no credit beyond the balance on such an account.
For Algerian citizens living in the country and abroad, a Bank of Algeria instruction of 19 June 2018 confirms that deposits in freely convertible currency are accepted with no limit on the amount. The dollar rate barely moved in early October 2026:

Deposit insurance in Algeria: 2,000,000 dinars per depositor
Deposits at Algerian banks are protected by the deposit guarantee system. Since 15 March 2020 it repays up to 2,000,000 dinars, or $15,000, per depositor at one bank, with deposits in all currencies added together. Before that, from 2004, the limit was 600,000 dinars ($4,500). The depositor is paid within 6 months.
