Investment property: Hungary
Hungary is a market with a clear center of gravity in Budapest: the capital attracts most non-resident demand, from historic apartments in Pest to new builds along the Danube.
Foreigners can buy property, but citizens of non-EU countries need a permit from the local administrative office - in practice usually a formality with a clear procedure and timeline. Residency is a subtler matter: in 2024 Hungary launched its guest investor program, which includes investment in real estate funds among its options, but the route to residency through direct purchase of a home was removed from the law before it ever took effect. So buying an apartment does not by itself grant residency, and claims to the contrary deserve scrutiny.

Can a foreigner buy property in Hungary
A non-EU citizen buys property in Hungary, other than agricultural and forestry land, with a preliminary permit from the Capital or County Government Office where the property is located. EU citizens do not need this permit.

Example: a 50 m² resale flat in Budapest for 65 million forints, about $198,800. The 4% duty is about $7,955 and a lawyer at 1% of the price with VAT about $2,525, together about $10,480 on top of the price. The tax authority assesses the duty after registration, and if the deal needs a permit, from the date of the last permit. A first-time buyer under 35 pays no duty on the part of the value up to 15 million forints, about $45,900. Amounts are at about 327 forints per dollar on 6 October 2026, rounded up.

Renting out
A flat in Hungary can be let long term, but short-term letting in Budapest has become stricter. From 1 January 2025 to 31 December 2026 a moratorium applies in the capital: no new flats are registered for short-term rental, while those already registered may continue if they meet the reporting rules and pay taxes. In Budapest's District VI private short-term letting has been banned completely since 1 January 2026, and Hungary's Supreme Court upheld the ban in November 2025.
So we check a flat intended for short stays separately: whether it has a valid registration and which district it is in. Rental income is subject to 15% personal income tax, and for long-term letting we calculate the yield after tax, management costs and possible vacancies.
How to check a flat before buying
The key document is the land registry extract. It shows the owner, mortgages, sale bans and lifetime usufruct, which in Hungary is often kept by the seller's elderly relatives: a flat with such a right can be bought, but the new owner cannot live there while it lasts. Such entries are removed before the deal or reflected in the price.
We also check arrears on building charges and utility bills, the energy certificate, without which a flat cannot legally be sold, and permits for any alterations. For a flat meant for short lets, we check its valid short-term rental registration and the district's rules.
Restrictions by citizenship
Hungary has no separate ban for any non-EU citizenship: a buyer from any non-EU country gets the same government office permit. The bank and the lawyer are stricter. They check the source of funds and sanctions lists, and the deal cannot go ahead without them, so income documents are prepared before the deposit.
Whether Hungarian tax on rent can be credited at home depends on your country's tax treaty with Hungary; Russia, for example, suspended its treaty in 2023.

Central Pest and leafy Buda cost noticeably more than the outskirts, and new builds cost almost one and a half times as much as resale homes. Flats in Debrecen, Szeged, Pécs and around Lake Balaton are cheaper than in the capital. Districts and rents are in the Budapest guide.
Owner taxes: rent and sale
- Annual. A building tax is set by municipalities; we check the rate for the property's address.
- Rent. Rental income is taxed at 15%.
- Sale. Profit is taxed at 15%, but the tax falls with each year of ownership and is zero after 5 years.
- Residence. You become a Hungarian tax resident after 183 days in the country in a year or with a permanent home there.

Does buying property give residence in Hungary
No. A home purchase is not part of the guest investor programme. The 10-year permit is granted for investing from €250,000, about $281,750, in a real estate fund, which is an investment, not a flat you own. Conditions are on the page Hungary residence by investment.
How to buy property in Hungary remotely
By law a lawyer drafts and countersigns the purchase contract in Hungary, and a representative with a power of attorney can sign it for the buyer. The power of attorney is made before a notary in your country with an apostille and a Hungarian translation. Through the lawyer you apply for the non-EU buyer permit, check the land registry and register the title.
For the deal you prepare a passport, documents on the source of funds and, if buying through a company, its incorporation documents and beneficial owner details. Buyers usually come in person only to open a bank account.
Hungarian banks lend mainly to people with income and tax residence in Hungary, so foreigners more often pay with their own funds. The money goes to the lawyer's escrow account or directly to the seller under the contract terms, and the buyer's bank checks its source before the transfer.
Who gets refused
The bank and the notary will refuse the deal if the source of funds cannot be documented or if the buyer is under sanctions. We check whether a case can proceed for your citizenship before any documents are prepared.
