Buying an apartment in Lithuania in 2026

A foreigner can buy an apartment in Lithuania on the same terms as a Lithuanian, but there is a major exception for Russian citizens: the law on restrictive measures bars them from acquiring property unless they hold a Lithuanian residence permit. On 30 September 2026 the Lithuanian government approved a further restriction: citizens of Russia and Belarus, even with a residence permit, will be barred from buying property within up to 10 km of military and strategic sites. If the Seimas passes the amendments, they will take effect on 1 January 2027. Inheritance is not affected.

How much an apartment in Lithuania costs in 2026

In August 2026 the average apartment price was about 3,170 euros per square metre in Vilnius, 2,300 euros in Kaunas and 2,080 euros in Klaipėda. Prices rose 13-16% over the year.

New builds in Vilnius are offered at higher prices: in September 2026 the average asking price for new apartments exceeded 4,100 euros per square metre, about $4,700.

How to buy an apartment in Lithuania: step by step

  1. Check the right to buy: the buyer's citizenship and residence permit.
  2. Register checks: owner, encumbrances, seizures, rights to the land under the building and unregistered alterations.
  3. Contract at a notary, payment through a bank or the notary's deposit.
  4. Registration of title in the Centre of Registers' real estate register.

The most common unpleasant surprise when buying a house is that the land under it does not pass to the buyer, and the seller keeps quiet about it. It is checked before the deposit, not after the move.

How much the purchase costs: taxes and fees

On top of the price, budget for notary fees, the Centre of Registers' registration fee, bank charges and document translation. Rental income is taxed in Lithuania; rates are on the taxes in Lithuania page.

Example calculation. A 50 m² apartment in Vilnius at the average price - about $180,000, plus the notary and registration. For a Russian citizen without a Lithuanian residence permit such a deal is impossible, however much money there is.

The law does not forbid those allowed to buy an apartment in Lithuania from doing it on their own. But mistakes cost more than taxes: a deposit on an apartment the notary will not process because of the buyer's citizenship, a house without rights to the land under it, unregistered alterations and money without proven origin. Does buying an apartment give Lithuanian residence

No, Lithuania has no golden visa through property. The closest thing to an investment route is the ground for a company participant: from 260,000 euros, about $300,000, in the capital of a Lithuanian company that has operated for at least 6 months and created at least 5 jobs. The permit is issued for 2 years. Descendants of Lithuanians can use citizenship restoration, which also lifts the purchase restrictions.
