Finnish residence permit through a startup
Finland grants 2-year residence to founders of startups with international growth potential. We cover the agency statement, living funds, fees, documents, family and the path to citizenship.

Finland issues residence permits to startup founders for up to 2 years. The main filter is a positive statement from the state business development agency, which assesses whether the project can grow fast internationally. Without it the immigration service does not process the application.
Who startup residence suits
- Founders of recently established companies aiming for growth, or those about to set up a startup in Finland.
- The project must be innovative and scalable, with potential for fast international growth.
- The team must have the skills and experience to deliver the plan.
The company need not be registered yet: the agency statement can be obtained during preparation and the company registered after moving.
If the business development agency does not give a positive statement, you can apply for a standard entrepreneur residence permit, which has different requirements. A detailed review: Finland startup visa.
How the agency assesses a startup
- Business model and a clear path to revenue.
- International growth potential: the product must target more than the Finnish market.
- Team: skills, experience and the division of roles among founders.
- Resources: funding, partners, customers or an accelerator place.
The statement is valid for 4 months: if you do not apply for residence within that time, you must obtain it again. So prepare living funds, statements and translations in parallel with the agency application, not after the answer.
We will work out online the investment or income your family needs and what the permit costs for each member.
Cost in 2026
| Item | Amount | About |
|---|---|---|
| First permit fee online | €650 | $730 |
| First permit fee on paper | €800 | $899 |
| Extension online | €230 | $259 |
| Living funds in Helsinki and the most expensive cities, monthly | €1,210 | $1,360 |
| Living funds in mid-category cities, monthly | €1,090 | $1,230 |
| Living funds in other municipalities, monthly | €1,030 | $1,160 |
Living funds are not a payment but a balance in your account. You need them for at least a year; to get a 2-year permit at once, they must cover both years: in Helsinki that is €29,040, about $32,700. Company registration, translations, insurance and our support are extra. A manager will calculate the family total in the chat. Dollar amounts use the market rate of 20 October 2026, 1.1229 dollars per euro, rounded up.
Documents
- a positive business development agency statement;
- passport;
- proof of living funds: statements of an account in your name;
- documents on the company in Finland or a registration plan;
- for family, apostilled and translated marriage and birth certificates.
Documents in other languages are translated into Finnish, Swedish or English.
What to check before applying
- no positive agency statement, or one older than 4 months;
- living funds below a year at your municipality's rate;
- funds not in your own account, for example in a company or relative's account;
- a project that is not scalable or targets only the local market;
- a threat to public order or breaches on previous entries.
Family
A spouse or registered partner and minor children can get residence on family grounds. They need marriage and birth documents, and living funds must cover them too. Children can attend Finnish schools, including English-language ones.
Extension and path to citizenship
- Extension is possible if the company keeps operating and you can still support yourself. The online extension fee is €230.
- Permanent residence - after several years of continuous residence under the general rules.
- Citizenship since 1 October 2024 - after 8 years of residence in Finland, with Finnish or Swedish and sufficient income.
What to consider after moving
- Personal identity code. Assigned by the Digital and Population Data Services Agency after registration; without it opening an account and accessing digital public services is hard.
- Company. A Finnish limited company can be registered with no minimum capital since 2019, online.
- Tax card. If you pay yourself a salary, the tax administration issues a card with your withholding rate.
- Housing. Rent in Helsinki requires a deposit, and the living funds are set to cover it.
Taxes
Finnish corporate tax is 20%. You become a Finnish tax resident by staying more than 6 consecutive months, and then worldwide income is taxed at progressive state and municipal rates. See taxes in Finland.
Risks and what can change
- The agency statement is the main barrier: many projects do not get it.
- The citizenship period rose from 5 to 8 years in 2024, and tighter permanent residence rules are under discussion.
- Living funds are indexed annually.
- High personal taxes compared with many European Union countries.
- Schengen travel is possible with a Finnish permit, but it does not allow living or working in other European Union countries.
Alternatives
- Denmark startup residence - with expert business plan assessment.
- Sweden startup visa - for entrepreneurs with their own business.
- Estonia digital nomad visa - if you work remotely.
What changed and what we rely on
Since 1 October 2024 Finnish citizenship requires 8 years of residence instead of 5. Living funds for startup founders are €1,030 to €1,210 a month depending on the municipality, and the first permit fee online is €650.
