Finland does not sell residence: there are no permits for buying a flat, making a deposit or having passive income. Every route is tied to an activity, work, your own business, study or research, or to family. In return the rules are transparent, applications are filed online, and specialists on high salaries get an answer in about two weeks.
Two things changed in 2026. From 1 January fees and salary thresholds rose, and from 8 January a permanent permit is granted not after 4 years but after 6, and only with language skills and a work history. Below: every route in one table, then the conditions, documents and pitfalls for each.

Amount from is the immigration service fee for a first permit filed online, per adult; paper applications cost more. Time runs from filing the complete file and proving identity to the decision.
Specialist and the EU Blue Card
The specialist permit is for those hired by a Finnish employer for work requiring high qualifications. The main condition is a salary of at least $4,500 a month before tax; daily allowances and benefits in kind do not count. There is no labour market test for specialists.
The EU Blue Card requires the same salary, a degree or proven experience and a contract of at least 6 months. Its advantage is an easier move to another EU country after a year.

Specialists and their families can use the fast track: a decision in about 2 weeks and an entry visa that lets you fly in without waiting for the card. The condition is to file online and prove identity within 5 days.
Employment
The ordinary work permit suits those whose salary is below the specialist threshold. The salary must be at least $1,900 a month, or more if a collective agreement requires it, and must be enough to live on without benefits.
For most occupations the employment service first checks whether a worker is available in Finland and the EU, so processing takes longer. The permit is tied to a sector, and on losing a job a foreigner has limited time to find a new one.

A common mistake is to start working before the decision. The right to work arises only once the permit is issued, unless you have another ground.
Startup founder
The startup founder permit is granted for up to 2 years to those whose project has a positive statement from the state business development agency. The agency assesses the business model, team and resources: the project must be innovative and aimed at fast international growth.

The statement is the hardest part: it is not given to cafés or consultancies but to technology projects with a clear product. We prepare the agency application before filing for the permit.
Entrepreneur with an ordinary business
Those opening an ordinary business in Finland, a shop, a workshop, a practice, get the entrepreneur permit. First the centre for economic development assesses whether the business can be profitable, then the immigration service decides.
The business must support its owner: income of $1,200 to $1,400 a month depending on the city. Registering a company and sitting on its board is not enough; you must actually work in your business in Finland.

Study and research
A university student gets a permit for the whole period of study at once. You need admission, paid tuition or a scholarship and living funds: $910 a month, that is $11,000 in the account for studies of a year or more. Students may work an average of 30 hours a week.
Researchers with a contract with a university or research organisation get a separate permit. After a degree or completed research you can get a permit to look for work or start a business for up to 2 years.

Family
A permit on the basis of family ties is granted to spouses, registered partners and minor children of a Finnish resident or citizen. If the sponsor is a foreigner with a permit, the family needs income: $1,400 a month for the first adult, $690 for the second, $690 for the first child and $550 for the second. For a couple that is from $2,100 a month.
For the family of a Finnish citizen the income requirement is usually not applied. Processing takes up to 9 months, and spouses may be invited to an interview.

Health insurance for a residence permit
Those who work or move for the long term and are given a municipality of residence need no separate insurance for the permit: they use public healthcare on the same terms as residents. An entrepreneur must pay pension contributions for themselves.
For students insurance is mandatory. For studies of less than 2 years the policy must cover treatment of at least $140,000; for studies of 2 years or more, medicines of at least $46,000, because the rest is covered by municipal healthcare. The policy must come from an insurer operating in Finland or paying claims there. The price depends on age and term, and choosing a policy is part of our support.

In Finland refusals come from paperwork and deadlines, not money
The law does not stop you applying for a permit on your own. But mistakes cost more than the fee, which is not refunded on refusal: a salary padded with daily allowances, identity not proved within the 5 days of the fast track, a business plan the centre for economic development found unprofitable. Common reasons for refusal
- the salary is below the threshold, or part of it is paid as daily allowances and benefits in kind
- the employer does not pay taxes and contributions or has not confirmed the contract terms
- the centre for economic development does not find the business profitable
- the startup has no positive agency statement, or it has expired
- the student's account does not cover the whole first year
- identity was not proved in time: without it the application is not processed
- the service considers that the permit is sought to circumvent entry rules, for example the marriage looks like one of convenience
On renewal the same things are checked as on the first application: salary by bank statements, taxes paid and the real operation of the business. So we assemble documents that will still add up a year later.
Restrictions for certain nationalities
Citizens of EU countries, Iceland, Liechtenstein, Norway and Switzerland need no residence permit: when living for more than 3 months they register their right of residence. Citizens of other countries need one of the permits above.
Separate restrictions apply to Russian citizens: the land border with Russia is closed, tourist visas are restricted, and the law bans them from buying homes and land in Finland. Permits for work, study, a startup and family ties are processed on the general terms, but identity usually has to be proved at a Finnish mission in a third country where the applicant lives legally. Path to permanent residence and citizenship in Finland
From 8 January 2026 a permanent permit is granted through several paths. The main one is 6 years of continuous residence on a type A permit, 2 years of work history in Finland and Finnish or Swedish at a satisfactory level. Those with income of at least $46,000 a year get a permanent permit after 4 years. No period of residence is required of those who completed a university degree in Finland. The fee is about $430.
