Croatia is in the EU, Schengen and the eurozone, and residence here is called temporary stay. It is granted for a specific purpose: work, remote work, family, study. It cannot be bought: buying a flat lets you live in the country for up to a year but opens no path to permanent status.

Since 2025 a work permit is issued for up to 3 years at once, and digital nomad status for up to 18 months. Below: every route in one table, then the conditions, documents and pitfalls for each, insurance, fees and the path to permanent residence.

Amount from is the administrative fees per adult including the card. Time runs from filing the complete file with the police administration or consulate to the decision. Money in the account stays yours: you show it, you do not pay it.

Employment and the EU Blue Card

The main route is the stay and work permit requested by a Croatian employer. For most occupations the employment service first checks whether a candidate is available in the country; for shortage occupations there is no test. The permit is issued for the term of the contract, up to 3 years, and is tied to the employer.

The EU Blue Card is for specialists with a degree and a salary of at least one and a half times the national average. It is granted for up to 4 years, and changing employer is easier with it.

The employer must meet requirements: no tax debts and Croatian citizens on the payroll. This is a common reason for refusal, so we check the employer before filing.

Digital nomad: remote work for up to 18 months

Digital nomad status is for those who work remotely for a foreign employer or for their own company registered outside Croatia. You need income from $4,100 a month or savings for the whole stay: about $74,000 for 18 months. The threshold rises for each family member.

A nomad's income is not subject to Croatian income tax. Working for Croatian companies and taking local clients is not allowed. More on the page about the Croatia digital nomad visa.

The main pitfall: the status is not renewed back to back. A new application can be filed only 6 months after the previous one ends, so the nomad route does not lead to permanent residence.

Your own company

The owner of a Croatian company can get a stay and work permit as its director. Without a labour market test it is granted if the foreigner owns at least 51% of the company, at least $30,000 has been invested in its capital, at least three Croatian citizens are employed full time and the director's salary is not below the set level.

A shell company will get neither a permit nor a renewal: on renewal the authorities check taxes and contributions paid, real employees and turnover.

Family

Temporary stay for family reunification is granted to spouses, partners and minor children of a Croatian citizen or of a foreigner living in the country legally. The sponsor proves accommodation and means to support the family.

The family ground gives the right to work without a separate permit and counts towards permanent residence. The police may check whether the spouses live together.

Study

Students of Croatian universities and schools get temporary stay for the period of study, usually a year with renewal. You need admission, means of subsistence, accommodation and insurance. Students may work a limited number of hours a week.

Buying a home and other purposes

A homeowner, or someone who has paid rent in advance, gets temporary stay for other purposes for up to a year. It gives no right to work, and a new application can be filed only 6 months after the previous permit ends.

This route suits those who want to spend more than 90 days in any half-year in their own flat, but not those planning to move: permanent status cannot be earned on it.

Health insurance for a residence permit

Health insurance is mandatory on every ground. Employees and directors of their own companies are insured by the employer through the state health insurance fund. Those living on the family ground or studying register with the fund themselves and pay a monthly contribution.

For digital nomads and homeowners a private policy valid in Croatia for the whole stay is enough. From 30 April 2026 a certificate of health and vaccination status is also required on the first application and on renewals during the first three years. Fees are per adult. The funds in the account for a nomad or a homeowner are not a payment: you show them and they stay yours. A manager in the chat will calculate the total for the whole family.

In Croatia it matters to choose a ground that can be renewed

The law does not stop you applying for temporary stay on your own. But mistakes cost more than the fees: nomad status after which you must leave for six months, a flat bought for a permit that is not renewed, a company without employees that will be refused a renewal. Common reasons for refusal

  • the nomad's income is below the threshold or is backed only by a contract, not by statements
  • the employer has tax debts or has no Croatian citizens on the payroll
  • the applicant's company is not trading: no employees, turnover or contributions paid
  • no confirmed address: the lease is not certified or the owner has not consented to registration
  • the criminal record certificate is older than 6 months or has no apostille
  • the nomad application was filed before 6 months had passed since the previous status
  • the means of subsistence do not cover all family members

Deadlines are a separate risk: the address is registered with the police in the first days after entry, and a renewal is filed no later than 60 days before the permit expires. We keep the dates in a calendar together with you.

Restrictions for certain nationalities

Citizens of EU countries, Iceland, Liechtenstein, Norway and Switzerland need no permit: when living for more than 3 months they register their stay with the police. Citizens of other countries need one of the grounds above, and those who need a visa to enter also need a long-stay visa, used to enter after approval.

The law contains no ban on temporary stay for citizens of any country. Citizens of Russia and Belarus need a visa to enter, and consulates and banks check their applications for longer: Croatia applies EU sanctions. Citizens of non-EU countries can buy property only on a reciprocity basis and with the consent of the Ministry of Justice.

Path to permanent residence and citizenship in Croatia

Long-term residence is granted after 5 years of continuous legal residence in Croatia. During that time you may be absent for no more than 10 months in total and no longer than 6 months on a single trip. You need means of subsistence, insurance and an exam in the Croatian language and Latin script. Digital nomad status and stay for other purposes are not renewed back to back, so the routes that lead there are work, your own company, family and study.

Citizenship is granted after 8 years of living in the country with an exam in language and culture, and as a rule you must give up your previous citizenship. Ask an expert whether an exception applies to you.
