Personal accounts: Croatia

Croatia has been in the euro area since 1 January 2023, so a personal account at a Croatian bank is an ordinary euro account inside the European Union: payments across Europe, a card and deposits protected by EU rules. A non-resident can open one, but the bank decides after its checks, and without a Croatian tax number the application will not be accepted.
What you need for an account in Croatia
- A personal identification number. According to the Croatian Tax Administration, a foreigner needs it to open an account, buy property or securities and register a company. It is issued by the police when you register your residence or, without residence, by the Tax Administration on application with scanned documents, including through a Croatian embassy.
- A passport and proof of address in your country of residence.
- Source of funds: statements, proof of income, documents on asset sales.
- Tax residence: a self-certification form for the automatic exchange of tax information with your tax number.
- Purpose of the account: salary, rent, buying a home, savings.

Who the bank must serve
Anyone legally resident in any EU country has the right to a basic payment account in euro, as required by the Croatian National Bank. Large banks with assets above EUR 1.99 billion must offer it. If you live outside the EU there is no such right: the account is at the bank's discretion.
Restrictions for Russian citizens
EU banks may not accept deposits over EUR 100,000 from Russian nationals or residents unless the person has EU citizenship or an EU residence permit, a direct ban under EU Regulation 833/2014. So for Russians without EU status the key question is not whether the bank will open an account, but for what amount and which transactions.
Deposit protection
Deposits at each Croatian bank are insured up to EUR 100,000 per person, and payout starts within 7 working days after the central bank declares deposits unavailable, according to the deposit insurance agency.
