Sweden startup visa: residence permit to run your own business
Sweden has no dedicated startup visa. Entrepreneurs move on the permit to run their own business (uppehållstillstånd för egen företagare): up to two years, with scrutiny of the business plan, funds and experience. We cover requirements, costs, the route to permanent residence and the new 2026 citizenship rules.

Sweden does not issue startup visas in the usual sense, but the route for entrepreneurs is open: a residence permit to run your own business. Below is what changed in 2025-2026, what it costs and why so few permits are granted.
Status in September 2026: no startup visa, but the business permit works
The short answer: in 2026 Sweden has no dedicated startup visa. Swedish business has been pushing for one since 2025, but the government has not decided to introduce it.
What is marketed as the Swedish startup visa or Self-Employment Visa is the residence permit to run your own business (uppehållstillstånd för egen företagare), issued by Migrationsverket, the Swedish Migration Agency. The route is open, not closed or suspended, and in the permanent residence reform of 12 July 2026 business permit holders kept access to permanent residence.
But the environment is tougher: citizenship now takes 8 years instead of 5, with tests and an income floor, and conduct and family rules were tightened in 2026.
What older descriptions, including the previous version of this page, got wrong: innovation is not a formal requirement, Migrationsverket assesses viability and your experience; the permit is a residence permit from day one, and after two years the question is permanent residence; you must own at least 51%.
We will check online whether you meet the requirements and calculate the cost for your family.
Who this route suits and who it does not
The Swedish own-business permit is built for an experienced entrepreneur who is moving or opening a real operation in Sweden. It is not a visa for an idea and not a passive residence permit.
It suits you if:
- you have documented experience of owning and running a business in the same industry;
- you are ready to own at least 51% of the Swedish business and manage it yourself;
- you already have customers, suppliers or partners linked to Sweden who will confirm it with contracts or letters of intent;
- you can show your own money for two years of family living costs and, separately, for launching the business;
- you have working English or Swedish.
It probably does not suit you if:
- this is your first business and you have no entrepreneurial track record;
- the project exists only as an idea or an investor deck, with no customers;
- most of the money is borrowed or comes from an investor: own funds matter here, and loans are normally not accepted;
- you want a backup residence permit while living and working elsewhere;
- you work remotely for foreign clients and need a Swedish company only as an address: Migrationsverket assesses activity in Sweden, and such a setup raises questions.
Migrationsverket requirements
The official list is short, but each point is checked against documents.
| Requirement | What is checked |
|---|---|
| Ownership | You own at least 51% of the business, run it yourself and carry decisive responsibility for it |
| Experience | Good experience of the industry and of running your own business: degrees, references, accounts of previous companies |
| Language | Relevant knowledge of Swedish or English; if you deal with many Swedish customers or suppliers, very good Swedish |
| Business plan and budget | A credible basis for the budget: Migrationsverket makes a business and economic assessment of your plans |
| Market contacts | Established customer contacts or a network: contracts, agreements, correspondence with buyers and suppliers |
| Living funds | SEK 200,000 for the main applicant for two years, plus SEK 100,000 for a spouse and SEK 50,000 per child |
| Business capital | Your own money for costs, investments and any purchase of a business; borrowed money is normally not accepted |
| Passport | A valid passport; the permit is never issued beyond its validity |
| Good conduct | From 13 July 2026 a broader conduct (vandel) assessment: offences, unpaid debts, accuracy of information |
You can run the business through a limited company (aktiebolag, AB) with minimum share capital of SEK 25,000, or as a sole trader (enskild firma). The application includes the registration certificate and documents showing the ownership split.
You need both industry experience and experience of running your own business: a salaried manager who has never owned a company covers only half of it.
What the business plan must show
The business plan is part of the Migrationsverket application form. It asks you to answer, in Swedish or English:
- the field your business works in and how it operates;
- the products and services you will sell;
- who your customers are and where they are located;
- who your competitors are and how you will market the business;
- your partners in Sweden or abroad and your suppliers;
- the premises the business will use;
- how many employees you will have, their duties and yours;
- the gross salary or cash withdrawal you expect to take out of the business in the first and second year.
The last point links the plan to your income: it shows whether the business will support you after the first two years, which is what Migrationsverket checks at extension. Contracts with customers, suppliers and premises, and a budget built on them, turn the plan into evidence. Our manager helps you put the plan and budget together before you file.
How much money you need to show
There are two amounts and they must not be confused: money for your family to live on and money for the business. The first is fixed, the second depends on your budget.
| Who or what | Amount |
|---|---|
| Main applicant | SEK 200,000 for two years |
| Spouse, registered partner or cohabiting partner | SEK 100,000 |
| Each child under 18 | SEK 50,000 |
| Example: couple with two children | SEK 400,000 for living costs, excluding business capital |
| Business capital | No fixed minimum; it must cover the costs and investments in your budget |
Living funds must sit in a bank account in your name, and Migrationsverket asks for statements covering the last three months. Business capital is shown separately, and this is where most questions arise: the source of funds and whether they last until the business turns a profit. The same money cannot count twice.
Also note that Sweden has no investor residence permit: you cannot buy property or put money into a fund for status. If that is the format you want, investor routes exist in other countries, see our residence permits section.
Government fees and real costs
| Item | Amount |
|---|---|
| Self-employed application | ~$205 |
| Adult family member | ~$155 |
| Child | ~$80 |
| Extension or permanent residence application | ~$205 |
| Citizenship application | ~$295 |
| AB share capital | from SEK 25,000, stays in the company, not a fee |
| Citizens of Japan | no application fee |
Fees are not refunded if you are refused. Also budget for company registration with Bolagsverket at current rates, bookkeeping support (your books are checked at extension), translations, the embassy trip, housing and office rent. These vary too much by city and business form to quote averages. Fees are converted to US dollars at the European Central Bank rate of 6 October 2026 and rounded up.
A fee of about $205, but $21,000 to show for living costs
Swedish Migration Agency fees are low, but business permits are granted in single digits a month, and fees are not refunded on refusal. Mistakes cost more than fees: a stake below 51%, business experience without documents, family living funds confused with company capital and a business plan without contracts with first customers. We check whether your experience and business meet the requirements, register the company, prepare the plan and proof of funds, then handle the application and the renewal, where the accounts are checked again.
The cost of support depends on the business form and your family; a manager calculates it in the chat.
Process and timelines
| Stage | What happens | How long |
|---|---|---|
| 1. Preparation | Business plan, budget, customer contracts, bank statements, proof of experience | 1-3 months, up to you |
| 2. Business registration | Company or enskild firma, ownership documents | per Bolagsverket timelines |
| 3. Online application | Filing on the Migrationsverket website, fee payment; family can apply at the same time | 1 day |
| 4. Embassy visit | Passport check, fingerprints and photo | by appointment |
| 5. Processing | Business assessment, requests for extra documents | no statistics for complete cases because too few are decided; for incomplete ones 75% are decided within 11 months |
| 6. Moving | Residence permit card, population registration with Skatteverket and a personal identity number if the permit is for a year or more | after the decision |
| 7. Extension or permanent residence | Checks on profitability, taxes, bookkeeping and debts | apply before the permit expires, no earlier than 2 months before |
As a rule you apply from outside Sweden. Exceptions: a holder of the permit to look for work or start a business can apply from inside the country and run the business during processing. From 11 June 2026 holders of temporary protection under the European Union Temporary Protection Directive, mainly Ukrainian citizens, can also apply from inside Sweden.
Plan for about a year from preparation to decision.
Documents
The Migrationsverket list for a first application:
- a copy of your valid passport;
- bank statements for the last three months and proof of funds for two years of living costs;
- the company registration certificate;
- a share register or partnership agreement showing at least 51% ownership;
- contracts and agreements with customers and suppliers;
- budget, balance sheet and profit and loss statement;
- annual accounts if the business has already been operating;
- proof of Swedish or English;
- degree certificates and references from previous jobs.
Documents in other languages generally need translating into Swedish or English. The core of the file is the budget: its numbers must match your contracts, statements and track record, and a polished plan with thin evidence is a typical reason for refusals.
Family: who can move with you
Family means a spouse, registered partner, cohabiting partner (sambo) and children under 18. They can apply together with you or later. Their permits run for the same period as yours, and adults and children who turn 16 during the year get the right to work.
The main applicant shows the family money: SEK 100,000 for a partner and SEK 50,000 per child on top of your SEK 200,000. For complete applications from family members who apply later, Migrationsverket says 75% of decisions are made within 2 months.
New family immigration rules apply from 1 October 2026. For families of work permit, ICT, EU Blue Card and research permit holders, the maintenance requirement is now also checked at extension, and when the main applicant gets permanent residence the family members apply for their own permit. Labour migrants are exempt from the new two-year waiting period. The announcement does not name entrepreneurs separately, so check how the rules apply to families of self-employed people when you apply.
Taxes for an entrepreneur in Sweden
You become Swedish tax resident if you live in Sweden or stay there continuously for six months or more. For how countries define residence, see our article on the 183-day rule. Residents pay tax on worldwide income. Key 2026 rates:
| Tax | Rate |
|---|---|
| Municipal income tax | around 32% on average, depends on the municipality |
| State income tax | 20% on taxable income above SEK 643,000 a year |
| Corporate income tax (AB) | 20.6% |
| Social contributions of a sole trader (egenavgifter) | 28.97% of profit |
| Employer contributions on salary, including your own in your AB | 31.42% |
| Dividends to owners of closely held companies within the limit (3:12 rules) | 20% |
| Capital income and capital gains | 30% |
| VAT, standard rate | 25% |
| Wealth, inheritance and gift tax | none |
From 1 January 2026 the 3:12 rules for owners of closely held companies changed: the base part of the limit within which dividends are taxed at 20% is now four income base amounts, SEK 322,400 for 2026, and the owner's minimum salary requirement was abolished. Dividends above the limit are taxed mostly as earned income.
Two unpleasant details. First, after you leave Sweden it can tax capital gains on shares in Swedish companies, including your own, for another 10 years unless a tax treaty limits this. Second, the well-known expert tax relief (expertskatt, 25% of income tax-free) is for employees only, so an entrepreneur cannot use it. To compare the burden with other countries, see our tax regimes catalogue.
We will review your situation for free
Describe your task in the chat and we will tell you where to start.
Extension, permanent residence and citizenship
Extension. At the end of the permit, which runs for up to two years, you apply to extend it: no earlier than two months before expiry and always before it expires. Migrationsverket checks that the business is operating and that you actually run it, pay taxes, keep proper books, hold any required licences, have no debts with Kronofogden (the Enforcement Authority), and that business income supports you and your family.
Permanent residence. You can get permanent residence once you have held a permit to run your own business for at least two years, the business is profitable and viable, and your income after tax and housing costs is enough to live on. For 2026 the benchmark is SEK 6,243 a month for a single adult after housing costs (SEK 6,186 in 2025), and the figure is reviewed every year. Only taxed income from your business counts: family members' income, savings, benefits, grants and pensions do not.
The 2026 context: a law in force from 12 July 2026 abolished permanent residence for people with protection status and for long-term residents, who now get renewable five-year permits. Holders of work, own-business and doctoral permits kept access to permanent residence. A proposal to revoke permits already granted to refugees was put on hold in spring 2026 and never covered labour migrants.
Citizenship. A new citizenship law has applied since 6 June 2026, the most far-reaching overhaul in more than 50 years:
| Condition | Before 6 June 2026 | From 6 June 2026 |
|---|---|---|
| Residence period, general rule | 5 years | 8 years |
| Income | no separate requirement | at least three income base amounts before tax: SEK 250,200 a year for 2026 (SEK 20,850 a month) for applicants aged 18-67 |
| Knowledge of Swedish society | not required | test, rolling out from August 2026 |
| Swedish language | not required | reading and listening test, not before autumn 2027 |
| Good conduct | assessed | stricter, with waiting periods after sentences and unpaid debts |
Citizenship still requires permanent residence or an equivalent status, and income from your own business counts towards the threshold. There are no transitional rules: the law also applies to applications filed before 6 June 2026, and an opposition amendment to protect those applicants failed by one vote. The fee is about $295 and processing takes years: Migrationsverket's website says 75% of recently decided cases took up to 53 months.
Sweden allows dual citizenship, but check the rules of your other country, see our dual citizenship guide. Realistically, a Swedish passport takes 8 years or more. Compare with other countries in our second citizenship section.
What changed in 2025-2026
The own-business permit itself was not rewritten; the pressure comes through general rules.
| Date | Change | What it means for an entrepreneur |
|---|---|---|
| 1 January 2026 | New 3:12 rules for owners of closely held companies | The 20% dividend limit is calculated differently, the owner's minimum salary requirement is gone |
| 1 June 2026 | Work permit reform: salary of at least 90% of the median, health insurance for permits of up to a year, EU Blue Card for up to 4 years | Affects hiring staff from outside the European Union. Employees of certain tech and life science startups (under 5 years old, fewer than 100 staff) need only 75% of the median from 11 June 2026 |
| 6 June 2026 | New citizenship law | 8 years instead of 5, income floor, tests, no transitional rules |
| 11 June 2026 | Temporary protection holders can apply for work and business permits from inside Sweden; permanent residence after 3 years for researchers, doctoral students and Blue Card holders | Ukrainians with temporary protection gain a route to the business permit without leaving |
| 12 July 2026 | Permanent residence abolished for people with protection status and long-term residents | Kept for business permits |
| 13 July 2026 | Broader conduct (vandel) assessment for residence permits | Debts, violations and inaccurate information can cost you a refusal or revocation |
| 1 October 2026 | New family immigration rules | A wider maintenance requirement, including at extension for several categories |
The June 2026 health insurance requirement applies to work permits of up to one year, not to the self-employed permit, but the new salary thresholds matter if you hire staff from outside the European Union.
Let us check whether you qualify
Describe your situation in the chat and we will tell you right away whether you meet the requirements.
What to know before you apply
The main uncomfortable truth is in the statistics. In 2025 Migrationsverket granted 11,104 first-time work permits to employees, while first-time own-business permits were so few that the annual total is suppressed in the official table to protect personal data: in the months that are published, the figure is 6 to 11 decisions. January to August 2026 looks the same. Business permit extensions granted in 2025 numbered 106. By comparison, 644 permits to look for work or start a business were granted in January to August 2026.
The route is not closed, but it is a niche one, and each file gets individual scrutiny.
Typical reasons for refusals and problems:
- no documented entrepreneurial experience in the same industry;
- a budget not backed by contracts and customer contacts;
- borrowed business money or funds of unexplained origin;
- ownership below 51%, or someone else actually running the business;
- at extension, the business does not earn enough for the family to live on, or there are tax debts;
- an incomplete file that stretches processing out by months.
Also: rules change mid-route (the 2026 citizenship reform applied even to pending applications), taxes on earned income are high by European standards, and living funds must be shown upfront and in full.
Alternatives in Sweden and neighbouring countries
If the business permit does not fit your profile or timeline, here is what actually works in 2026:
| Route | Best for | Key conditions | More |
|---|---|---|---|
| Sweden: permit to look for work or start a business | Master's and PhD graduates | Master's-level degree or higher, SEK 13,000 for each month, comprehensive health insurance, up to 9 months, a fee of ~$225; the business permit can be requested from inside Sweden | all Sweden programs |
| Sweden: employment or EU Blue Card | Professionals with a job offer | Salary of at least 90% of the median from 1 June 2026, Blue Card for up to 4 years, permanent residence on a Blue Card after 3 years | talent visas |
| Finland startup permit | Tech teams | A positive statement from Business Finland | Finland |
| Startup Denmark | Innovative, scalable projects | Approval by an expert panel, permit for up to 2 years with extensions | Denmark |
| Netherlands startup visa | First-time founders | A facilitator, a 1-year permit, then a move to the self-employed permit | Netherlands |
| Germany work permit | Degree holders | Blue Card and other work routes | Germany |
| Digital nomad visas | Remote workers and freelancers | Income from foreign clients or an employer | all nomad visas |
What fits whom. An experienced entrepreneur with customers and own funds: the Swedish business permit. A graduate without an entrepreneurial record: the permit to look for work or start a business. An early-stage tech startup: expert assessment in Finland, Denmark or the Netherlands rather than proving profits it does not yet have. A professional with an offer: a work permit or Blue Card, the most predictable route into Sweden.
For an overview of all European programs for founders, see our European startup visas 2026 article, and all residence routes are gathered in our residence permits section.
What the Swedish own-business permit gives you
No fixed investment threshold
The law does not require a set investment: capital must match your budget, and for living costs you show SEK 200,000 plus amounts for family.
Family with the right to work
A spouse or partner and children under 18 move with you; adults and teenagers from 16 can work.
Permanent residence after two years
With a profitable business and sufficient income you can apply for permanent residence; the July 2026 reform kept this right for entrepreneurs.
Schengen and the European Union market
A Swedish residence permit lets you travel in the Schengen area for up to 90 days in any 180 and serve clients across the European Union from Sweden.
How to get a Swedish own-business residence permit
Assess your profile
Check your industry and entrepreneurial experience, readiness to own at least 51% of the business, and your own money for living costs and the business.
Prepare the business plan and contracts
The budget has to rest on real contacts: contracts, agreements and correspondence with customers and suppliers.
Register the business and collect documents
Company or enskild firma, ownership documents, three months of bank statements, degrees, references, proof of language.
Submit the application
Online on the Migrationsverket website with a fee of about $205, then a visit to a Swedish embassy for a passport check and biometrics.
Wait for the decision and plan the extension
For incomplete cases 75% of decisions take up to 11 months. After up to two years comes an extension or permanent residence, with checks on profit, taxes and bookkeeping.
