The exact name and number are the main condition for crediting the first time: then the money arrives without extra correspondent bank fees.
It matters which account the recipient has. Israeli residents, including new immigrants with an Israeli ID, hold a regular account in shekels and foreign currency. A foreigner opens a foreign resident account: identity verification for it is done only on a visit to a branch or a bank representative office, and they sign consent to disclose account information to the tax authorities of their country.

The fees of Israeli banks for private clients are limited to a closed list approved by the Bank of Israel, and banks publish their tariffs. An Israeli bank credits a transfer in the currency in which the recipient's account is opened. If dollars are sent to a shekel account, the recipient's bank exchanges them at its own rate, and the difference from the official Bank of Israel rate, 3.074 shekels per dollar on 7 October 2026, falls on the recipient. So for spending in the country a shekel account is more convenient, and for savings and large sums a currency account in dollars or euros, exchanged in parts when shekels are actually needed.
A transfer to relatives: a gift, help or paying expenses
Money to relatives in Israel is the most common small transfer. The recipient's bank will ask how the recipient is related to you and what the money is for, so the payment purpose is written briefly and honestly: help for parents, a gift, payment for study or medical treatment. No tax is paid on a cash gift in Israel, but the bank treats regular large receipts from one person as income and may ask for their source to be explained.

Money from selling a flat: how an Israeli bank accepts it
A common scenario is sending to Israel the money from selling a flat in another country. For an Israeli bank this is a large one-off receipt, and it will ask to link it to the sale: the sale contract, the document on registration of the transfer of title, a statement of the money received by the seller and proof of payment of tax on the sale, if there was any. The shorter the money's path from the sale to the transfer, the faster the check: each intermediate operation, such as transfers to relatives or an exchange, needs its own explanation.

Paying for a flat in Israel: transfers on the deal schedule
A foreigner pays for a flat in Israel through an account at an Israeli bank, and the money is checked twice: the bank and the deal lawyer look at where it came from. A non-resident pays purchase tax of 8% from the first shekel and 10% on the part of the price above $2 million (6,055,070 shekels), and a mortgage for them covers no more than 50% of the value. In a new building payments are made in parts on a schedule, and by law the developer may not take more than 7% of the price until the payments are secured by a bank guarantee. For new immigrants: transferring money and taxes from 2026
Israel gives those who move under the right of return 10 years without tax on income from abroad, and this benefit remains. What has changed is this: since 1 January 2026 foreign income and assets are reported to the tax authority even if no tax is paid on them. For those who arrived from 5 November 2025 there is also a separate benefit on income earned in Israel itself, with an annual cap.
For a new immigrant the most convenient way is to open a resident account right after receiving an Israeli ID and send money to it by bank transfer: this leaves a trail of the money's source that both the bank and the tax authority will need later. Does the recipient in Israel pay tax on a transfer
A transfer to Israel is not taxed as such, and Israel has no tax on cash gifts and no inheritance tax. Tax depends on the recipient's status: an Israeli resident pays tax on worldwide income, a new immigrant pays none on foreign income for 10 years, and a non-resident pays only on Israeli income. A person counts as an Israeli resident for tax if they spent 183 days in the country in a year, or 30 days in a year and 425 days over 3 consecutive years; these rules work as a presumption and can be rebutted with evidence of the centre of life.
