According to the National Cadastre Agency, in the first quarter of 2026 one-room flats on Minsk's resale market sold for an average of $2,240 per square metre, two-room flats for $1,990 and three-room flats for $1,850. Prices rose about 27% over the year. Example calculation: a 40 m² one-room flat costs about $90,000.

What a foreigner can buy

How to buy a flat in Belarus: step by step

  1. Prepare your passport with a notarised translation and a residence permit or temporary registration.
  2. Open an account with a Belarusian bank: payments are easier through it.
  3. Check the property: owners, encumbrances and registered residents.
  4. Sign the contract in notarial form, with a notary or a property registrar.
  5. Register the deal with the territorial property registration organisation: one to seven working days.

Taxes and costs

On purchase, the notarial tariff and the registration fee are calculated in base units and are small amounts. Every year the owner pays property tax of 0.1% of the value. You become a Belarusian tax resident after 183 days a year; rates and rules are on the page taxes in Belarus.

The purchase tax is token, payments are what cost

In Belarus buyers lose time not on taxes but on money and paperwork: a transfer from a Western bank stuck because of sanctions, a passport translation without notarisation, residents still registered in the flat, an unchecked lease of the land under a house. Does a flat give residence in Belarus

Yes, temporary. Article 48 of the law on the legal status of foreigners names a home in ownership as a ground for a temporary residence permit, for the period of stay but no more than a year, with renewal. Permanent residence is granted on other grounds: family, work, descent. Russian citizens have it easier than others: under the Union State treaties they live and work in Belarus on almost the same terms as Belarusians.
